The city Commission of the City of Sanford, Florida, met in Regular annual
session at the City Hall in the City of Sanford, Florida, at 7:30 o'clock P.N. January
~, 19~6.

'Neetlng called to order by the Chairman.
"' Mr. Alex Johnson next appeared before the Board and requested a special concession
on the taxes that will be levied on the quick freeze and cold storage plant that a group
of local citizens propose to install and operate in the warehouse building located at
southwest corner of Thirteenth St. and Elm Ave.
Hatter taken under advisement.
The .local Journeyman plumbers with J.R. Hoolehan as spokesman, next appeared and re-
quested that the annual fee for renewal of certificates of journeyman plumbers be reduced
from $3.00 to $1.00, same as the fee for journeyman electriciabs.
Thereupon after considerable discussion, Commissioner Gut moved that the Plumbing
Code Ordinance be amended so as to reduce the annual fee for renewal of certificates for
Journeyman plumbers from $3.00 to $1.00.
Seconded by COmmissioner Lodge and carried;
Application next received from Kleanthis Ares for transfer to him of permit and
license issued A. Venicos to' sell beer and wines at 801 W. 9th St., and on recommendation
of Chief of Police, same was granted.
Application next received from N.H.Smith at 201 E. 18th St., for permit to plant
four palm trees .in parkway in front of his home, and on recommendation of Supt. of ~ublic
WorkS, same was granted.
· On motion of Commissioner Gut, seconded by Commissioner Bishop and carried, the
Commission ne~t approved the purchase for the Fire Department of one 35-watt amplifier
and speaker set from Electric Service Company at price of $112.00, leas~ trade-in allowance
of $12.00 on the old equipment.
Request next received from the heirs of J.T.Allen, deceased, to purchase back from
the City the lot 100 feet square located within the boundaries of Evergreen Cemetery
that was foreclosedAby the County for tax liens and purchased by the City at public sale
on July 30,1945, for the sum of $25.00.
Thereupon after considerable discussion, Commissioner Gut moved that the City sell
the aforesaid property back to the J.T.Allen heirs at thepurchase price of $25.00 ·
Seconded by Commissioner Lodge and carried.
Commissioner Hill next mowed that City Clerk H.N . Sayer, who has been acting in

the capacity of City Manager for the past several years, be officially appointed
Seconded by Commissioner Lodge and carried.
There being no further business to be transacted by the out-going Board,
Commissioner Bishop moved that the meeting adjourn sine die.
Seconded by Commissioner Lodge and carried.
At this time Mr. Higglns amd Mr. Lodge expressed their thanks and appreciation
to the members of the Commission and the employees in the various departments of
the City for their splendid cooperation during their terms of office as Commissioners.
The Commission then re-convened for the purpose of organlz~gion, Mr. Lea R.
Lesher and Mr. Robert A. Williams signing the oath of office and being seated as
Commissioners of the City of Sanford for three year terms.
Thereupon Commissioner Bishop moved that Commissioner Gut be made temporary
Chairman , pending the election of a Mayor,
Seconded by Commissioner Williams and carried.
The ~lrst order of business being the election of a Mayor for the ensuing year,
Commissioner Williams nominated Commissioner Gut as Mayor of the City of Sanford,
Florida, for the year 1946.
Seconded by Commissioner Bishop.
There being no further nominations, Commissioner Hill moved that the nominations
be closed.
Seconder by Commissioner Lesher and carried unanimously.
Commissioner Bishop then moved that the Clerk be instructed .to cast a unanimous
ballot for the election of Commissioner Gut as Mayor of the City of Sanford for the
unsu lng y ear.
Seconded by Commissioner Williams and carried unanimously.
Thereupon Commissioner Gut was declared to be unanimously elected as Mayor of th~
City of Sanford, Florida, to serve during the year 1946.
Application next received from Leroy McLendon, colored, for permit ~to~operate
a taxi-cab.
Thereupon Commissioner Hill moved that the aforesaid permit be denied because
there are su~flclent colored taxi-cabs in operation to meet the public demands.
Seconded by Commissioner Williams and carried.
Communication next read from Mr P P Campbell requesting an adjustment of the
water bill for the month of December 1945, in amount of $20.41 for his store at
201 W. Flrst St. the excessive amount of bill caused from leak in pipe line under the
sidewalk that was not discovered until the meter was read.
Thereupon after careful consideration and in view of the fact that this
excessive water bill was caused by hidden lea~ that could not be detected except
by reading the meter, Commissioner Hill moved that the City share fifty percent of
the cost.
Seconded by Commissioner Bishop and carried.
There being no further business the meeting adjourned.
