The City Commission of the City of Sanford, Florida, met in Special
Organizational Meeting in the City Hall in the City of Sanford, Florida, at 7:00 o'clock P.
M. on January 3, 1989.
Present: Mayor-Commissioner Bettye D. Smith
Commissioner Whitey Eckstein
Commissioner John Y. Mercer
Commissioner Robert B. Thomas
Commissioner A. A. McClanahan
City Attorney William L. Colbert
City Manager Frank A. Faison
City Clerk H. N. Tan%m, Jr.
The meeting was called to order by the Chairman.
There being no further old business to be transacted by the outgoing board,
Commissioner McClanahan moved that the meeting adjourn sine die. Seconded by Commissioner
Mercer and carried.
The City Clerk then administered the Oaths of Office to Mayor-Elect Bettye D.
Smith, Commissioner-Elect Robert B. Thomas and Commissioner-Elect Lon Howell; each signed
the Oath and Acceptance of Office and was seated, respectively, as Mayor and Commissioners
of the City of Sanford, Florida.
On motion of Commissioner McClanahan, seconded by Commissioner Thomas and
carried, Resolution No. 1527, was read in full and adopted. Said resolution being in words
and figures as follows:
RESOLUTION NO. 1527
A RESOLUTION OF THE CITY OF SANFORD, FLORIDA, THANKING
AND COMMENDING JOHN Y. MERCER FOR HIS SERVICE TO THE
CITY OF SANFORD, FLORIDA AS A MEMBER OF THE SANFORD CITY
COMMISSION.
WHEREAS, JOHN Y. MERCER first took the Oath of Office
and was seated as a City Commissioner on January 8, 1985; and
WHEREAS, during his term of office, JOHN Y. MERCER was
appointed and served as the City Commission's representative on
the Board of Directors of the Greater Sanford Chamber of C~O~mmerce,
as a representative of the East Central Florida Regional Planning
Council, and as the City Commission's representative to-The
Election Canvassing Board for Run-Off Elections; and
WHEREAS, COMMISSIONER MERCER was appointed, during his
term of office, to serve on a committee to solicit proposals for
Financial Advisors and Underwriters for the Water and Sewer Bond
Issue and served as a member of a Selection Committee to review
proposals fo~ 'Cafeteria" Plan benefits for City Employees; and
WHEREAS, JOHN Y. MERCER acted as Mayor Pro Tem on
several occasions while the Mayor of the City of Sanford was out
of town and has served on the Sanford Airport Authority; and
NOW, THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE CITY
OF SANFORD, FLORIDA:
