Request submitted from the Salvation Army, 700 West 24th Street, for a "special exception" to establish a before and after school child care program to be offered as an extension of its community outreach program. Mayor Smith reported that she is on the Advisory Board for the Salvation Army and does not receive any benefit, monetarily or otherwise from said service. The City Manager, Frank Faison, reported, that staff recommended to support the request. Commissioner Thomas moved to authorize the conditional use for a child care facility. The Director of Parks and Recreation, Jim Jernigan, recommended approval. Commissioner Eckstein moved to approve said request for waiver of ramp fee. Report No. 88-1 Hearing was held in accordance with Notice authorized at the meeting of condemnation of structures or buildings on Condemnation announced that the Commission would hear from property owners or No one appeared. Chambers Mary Bowen After consideration, Commissioner McClanahan moved that finding the building under Condemnation Report 88-1 to be unsanitary, unsafe and dilapidated, that said structure be condemned and the owners given ten (10) days to repair or demolish said structure, and if the structure is not repaired or demolished in ten (10) days , to authorize the City to demolish same and levy a lien against said property. Linda Balloon Magic, Eddie Keith, 204 E. 1st St., Don Knight, 208 E. 1st St., Gil Filmore, 116 E. 1st St., Chuck Volk, 531 N. Palmetto Ave. appeared to request the City find a solution to the flooding of the downtown area. Mr. Gross introduced Pat Frost from the St. Johns Water Management District. The Commission authorized this item to be placed on agenda for the work session of September 19, 1988 and authorized staff to strive to find a solution to alleviate this situation. Request from American Legion for approval of a Class 3 Alcoholic Beverage Permit for Consumption on the Premises at 2874 Sanford Avenue. The City Manager reported that staff supported said request. Commissioner Thomas moved to approve said request from the American Legion, seconded by Commissioner McClanahan and carried by the vote of the Commission as follows: Commissioner Eckstein Yea Commissioner Thomas Yea Commissioner McClanahan Yea Mayor Smith Yea Request for annexation, water service, waiver of annexation fee, and waiver of impact fees for property between First Drive (North Street extended Easterly) and South Street and between Summerlin Avenue and Brisson Avenue, commonly referred to as Roseland Park and Harden's Addition. The action of the Commission was to request the representatives of Roseland Park a corrected annexation Petition with the signatures of all the owners of said Request from Mary Anne and Casey Jarrell for annexation and water service to property at the Northwest corner of the intersection of Shirley Avenue and Fourth Street, further described as Lots 15 and 16, Block 6 Marvania Second section as recorded in PB 5, PG 88, of the Public Records of Seminole County, Florida. Commissioner McClanahan moved to consider said annexation at such time as the property becomes contiguous to the City limits, to record the agreement and petition for annexation, and to authorized the request for water service at no cost to the City.
