071188-Workshop Session MINUTES City Commission, Sanford, Florida JUly 11: 343 19 88 The city Commission of the City of Sanford, Florida, met in Workshop Session in the City Manager's Conference Room of the City Hall in the City of Sanford, 4:00 o'clock P. M. on July 11, 1988 ....... Present: Mayor-Commissioner Bettye D. Smith Commissioner Whitey Eckstein Commissioner John Y. Mercer Commissioner Robert Thomas Commissioner A. A. The Commission considered the 1988-89 Budget and the proposed millage. The Commission considered the City's travel allotment and mileage reimbursement program. The Commission authorized to place in a reserve account $48,668 of the $63,668 proposed budget allocation for 1988-89 for the Community Development Program. The Commission recommended establishing an advisory board for one year to study recreation and leisure time facilities for the present and future. There being no further business the meeting was adjourned. A Public Hearing was held in accordance with Notice published in the Evening Herald on July 6, 1988, as follows: January 18, 1988 NOTICE OF CHANGE OF LAND USE ~h~ City of Sanford proposes to change the use of the land within the area shown in the map of tkis advertisement. The South 272 feet of the North 504 feet of Lot 45 of Florida Land and Colonization Company's Celery Plantation, according to the plat thereof as recorded in the Public Records of Seminole County, in Plat Book 1 on Page 129. Sanford, Florida 345 July 11, 1982k_ The Chairman announced that the Commission would hear from those persons present to speak, in favor of, or in opposition to, the proposed Comprehensive Plan. The City Engineer reported that this is the second reading of the plan amendment 'and there were two changes from the plan as originally presented. Two parcels were eliminated because they presently have not been annexed into the City. These were Simplimatic Engineering and Stanley Sandefur properties. A letter was received from the DCA stating there was no problem with the plan as amended. Ordinance No. 1957 entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NO. 1893 OF SAID CITY; SAID ORDINANCE BEING THE COMPREHENSIVE PLAN AND THE EVALUATION AND APPRAISAL REPORT; AMENDING THE FUTURE LAND USE CONCEPT MAP OF THE FUTURE LAND USE PLAN ELEMENT; PROVIDING FOR SEVERABILITY, CONFLICTS AND EFFECTIVE DATE. introduced and placed on first reading at meeting of March 28, 1988, and a public hearing was held on June 27, 1988, was next placed on final reading. Donahoe 3 6 MINUTE S City Commission, Sanford, Florida July 11,1~8 The Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition to, the proposed Groveview Neighborhood Park grant request. The Director of Parks and Recreation, Jim Jernigan, explained the public hearing was for public input on the development of Groveview Park and to submit an application for a grant of $120,000 from the Florida Recreation Development Assistance Program; $79,000 from other services and $65,000 from the City for a total of $264,727. No one else spoke on the Groveview Neighborhood Park issue. The Chairman announced that a second public hearing will be held August 8, 1988. The chairman announced the a continuation of a public hearing tabled from the meeting of June 27, 1988, to consider closing, vacating and abandoning a portion of Palmetto Avenue lying between East 28th Street and the Southerly line of Lot 27 extending westerly, Park View, Second Addition of the Public Records of Seminole County. The Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition to, the proposed closing. Bob Sanders, Stenstrom Stump Realty, appeared in opposition to said closing. A letter was received from Mack LaZenby requesting to table said public hearing. Commissioner McClanahan moved to deny said closing of Palmetto Avenue. The Commission authorized consideration of requirement for new businesses that require new licenses to have site plan review and go before the Planning and Zoning Commission, to be on the agenda for the work session of July 18, 1988 at 4:00 o'clock p.m. Commissioner Mercer reported that the Minutes of the Code Enforcement Board meeting reflected that Chairman King stated that a mandatory garbage pick-up ordinance is being reviewed. The City Manager stated this would be on a work session this summer. The Commission congratulated Commissioner McClanahan for starting a reward fund to help solve the murder of the young girl in Sanford. The City Attorney reported that the Lake Mary Irrigation Lease had two changes on the Exhibits, one on the legal description, and to change the word Timacuan to Lake Mary. These changes needed to be initialed by the Mayor. Commissioner McClanahan to authorize the Mayor Irrigation Lease.
