The City Commission of the City of Sanford, Florida, met in Special Session
at the City Hall in the City of Sanford, Florida' at 8:00 o'clock P.M. March 13,1946,
for the purpose of a Public Hearing to consider changes in the boundaries of certain
districts of the Zoning Ordinance.

Meeting called to order by t~he Chairman who directed the Clerk to read the legal
notice of this Hearing that was published in the Sanford Herald on February 26, and
March 5, 1946, as follows:
NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES IN BOUNDARIES OF CERTAIN
DISTRICTS OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a public hearing will be held at the office of the
City Commission in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P.M
on the 13th day of March , 1946, to consider the following changes and amendments in
the Zoning Ordinance of the City of Sanford, Florida:
The area Zoned in District R-1 ( One Single Family) bounded on the sout~
by Third Street, west bY Cedar Avenue, north by Second Street and east by
alley between Holly and Cedar Avenues, proposed to be changed to 0-2
(Commercial-Industrial) District. .
The area Zoned in District R-2 ( Multiple Family) bounded on west by Cypress
Avenue, north by First Street, extending east to Chapman Avenue, south to
alley between First and Second Streets, west to Pine Avenue, south to alley
between Second and Third Streets west to Cypress Avenue, proposed to be
changed to C-l(Commercial Retails Dlstrict~
The area Zoned in District R-3 ( One Single Family) bounded on east by
.Cypress Avenue, south by 'Fourth Street, west by alley between Sanford and'~
Cypress Avenues, and north by alley between Second and Third Streets, proposed
to be changed to C-1 ( Commercial Retail) District.
The area Zoned in District R-1-A ( One Single Family) described as Teague's
Addition and bounded on so*th by Geneva Avenue, west by Oak Avenue, north
by Pine Heights Subdivision and east by alley between Park and Palmetto
Avenues, proposed to be changed to R-2 ( Multiple Family) District.
All parties in interest and citizens shall have an opportunity to be hea~dat
said hearing.

hundred feet of the area zoned in District R-2 ( Multiple Family, bounded on west
by Cypress Avnue, north by First Street, extending east to Chapman Avenue, south

Second and Third Streets, west to Cypress Avenue; next voiced their objections to
changing the area south of East Street in said district to C-1 ( Retail Commercial
District)'
Mr. W.R. VlnCent, owner of the Property located at southeast cermet of Second

"Zoning Nap of Sanford, Florida" bounded on west by Cypress Avenue, North by First
Street, East by Chapman Avenue, and South by alley between First and Second Streets,
and by East Street; and the area bounded on West by Cypress Avenue, on South by South
line of Lot i of Block 16 of Chapman & Tucker's Addition, on East by the line between
Lots i and 2 of Block 16 of said Chapman & Tucker's Addition, and on north by north
line of Lot i of Block 16 of said Chapman & Tucker's Addition, be transferred to District
C-1 ( Retail Commercial District.)
Seconded by Commissioner Lesher and carri~ed unanimously.
Consideration next given to the other proposed changes in boundaries of districts
of the Zoning Ordinance, as described in the foregoing notice.
Thereupon Commissioner Lesher moved that the area Zoned in District R-1 (One
single family), as shown on map designated as "Zoning Nap of Sanford, Florida", bounded
on South by Third Street, West by Cedar Avenue, North by Second Street, and East by alley
between Holly and Cedar Avenues, be transferred to District C-2 (Commercial-Industrial)
Seconded by Commissioner Williams and carried unanimously.
Commissioner Bishop next moved that the area zoned in District R-3 ( One Single
Family) as shown on map designated as "Zoning Nap of Sanford, Florida", bounded on~
East by Cypress Avenue, South by Fourth Street, West by alley between Sanford and Cy-

press Avenues, and North by alley between Second/Third Streets, be transferred to
District C-1 ( Retail Commercial District)
Seconded by Commissioner Williams and carried unanimously.
COmmissioner Williams next moved that the area zoned in District R-1-A ( One
Single Family) as shown on map designated as "Zoning Nap of Sanford, Florida," bounded
on South by Geneva Avenue, West by Oak Avenue, North by Pine Heights Subdivision,
and East by alley between Park and Palmetto Avenues , be transferred to District R-2
(~ultiple Family District )
Seconded by Commissioner Lesher and carried unanimously.
Thereupon the City Attorney was directed to prepare the necessary ordinance
amending the Zoning Ordinance so as to include the foregoing changes in boundaries
of certain districts, for passage and adoption at the next regular meeting of
the City Commission.
Consideration next given to recommendation of the Zoning Adjustment Board to hold
a Public Hearing to consider the following changes and amendments in the Zoning Ordinance.
I The property Zoned. in District R-1 ( One Single Family) described as Lots 3
and 8 of Block l~ of Tier ?, and Lot 3 of Block 14 of Tier 8, E.R. Trafford's
Nap, located between French and Elm Avenues and Twelfth and Thirteenth
Streets, propose to be changed to C-2 ( Commercial-Industrial. )District.
2 The property zoned in District R-1 ( One Single Family) described as Lots
6,?,8,9 and l0 of Block 15 of Tier 6, E.R.Trafford's Nap, bounded on west by
Elm Ave., North by Thirteenth St, East by alley between Elm and N~rtle
Avenues, South by railroad, proposed to be changed to C-2 ( Commercial-Indus-
trial) District.
3.All areas zoned in District R-1-A ( One Single Family) of the zoning ordinance,
requiring minimum ground floor area of 1,200 square feet for a one story
dwelling, exclusive of porte-cocheres and attached porches, proposed to
be amended to require minimum ground floor area of 1,O00 square feet for a
one story dwelling.
Thereupon after a careful study of the Zoning Map, Commissioner Bishop moved
that a Public Hearing be held at 8:00 o'clock P.N. on the 10th day of April ,1946,
to consider the foregoing changes in boundaries of the Zoning Ordinance and that legal

broadcasting station, and had selected another site on the City owned property imme-
diately east of the Nayfair Hotel, and reguests a lease on this property for a term of
99 years.
Thereupon after consierable discussion, the Commission agreed to lease a part
of the aforesaid property to Nr. Rivers for a period of 99 years, conditioned that it
be used for the purpose of operating a radio broadcasting station, the terms to be
agreed upon.
Application next received from A.C. & Joel Smith for permit to construct and
operate an automobile service station at southeast corner of Nyrtle Avenue and State
Highway, and on motion duly adopted, same was approved.
