The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on October 24, 1988.

Russell Sepielli appeared in favor of said annexation and stated the owners are in
the development stages of said property including the survey, topographical survey, and
soil testing.
Frank Davis, Carl McQuarter and Harry Adair appeared in favor of said annexation.
John DeMott, Lockwood Engineering, stated that he was in the process of surveying
said property.
Lonnie Groot, Assistant County Attorney for Seminole County appeared in opposition
to said annexation. Mr. Groot stated he felt it would be advisable to permit the County
Commission to review the new configuration of the new parcels for annexation now being
presented before the City Commission.
The City Attorney, William L. Colbert, agreed that perhaps the best course of
action was to allow staff, the County Commission and himself time to review the new
configuration formed by the additional proposed annexations.

A RESOLUTION FOR THE ESTABLISHMENT OF AN ANNEXATION
"OUTREACH" PROGRAM WITHIN THE SANFORD URBAN PLANNING
AREA.
WHEREAS, the City of Sanford has in the past, and
continues presently to function as the urban center for
northern Seminole County, and
WHEREAS, the approved 201 Facilities Plan and City
Comprehensive Plan address in detail the provision of urban
services within the Sanford Urban Planning Area, including
those lands not presently within the incorporated municipal
limits, and

WHEREAS, past annexations have resulted in the creation
of irregular municipal boundaries, and areas of
unincorporated property totally surrounded by the City of
Sanford, and
WHEREAS, efficient and cost effective planning and
development of facilities to provide desired future urban
services is greatly enhanced by timely annexation of
properties which will ultimately become a part of the City
for urban services.
NOW, therefore, be it resolved by the City Commission
of the City of Sanford, Florida:
1. Usual annexation request petition fees of $150.00
will be waived by the City of Sanford for all Annexation
Petitions regarding property within the Sanford Urban
Planning area which are submitted beginning November 1, 1988
and extending until January 31, 1989. The attached Sanford
Urban Planning Area Map depicts generally the area from
which Annexation-Petitions and agreements will be received

limits of Sanford or Lake Mary.
2. Annexation Petitions and agreements may be obtained
from the office of the City Clerk. The City Clerk will mail
forms in response to telepbpne requests for same.
3. The Annexation "Outreach" Program will be
publicized by means of newspaper advertisements placed in the
Sanford Herald and the Seminole Sentinel, utilizing the
Sanford Urban Planning Area Map and appropriate excerpts from
this resolution describing the program. City Staff is
directed to obtain property ownership information from
Seminole County Tax Assessor's Office and directly mail
information regarding the program to owners of record of all
unincorporated parcels lying within the Sanford Urban
Planning area. Advertisement and this mailing will be
expedited following adoption of this Resolution.
4. It is recognized that obtaining urban services such
as water and sewer service is a significant motivation toward
annexation for both developed and undeveloped property. It
is further recognized that the required payment of water
and/or sewer impact fees as a prerequisite to obtaining this
service can represent a significant financial impact in the
case of some already developed residential properties. With
this recognition, and in the spirit of fairness and

~ooperation, time payment of applicable utility impact fees
will be allowed for already developed properties which are
annexed as the result of petitions filed during the "open
season". (Water and Sewer Bond covenants do not allow any
waiver of these impact fees.) Water service only impact fees
may be paid over a period not to exceed five (5) years, as
part of the regular monthly water service billing,
subsequent to establishment of service. Applicable sewer
service impact fees, in conjunction with water service impact
fees may be paid over a period not to exceed ten (10) years,
following commencement of service. Billing will be a part of
the monthly water and sewer bill. Monthly payments will
include principal amortization and interest calculated at ten
percent (10%) per annum. Property owners desiring to utilize
this time payment program will be required to allow the
recording of a lien against the property served. Impact fees
due for any development or improvement occurring after
annexation are not eligible for this time payment plan.
5. Consistent with the concern for economic impact on
already developed properties addressed in Section 4, all City
Recreation Impact Fees will be waived for developed
properties annexed as result of petitions received between
November 1, 1988 and January 31, 1989.
6. Following termination of the ninety (90) day
annexation period, the City will prepare one (1) or more
annexation ordinances to annex all properties found to be in
aggregate annexable under existing Florida Statutes. There
will be appropriate coordination with Seminole County
Government as to specific property annexation, providing for
maximum mutual benefit by elimination of boundary
irregularities and existing enclaves. Special consideration
will be given to annexation of large existing developed areas
which have significant infrastructure deficiencies (water,
sewer, drainage, paved streets). The City may require
establishment of a Special assessment district(s) for
correction of major infrastructure deficiencies as a
prerequisite to annexation unless other sources of funds for
infrastructure deficiency correction can be identified° The
City reserves the right to defer or refuse action on
annexation requests° Owners of property not annexed under
this special program will be given the opportunity to
withdraw their annexation petitions, without prejudice, or

agree that annexation petition remain on file with the City,
and be recorded, for future annexation when feasible.
7. Except as otherwise specified herein, and in
accordance with established City policy, the Engineering and
Planning Department will have primary staff responsibility
for promulgation and execution of the staff responsibilities
under this program. The Director of Engineering and Planning
will be the primary public contact for this program and will
answer questions for individuals and groups as appropriate.
This Resolution shall become effective immediately upon
its adoption.
