The City Commission of the City of Sanford, Florida, met in regular session
at the City Hall in the City of Sanford, Florida, at ?:30 o'clock P.M. 'January
28,1946.

Meeting called to order by the Chairman.
The following bid next received for furnishing 400 'ft. of 1½" fire hose
for the Fire Department:
H ILL HARDWARE COMPANY
400' of 1½" Eureka Multex 2-ply Multiple Woven Leader Line
Fire Hose, coupled and delivered at -75 per ft. $300.00
Thereupon Commissioner Bishop moved the acceptance of bid of Hill Hardware
Company for furnishing 400 ft. of 1½" Fire Hose at price of $300.00. Seconded by Commissioner williams and carried.
Applications next received from Levy Knight and John Green, colored, for
permits to operate taxi-cabs and same were denied because the Com~aission felt
that there ar'e sufficient colored cabs in operation to serve the public demand.
Report of January analysis of milk from all dairies operating in Sanford as
prepared bY L.R.Scribner's Laboratories at Orlando, next submitted, such report
showing all such milk within the requirements of "Grade A Milk."
The Clerk next submitted proposal of Walker Chemical & Exterminating Company,
Orlm~do, for treating the City Hall building for termite lnfestationJ at a cost of
$930.60, and same was ordered filed.
On motion of Commissioner Hill, seconded by Commissioner Bishop and carried, th,
Commission next authorized the purchase for the Water Department of a new cash
register from National Cash Register Company at price of $905.00, less trade-in
allowance of $54.00 on the old register, which has worn to such an extent that it
is beyond keeping in state of repair.
On motion of Commissioner Williams, Seconded by Commissioner Bishop and
carried, the Commission next approved the purchase from War Assets Corporation of one
"1942 Chevrolet C'anopy one-half ton truck at price of $296.20, that was purchased
by City Manager on .'trip to Camp Blanding.
On motion of Commissioner Lesher, seconded by Commissioner Williams and
carried, the Commission next authorized payment of $4,564.00 t° Harold B. Gray
for completion of his contract in repairing grandstands at Municipal Ball Park.
Communication next read from the Sanford Woman's Club requesting the Commission
not to grant any further permits for Fairs to be conducted in Sanford without
a thorough .investigation to find out whether or not they .can be classified as a
fair instead of an ordinary carnival lke the one sponsored by the American Legion

Thereupon the Mayor was requested to direct a letter to the Sanford Woman's
Club assuring them that the Commission will not grant any further permits for this
type of fair to be conducted in the City.
Communication next read from the local Coast Guard Auxiliary requesting the
use of two of the automobile stalls between the City and County Jails for a central
base for their mobile rescue equipment.
After being advised that these stalls are being used and are not available
the Commission offered the Coast Guard Auxiliary the use of the old garage building
back of the City Jail for this purpose .
Letter next read from Fire Chief Cleveland , advising that the members of
the Fire Departmen~ had elected fireman R.T.Thomas to serve as a member of the Fireman's
Relief & Pension Fund Board for the next two years.
Communication next read from Municipal Judge Sharon recommending that the senterc ·
imposed on J.P. Stevens, Jr., convicted in the Municipal Court under date of Dec.21,1945
for drunkenness & Dlsordery conduct, case No.35590, sentenced to pay a fine of $100.00
or serve 90 days, be reduced to $50.00.
Thereupon Commissioner Lesher moved that the fine of J.P. Stevens, Jr., be reduced
from $100.00 to $50.00, in accordance with recommendations of Municipal Judge.
Seconded by Commissioner Bishop and carried.
The Clerk next reported that the street sweeper purchased last September from
Hutchison Tractor Equipment CoSpany, Orlando, has not been delivered because of labor
strikes at the factory.
Application next received from Mr. EdmUnd B.Stowe for position as superintendent
of the airport at such time it is released to the City by the Navy, stating that
he has been employed in the capacity of grounds keeper of the Sanford Naval Base for
the past three years.
Application ordered filed for future consideration.
On motion of Commissioner Bishop, seconded by Commissioner Lesher and carried,
the Commission next authorized an expenditure in amount of $125.00 for purchasing
gymnasium equipment for the Police Departmen~ for use in training policemen.
On recommendation of Chief of Police and Supt. of Public Works, the Commission
next authorized the change from angular to parallel parking on Second Sires% between
Park Ave. and Magnolia Ave.
There being no further business the meeting adjourned.
