110788-Workshop Session MINUTES City Commission, Sanford, Florida November 7, 477 19 88 The City Commission of the City of Sanford, Florida, met in Workshop Session in the City Manager's Conference Room ~of the City Hall in the City of sanford, Florida, at 4:00 o'clock P. M, on NOVember 7, 1988, - Present: Mayor-Commissioner Bettye D. Smith Commissioner Whitey Eckstein Commissioner Bob Thomas Commissioner A. A. McClanahan City Attorney William L.Colbert City Manager Frank A. Faison City Clerk H. N. Tamm, Jr. Absent: Commissioner John Y. Mercer The meeting was called to order by the Chairman. The City Manager introduced John Rinehart from Glatting, Lopez, Kircher & Anglin, Inc., representing the benefactor of a gift to the City in the amount of $60,000 to be used to carry out landscaping work on the Evergreen Cemetery. Mr. Rinehart explained that the donation would be used to give the cemetery gate area a face-lift and for some interior improvements. Mr. Rinehart also recommended an advisory board be set up for review and suggestions for improvements to the cemetery. Jim Jernigan stated that bids would need to be submitted on the improvements to the cemetery and suggested that Mr. Rineharts' firm should prepare the bid package, and report back to the City Commission for review and finalization of acceptance of the lowest bid meeting specifications. Jim Jernigan, Director of Recreation and Parks stated the request to convert from annual cemetery care to perpetual cemetery care for the benefactors family lots would cost $17,485 and the donation would cover this cost. The Commission authorized the City Attorney prepare a resolution to accept the contribution of $60,000, to prepare an ordinance to set up an advisory board to the City Commission and to place this on the agenda for November 14, 1988. The Commission authorized the conversion to perpetual cemetery care from care be placed on the agenda for November 14, 1988. The City Engineer, Bill Simmons, introduced Randy Morris, Chairman of the Lake Mary Boulevard Study Committee. Mr. Morris requested the concept of uniform building setbacks from the right-of-way be incorporated into the City's draft Land Development annua~l _~t(/ ~ Regulations at this time. The Planning and Zoning Commission endorsed the concept. The City Planner, Jay Marder reviewed the proposed Land Development Regulations. Commissioner McClanahan noted that under the administrative appeals section it seemed that certain items could not be appealed to the City Commission. The Metropolitan Planning Organization submitted a request for the City to participate in a Regional Bicycle Coordinator program. The City's cost would be $1,780 over a three year period. The Commission took no action. The City Manager stated that the youth recreation center will no longer exist after the Senior Center is completed. Staff has been reviewing the option of obtaining a building with lease/purchase agreement but a building ha~ not been located that is affordable at this time. The Recreation Director recommends the use of the first floor of City Hall as a youth center and for staff to look into the use of grants to support the 478 MINUTES City Commission, Sanford, Florida November 7, 19 88 building of a facility on 25 acres of City property located between 25th Street and 26th Street and lying between Poinsetta Avenue and Princeton Avenue. The Commission authorized the request to use the first floor of City Hall as a Youth Recreation Center be placed on the agenda for November 14, 1988. Commissioner Eckstein stated he would like to see a full recreation program including instructors for children who need assistance in their school work, and he would volunteer to develop a group to aid in this program. The Commission agreed whole-heartedly with this program and suggested the Recreation Department, School Board and Commission Eckstein work collectively to proceed as soon as possible. The Reynolds Aluminum Recycling Company requested permission for an unspecified number of 40 foot semi-trailers for pick-up at unspecified sites in Sanford. The · Commission expressed that this was a conflict of interest with established City business / owners in the recycling occupation. The Building Inspector submitted recommendations from the Central Examining Board for Adoption of 1988 Standard Codes update. The City Commission authorized the Building Code update be placed on the agenda /'for November 14, 1988. The Coalition of Local Governments requested the City to support an acquisition of additional Tax Savings Refund from Florida Power and Light Company. The Commission expressed that any action that would be necessary should be handled by contacting the Public Service Commission. Letter dated August 19, 1988 submitted from Department of Environmental Regulations setting forth additional information required for' re-permitting of Yard Trash Landfill Application No. 5059-148663. Bill Simmons, City Engineer, recommended a study by a consultant to answer questions for the Dept. of Environmental Regulation in an amount not to exceed $5,000. The Commission was in agreement with receiving proposals. The City Engineer reported that staff is preparing to advertise for bids for the Senior Citizen Center Construction on November 13, 1988.
