'MarCh ll at 2:00 19, 46 The City Commission of the City of Sanford, Florida, met in Special Called Session at the City Hall in the-City of Sanford, Florida, at 2:00 o' clock P M March ll, 1946. Present: Commissioners H.James Gut, Mayor. " Lea R. Lesher " Robert A Williams , City Attorney Fred R.Wllson City Manager~& Clerk, H.N, Sayer 'Absent: Commissioner George D.Bishop. Meeting called to order by the Chairman who announced that the meeting had been called for the purpose of Conferring with Mr. R.T.Cowan and veterans of World War II rel~ative to the lots in Magnolia Heights that the City reserved for the purpose of conveying t~0 such veter~_ns for the purpose of erecting homes, s~nd to handle any other business that may come before the Board at this time. The twelve veterans present at this meeting then advised that the veterans of World War II had held a meeting and those interested in building homes on the lots offered them by the City desire to have the dwellings constructed under Mr. Cowan's housing project; and requested that the City convey direct to Mr. Cowan the lot selected by the veteran for constructing a dwelling thereon, upon a letter of request to the City ~om said veteran. Thereupon after considerable discussion-, and on advice from Mr. Cowan that he will construct dwellings for veterans on the lots offered them by the City,Commissioner Lesher moved that the City convey to R.T. Cowan the lots reserved for veterans of World War II, upon a letter of request to the City from the veteran selecting the lot, and upon a letter to the City from Mr. Cowan agreeing to erect a dwelling on such lot within' six months from date of conveyance, and agreeing to re-convey said lot to the City if the dwelling is not constructed within the six months period; Seconded by Commissioner Williams and carried. On motion duly adopted, the Commission next granted Mr. Cowan permission to use Lots 2,3, and 4 of Block 13 , San Lanta Second Section; for the purpose of constructing a temporary warehouse to be used in connection with his building project. Mr. Joel S.Field, President and Mr C A Whldden, Business Manager of the Sanford Baseball Association, next appeared and advised that they had secured a franchise to operate a baseball team in the Florida State League during the coming season, and had raised approximately the sum of $?,000.00 thru sales of season tickets and fence advertising, toward the cos% of operating a baseball club, but was several hundred follars short of t~·~r goal, which they had estimated would be necessary to equip, train and operate a baseball team; and requested that the City Contribute $2,000.00 to the Sanf°rd Baseball Association for this purpose and also maintain the baseball park ~nd furnish the lights dur,- the baseball season. Meeting called to order by the Chairman. Current invoices and payrolls for themsnth of February , 1946 properly audited and vouchered as evidenced by Voucher No. 8751 thru 8846, submitted, examined, approved and payment authorized. Monthly reports of Streets, Sanitation, Health, Water, Police, Fire, and Library Departments for month of February 1946, submitted and examined. Financial statement and statement of revenues and expenditures during the month of February, 1946, submitted and examined. \ Bank Statements in all accounts for month of February 19~6, properly reconciled, submitted and examined. Mr. B.B.Crumley next appeared on behalf of the Seminole County Chapter of American Red Cross and requested a contribution toward the annual Red Cross War Fund, and on motion duly adopted a donation in amount 'of $100. O0 was authorized for this purpose. Mr. Robertson, Section Foreman for the Atlantic Coast Line Railroad Company next appeared with reference to a frame garage building he had constructed on the railroad property at northwest corner of Second Street and Myrtle Avenue without a building permit, said location~ being in the fire zone. Thereupon after considerable discussion, Commissioner Hill moved that Mr. Robert- son be granted a permit to leave the frame building on this property. Seconded by Commissioner Bishop and carried. Application next received from 0 C Rowand, white, for permit to operate a taxicab and on recommendation of Chie~ of Police, same was granted. Application next received from Johnnie Reddick , colored,for permit to operate a taxicab, to be used only for carrying passengers to and from Midway-Cameron City section and on recommendation of Chief of Police, same was approved. Application next received from Roy A.Redding for permit to operate a dance hall at 1515 W. 13th Street, and on recommendation of Chief of Police, same was granted. A group of colored citizens next ~appeared and presented a petition requesting the City to establish a recreation center for colored people and to provide facilities for various types of recreation at this center. Thereupon the Commission assured this Committee that their request would be given cons iderat ion. On motion of Commissioner Hill, secOnded by Commissioner Bishop and carried, the Commission next