The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on May 23, 1988.

The meeting was called to order by the Chairman.
Mayor Smith and Jim Jernigan, Recreation Director presented the Youth Advisory
Committee's Outstanding Student Citizenship Award to Cynthia Benge, Seminole High School
Student and presented awards to sixteen (16) elementary and middle school students for the
Most Improved Student Awards in the local schools.
Emery Blake, Seminole High School Coach for the girls track team reported that the
team had won five state titles in the past three years and members of the team displayed
the trophy they had won for the State Track and Field for Class 4A.
John Gardner, Chairman of the Florida Citrus Bowl Sailing Regatta, appeared to
thank the Commission for help with last year's successful regatta. Mr. Gardner reported
that this event is the world's largest inland regatta and estimated 30 million people had
received information through the Sailing World Magazine from an article on the Red Lobster
Cup races.

The City Manager and the Police Chief recommended to close, vacate and abandon
said alley, and the City to retain the utility easement.
Commissioner Thomas moved to authorize the City Attorney to prepare the proper

A RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
ENDORSING THE CONCEPT OF A CONSTITUTIONAL
AMENDMENT PROVIDING TAX INCENTIVES TO
PRESERVE IN PERPETUITY THE NATURAL FUNCTIONS
OF LAND PROVIDING SIGNIFICANT WATER RECHARGE
BENEFITS.
WHEREAS, the primary source
within the Central Florida Area is
system; and
of public water supply
the ground water aquifer
WHEREAS, the origin of virtually all ground water in th#
area is rainfall which percolates through the soil into the
aquifer; and
WHEREAS, the percentage of rainfall which percolates
into the aquifer varies widely at different geographic locations
and that areas of high recharge constitute only a small portion of
the area; and
WHEREAS, effective protection of the recharge
characteristics of these limited areas of high recharge is
important to the maintenance of the ground water supplies of the
area; and
WHEREAS, the 1987 legislature passed a joint resolution
submitting to the electors of Florida a proposed constitutional
amendment to Section 4 of Article VII of the State Constitution
providing that land producing highwater recharge to Florida's
aquifers may be classified by general law and assessed solely on
the basis of character of use.
NOW THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE CITY
OF SANFORD, FLORIDA:
SECTION 1: That the City of Sanford, Florida, supports
the creation of effective incentives designed to protect areas of
high recharge and, to the extent that economic incentives can be
effectively designed and implemented through the proposed
constitutional amendment, supports the amendment.
SECTION 2: That this resolution shall become effective
immediately upon its passage and adoption.

Mr. Turner Clayton and Miss Frances Oliver appeared before the Commission to
request an investigation members of the Sanford Housing Authority.
The City Attorney reported that the City Commission did not have the authority to
run the day to day operations of the Sanford Housing Authority. The City Attorney
explained that after receipt of specific allegations, there were three ways the Commission
could call for a public hearing 1) inefficiency; 2) neglect of duty; and 3) misconduct.
No action was taken by the City Commission.
There being no further business the meeting was adjourned.
