FLORIDA, February 11 at 7:.~0 P M' 19 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at ?:30 o'clock P.N. February 11,1946 Present: Commissioner H James Gut, Nayor. u George D. Bishop Robert A Williams City Attorney Fred R.Wilson City ~anager & Clerk H N Sayer Chief of Police R.G. Willlams. Absent: Commissioner Lea R. Lesher. Neeting called to order by the Chairman. Current invoices and payrolls for the month of January 1946, properly audited and vouchered as evidenced by Voucher Nos..~..~3 thru 5?50 submitte$, examined, approved and payment authorized. Nonthly reports of Streets, Sanitation, Health, Water, Police , Fire and Library Departments for month of January 1946, submitted and examined. Financial Statemrnt and Statement of revenues and expenditures during month of January 1946, submitted 'and examined. Bank statements in all accounts for month of January 1946, properly reconciled submitted and examined. Nr. H.H. Coleman, Presdent , and Nr Edward Higgins, Nanager of the Seminole County . Chamber of Commerce, next appeared before the Board and requested tha~ the U.S.O.Buildlng and furnishings be turned over to the Chamber of Commerce for its headquarters at such tim, it is made available to the City by the ~Federal Works Agency, stating that it will also be used as a Community Center and Tourist Club, and will be available for the activities of local civic clubs and organizations; also, stating that they will maintain and keep the building and equipment in good state of repair. Thereupon after considerable discussion, Commissioner Hill moved that the Ci%y lease the U.S.O.Building and furnishings to the Seminole County Chamber of Commerce to be used for the purposes as outlined above, provided they will also cooperate with the young people in allowing them the use of it for some of their activities. Seconded by Commissioner Bishop and carried. Nr. Higglns next advised the Commission that the Navy will decommission the Sanford Naval Air Station in Narch and place it on a caretaker's statUs until it can be de- clared surplus and turned over the the War Assets Corporation for disposal; stating that the Army and Navy have authority to grant ;~;eo~'m~nlties revocable permits to take over and op~erate such bases until the War Assets Corporation make some disposition' of them. Thereupon after considerable discussion, and on motion duly carried, the Commission authorized application to be made to the Navy for a revocable permit to enter upon and operate the Sanford Naval Air Station and facilities for use as a public airport and for public health and educational purposes after it ~as been decommissioned. In response to request of City Commission, the following bids next received ~o 'purchase the City owned dwelling located on Lot l0 Block ll Tier 8, to be torn dow~ and removed from the premises: MINUTES CITY COMMISSION, SANFORD, FLORIDA. Thereupon after considering the salvage value of the aforesaid building, the Commission rejected all bids because of being too low, and ordered it salvaged by the City for use of the materials. On motion of Commissioner. Hill, seconded by Commissioner Bishop and carried, the Commission next approved the purchase from B.J.V~_u Ingen & Company, Inc, Niami, of ll Refunding Series A Bonds at price of $640.00 each, and 20 at price of $650.00 each. Consideration next given to the matter of POSTING or ADVERTISING the 1945 delin- quent Real Estate Tax list. Thereupon on motion duly adopted, the 1945 delinquent Real Estate Tax list was ordered POSTED in accordance with the terms of the Charter, as amended. On motion of Commissioner Hill, seconded by Commissioner Williams and carried, the Clerk was next authorized to transmit to the Central Hanover Bank & Trust Company New York City, funds in amount sufficient to pay interest coupons due Nar~h l, 1946, on all outstanding Series A & B Refunding Bonds dated Narch l, 1937, and Series C,D & E Refund- ing Bonds dated Narch l, 1941. On motion of Commissioner Hill, seconded by Commissioner Bishop and carried, the Commission next approved the bill of Lee Brothers Plumbing Company in amount of $$2~.9~ covering installation of eight new toilet fixtures and repairs to other plumbing fixtures in the City Jail. The Clerk next advised that Arthur Hall filed application with the County Tax Assessor for homestead exemption for year 1945 on Lot 2 Block l0 Tier C, but it failed to get reported to the City. Thereupon in order to correct this error in assessment, Commissioner Hill moved that Arthur Hall be allowed Homestead exemption for year 1945 on the aforesaid property. Seconded by Commissioner Bishop and carried. On recommendation of Fire Chief Cleveland and on motion duly adopted, the Commission next autho~ized the salaries of flremenB.A. Gnann, C.F.~'Godwln and J.T. Bennett increased from $130.00 to $135.00 per month. Fire Chief Cleveland next reported that Verno~ Carroll has been discharged from ~.~- military service and accepted his former position as fireman at salary of $130.00 per month, effective Feb l, relieving fireman R.O. Gnann, and same was approved. Fire Chief Cleveland also reported that fireman J W Homer has been discharged from military service and will accept his former position as senior fireman at salary of $140.00 per month, effective Feb. 16, which will relieve firem~n J T Bennett. Request next received from fireman B.A.Gnann for leave of absence for six months, effective as of Feb. 16, 1946. Thereupon Commissioner Hill moved that fireman B.A.Gnann be granted a leave of absence for s ix months and that J T Bennett be employed as fireman during his absence. Seconded by Commissioner Williams and carried. On motion duly carried, the Commission next approved the promotion of police patrolman H.T.Goffe to acting lieutenant at salary of $150.00 per month, effective as of Feb. 1,1946. On motion of Commissioner Hill , seconded by Commissioner Bishop and carried, the commission next approved the pro_motion of Police Patrolman A.L. Tindals to senior police mINUTES CiTY COMMISSION, SANFORD, FLoRIDA, Feb. lliat 7:_3o P Mil ii19 Park Avenue west to French Avenue, for consideration by the Commission. 0n motion duly carried, the City Nanager was next authorized to install a gasoline storage tank and pump in the repair shop and purchase gasoline at wholesale prices for use by the City's automotive equipment, instead of purchasing it at retail prices thru service stations. Application next received from.Ford-Niller Flying Service, Titusvllle, to lease the airport for the purpose of Operating a flight training school and public airport, at such time it is available for this purpose, and same was ordered filed for further consideration. Application next received from ~..E.Tew Jr. to use the old airport for operating a flying school, and same was ordered filed. The City Nanager next advised that in addition to the St. Paul Baseball Club using the Ball Park for spring training, the Brooklyn Dodgers are using it for conducting 'a baseball school and training over 200 ball players, and that it is requiring over half of the labor force, all of the prisoners and most of the City's equipment to mainta~_~ it in playing .condition while it is undergoing such drastic use; and that in addition to the excessive maintenance cost, it is disrupting the work in other departments of the City. Thereupon after considerable discussion, the Commission authorized the present maintenance of the Ball Park continued thru the spring training season. There being no further business the meeting then adjourned until 2:00 o'clock P.M February 20,1946. ' ~