approved the purchase from B.J.Van Ingen & Co, Inc.,Miami, of MINUTES CITY COMMISSION, SANFORD, FLOP~IDA, March ll at 7:30 P N 19 The Clerk next reported that the City's records show an old paving lien outstanding against Lots 9 and l0 Block 15 Tier 3, whereas, satisfaction Book 4, Page 226 of the records of Seminole County show that this lien was satisfied on July 15,1919. Thereupon Commissioner Hill moved that this paving lien be canceled from theCity's re cords. Seconded by Commissioner Williams and carried. Fire Chief Cleveland next reported that G.M.Harriett has received his discharge from military service and accepted his former position as senior fireman .at $140. O0 per month, effective March l, relieving fireman B.H Giles, and on motion duly adopted , same was approved. Communication next read from the Bureau of Community Facilities, Federal Works Agency, Atlanta, advising that the City's application for advance of funds in amount of $?,860.O0.for cost of engineering and architectural services in preparing plans and specifications for constructing sewer lift station, treatment plant, outfall line and appurtenant work, had been approved, and enclosing agreement to be entered into by the City covering this advance. On motion of Commissioner Hill, seconded by Commissioner Williams, the Commission authorized the ~ayor and Clerk to execute the said agreement on behalf of the City as follows: Feders.1 Works Agency Bureau of Community Facilities Agreement and Public Voucher for Advance Bureau Voucher X-353-46 (Title V War Mobilization and Reconversion Budget Unit ~3 Act of 1944) Application No. Fla. 8-P-43 The City of Sanford, Sanford, Florida, c/o Mayor, City of Sanford herein known as the applicant, requests the Federal Works Agency, Bureau of Community Facilities, to advance $7,860.00 for the purpose of plan preparation for construction of the Public Work described as sewage lift station, treatment plant, outfall line and appurtenant work, located at: within City limits, Sanford, Florida, and contingent upon receipt of the advance, offers to complete such plan preparation and to repay such advance when required in accordance with the regulations of the Bureau dated January 1,1946. Pursuant to authority duly vested by the governing body of the Applicant, this agree- ment has been executed in behalf of the applicant by the undersigned on the 12th day of March 1946. Thereupon after being advised that most of the said improvements have been destroyed thru vandalism, the Commission authorized a token bid of $25.00 for same. Letter next read from Geo. A.DeCottes , enclosing receipted bill of Sanford Boat Boat Works in amount of $100.00, covering repairs to his boat that was damaged at Nunlcipal Docks on September 2, 1945, and claim 'filed with Nayor and City Commission under date of September lC, 1945. Thereupon Commissioner Hill moved that the City pay the aforesaid claim to George A DeCottes in amount of $100.00. Seconded by Commissioner Lesher and carried. Letter next read from S.P.Bolyn, lO1 E. 21st Street, requesting the City to remove a large oak tree from the parkway in front of his home and to construct a street curbing along this parkway so as to keep his property from flooding during heavy rains and same was referred to the Supt of Public Works for investigation. On motion of Commissioner Lesher, seconded by Commissioner Williams and carried, the Commission next authorized the payment of rental of 10~ per'mile to Supt. of Public Works,Lubinski for use of his personal automobile in connection with.his duties until such time the City can furnish him transportation. On motion duly carried the City Attorney was next directed to prepare an ordinate amending the standard milk ordinance so as to require all milk to be pastuerlzed before it can be sold at retail, for consideration of the Commission. On motion of Commissioner Lesher, seconded by Commissioner Williams and carried, .. Joab, Journeyma~ Electrician, was' next appointed to serve on the Electrical Board of Examiners for balance of ensuing year in place of D.C. Stafford who has been certified as a Naster Electrician. The Clerk next reported that the Sanford State Farmer' s Narket had employed O~e ~ the State inspectors to investigate the cause of the Narket's excessive water bills for the past several months and that upon testing the meter found that it was registering considerable more water than was being consumed, which was caused by the meter reader installing the wrong size gears in making repairs to it in August of 1945; stating that the meter reader claims that he had forgotten that he had changed gears in this meter, and that he had not tested it as instructed, durL~g the several investigations- of the Cl~y to determine the cause of the excessive water bills. Thereupon on motion duly adopted , the Commission authorized ~the water bills of the Sanford State Farmer's Narket for month~ of September 1945 thru Narch 1946, adjusted to its average monthly bills, and to re-lmburse the Narket for any expenses incurred in locating this trouble.
