M. on January 9, 1989. Present: Mayor-Commissioner Bettye D. Smith Commissioner Whitey Eckstein Commissioner Robert Thomas Commissioner A. A. The MaYor and City Commission presented Lieutenant Mike Rotundo with a plaque in appreciation of 25 Years of Service to the City of Sanford, Police Department. Notice is hereby given that a Public Hearing will be held in the Commission ROom at the City Hall in the City of Sanford, Florida, at 7:00 o'clock P.M. on January 9, 1989, to consider changes and amendments to the Zoning Ordinance of the City of Sanford, Florida, as follows: A portion of that certain property lying between West First Street (SR 46) and Commercial Street and between Mulberry Avenue and vacated N. Pomegranite Avenue is proposed to be rezoned from RMOI (Multiple-Family Residential, Office and Institutional) District to GC-2 (General Commercial) District. Said property being more particularly described as follows: East 1/2 Block 2, Tier 20, Town of Sanford, Plat Book 1, Page 116 of the Public Records of Seminole County, Florida. The Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition to, the proposed rezoning. Garnett High, owner, 1700 W. 1st Street, appeared to speak in favor of the rezoning. David Hancock, Sales Manager of Florida Air Gas, appeared and reported his con, any is interested in renting the property; and they propose to use it as small branch office of their main facilities out of Orlando. Further the facility would be for storage of hard goods, welding torches, and gloves, and gases. The flammable gases would be stored outside on concrete pads away from buildings within a six foot chain link fence; On recommendation of Planning and Zoning Commissioner McClanahan moved to authorize the City Attorney to prepare the proper Ordinance to rezone the property. Mr. Pope appeared to support the request. Mr. Norval Angle appeared and reported the house was about 35 to 40% damaged, and that improvements would be made when the house is repaired. Commissioner McClanahan moved to approve the request for waiver of City Code Seconded by Commissioner Howell and carried by the vote of the Article VII, Sec. 1 (3). Next item of business was a letter submitted to the Mayor from Sandra S. Glenn, Chairman, Board of CoUnty Commissioners, Seminole County, requesting a joint meeting with the elected officials of Sanford to discuss details of a planning agreement and any other subjects of specific concern to better the City/County communications. The City Manager stated that Ken Hooper, County Administrator would be sending a package from their Planning Department concerning joint planning. FUrther, Sanford Department of Engineering and Planning had prepared a draft Joint Planning Agreement which was discussed in detail in the spring of 1986 but was never adopted. He suggested that two staffs could exchange each staff's work with the other and the Commission concurred. The Commission authorized the City Manager to set up joint meeting between the City and the County as soon as possible and to advise the Commission on date. Further, to exchange Joint Planning Agreements. On recommendation of the City Manager, Commissioner Thomas moved to authorize the Mayor to execute Applications for Seminole County Conditional Use for reclaimed water irrigation and for a public water supply wellfield approvals and to authorize payment of application fee in amount of $113.00 each. The City Manager s%ated =hat Ken Hooper, County Administrator would be sending a package from their Planning Department concerning joint planning. Further, Sanford Department of Engineering and Planning had prepared a draft Joint Planning Agreement which was discussed in detail in the spring of 1986 but was never adopted. He suggested that two staffs could exchange each staff's work with the other and the Commission concurred. The Commi§sion authorized the City Manager to set up joint meeting between the City and the County as soon as possible and to advise the Commission on date. Commissioner McClanahan moved carried over the dissenting vote of Com- a temporary concession stand for a period of approve, Seconded by Commissioner Thomas and missioner Eckstein. The Commission authorized the City Manager ~o arrange tentative times %0 hold an informal "retreat" session for the Commission %o discuss goals and objectives in the coming years. The Commission authorized City Manager to contact School Board and see what could be done about old "Seminole Community Action Building", for safety reasons. Commissioner Roweil stated he spoke with Commissioner Kelly concerning "community block grant" money. City Engineer stated that the City of Sanford has reguested some $7,900 ~or a "Community Service Block Grant" which will be handled by County Health, and has re.c~ested $26,000 of Emergency Shelter Grant" funds, and the only gran5 turned down was the" Rental Rehabilitation Grant".
