A portion of that certain property lying between
Sanford Avenue and Palmetto Avenue and between 25th
Street and 26th Street is proposed to be rezoned from
MR-2, Multiple Family Residential to RC-1, Restricted
Commercial. Said property being more particularly
described as follows:
The South 1/2 of Lot 46, and all of Lot 48, 50 and 52, FRANK
L. WOODRUFFS Subdivision, as Recorded in Plat Book 3, Page
44, of the Public Records of Seminole County, Florida.

You will take notice that the City Commission of the City of Sanford, Florida, at 7:00
o'clock P. M. on February 13, 1989, in the City Commission Room at the City Hall in
the City of Sanford, Florida, will consider and determine whether or not the City will
close, vacate and abandon any right of the City and the public in and to a portion of
Grandview Avenue lying between 25th Street (SR 46) and East 24th Place and lying

The City Manager reported that sale of the property as requested would
require the property to be declared surplus, appraised as to value, and advertising

ture, the change of use triggers several procedures under the new
Land Development Regulations.

AUTHORIZING AND DIRECTING THE CITY MANAGER OF
THE CITY OF SANFORD, FLORIDA, TO EXECUTE ON
BEHALF OF THE CITY ALL DOCUMENTS NECESSARY
FOR THE CONSTRUCTION OF THE VACUUM SEWER
COLLECTION SYSTEM (CONTRACT I) AND VACUUM AND
GRAVITY SYSTEM LIFT STATIONS AND FORCE4 MAINS

The next item of business was a memo dated March 8, 1989 to the City Manager
from the Director of E~ineering and Planning as follows:

Mr. Faison:
On February 20, 1989 the Seminole County Board of ~djustmen~
approved the Conditional Use requested by the City of Sanfcrd for
Irrigation of Site I0 with reclaimed water. The County Code pro-
vides for appeal of such a decisxon by any interested party,
such appeal to be heard by the Board of County Commissioners. A
fifteen (15) day appeal period is allowed.
The fifteen (15) day appeal period has now expired and the
County has received nc appeal of the Board of Adjustment decision.
It is therefore recommended that City Commission authorize staff to
obtain a proposal from Conklin, Porter & Holmes Engineers for an
amendment to their contract, to prepare final desxgn for the deve-
!opmen% of Site i0 as a Reclaimed Water Irrigated Agricultural
Facility. Development of final plans and specifications must be
completed prior to application for a Department of Environmental
Regulation Cons%ruction Permit, and for application ~o Seminole
County for the Site Plan approval which was a condition of the
Board of Adjustment's approval.
As a separate but related issue, City of Sanford must pull
some %ype of County "cons%ruction" permit relative to Site 10
within a period of six (6) months following the Board of
Adjustment's approval on February 20, 1989 in order ~o "preserve"
%he approval. It is recommended that the City design a modest szgn
andicating the planned use of the property and install this sign
after obtaining a County Sign Permit to do so. Discussions with
the County indicates that such an installation cf a sign will serve
zo preserve our Board approval.
Commissioner Eckstein moved to authorize the City Engineer to proceed
with the final engineering plans for Site 10, to obtain county sign permit and to
install sign at the Site. Seconded by Commissioner Thomas and carried by the vote of
