The next item of business considered was consideration of a request for conditional use and variances for renovation of property at 620 Cypress Avenue, Levi Coleman, owner. Memo submitted as follows: MEMORANDUM TO: VIA: FROM: SUBJECT: DATE: City Manager~ Director of Engineering and Planning Principal Deputy Administrative Official 620 Cypress Avenue March 7, 1989 Mr. Faison: The owner, Levi Coleman, has applied for a building permit to renovate the bottom floor of 620 Cypress Avenue, converting it from Ritchie's Market to a 3-bedroom aparEment. The second floor would remain with two apartments. Although this is an exis%xng struc- ture, the change of use triggers several procedures under the new Land Development Regulations. Site plan approval for a change of use from a retail store and 2 apartments to a 3 apartment residential structure. Condition%l use approval from Planning and Zoning for a change of use for a non-conforming structure. MINUTES City Commission, Sanford, Florida ~r~h~L3 19 q39- 3. Variance approval from the Board of Adjustment for: a. Non-conforming lot area and dimensions. b. Density. c. Reduction of required number of parking spaces. This location has been an on-going problem for the Police Department with loitering and drug dealing. Mr. Coieman's conver- sion of the sto~e to an apartment offers an opportunity %o upgrade the neighborhood and to eliminate a potential crime area. It ~s for this reason that I would like to recommend thaz the City give administrative approval for both the conditional use and for .the variances enabling Mr. Coleman to start work immediately following site plan approval.
