The City Commission of the City of Sanford, Florida met in Special Session
.in the City Manager's Conference Room at the City Hall in the City of Sanford,
Florida, at 4:00 P.M. on March 20, 1989.

The Chairman called the meeting into session to consider adoption of
Emergency Ordinance No. 2014 to continue minimum living area requirements for one and
two-family dwellings.
Emergency Ordinance No. 2014, entitled:
AN EMERGENCY ORDINANCE OF THE CITY OF SANFORD, FLORIDA AMENDING
ORDINANCE NO. 2000 WHICH AMENDED ORDINANCE 1990 OF THE CITY CODE WHICH
ESTABLISHED LAND DEVELOPMENT REGULATIONS IN THE CITY TO AMEND SCHEDULE
'C', AREA AND DIMENSION REGULATIONS, TO RE-ESTABLISH MINIMUM LIVING
AREA REQUIREMENTS FOR ONE- AND TWO-FAMILY DWELLINGS TO PRIOR LEVELS;
PROVIDING FOR SEVERABILITY, CONFLICTS AND EFFECTIVE DATE.
was introduced, read by title, and the Chairman announced that the Commission would
hear from those persons present to speak in favor of, or in opposition to, the
proposed adoption of Emergency Ordinance No. 2014. No one appeared.
Commissioner McClanahan moved on the passage and adoption of Emergency
Ordinance No. 2014. Seconded by Commissioner Thomas and carried by the vote of the
Commission as follows:

Thereupon, the Chairman announced that the City Commission of the City of
Sanford, Florida, had passed and adopted said Emergency Ordinance No. 2014, entitled:

RE-ESTABLISH MINIMUM LIVING AREA REQUIREMENTS FOR ONE-
AND TWO-FAMILY DWELLINGS TO PRIOR LEVELS; PROVIDING FOR
SEVERABILITY, CONFLICTS AND EFFECTIVE DATE.
There being no further business, the meeting was adjourned.

The City Commission of the City of Sanford, Florida, met in Workshop Session in
the City Manager's Conference Room in the City Hall in the City of Sanford, Florida, at
4:00 o'clock P.M. on March 20, 1989.

The meeting was called to order by the Chairman.
The Chairman introduced Pam McConnell, Executive Director of the Central Florida
Zoological Society. Ms. McCOnnell stated the zoo is changing dai~y, and that the zoo has a
Master Plan, to bring the zoo up to 20th Century standards with the animals confined to
large, open areas, not cages. Ms. McConnell stated that the zoo wants to stay located in
Seminole County, and would like to have drier land for the animals. Further, they plan to
use their portion of tourist tax funds for exhibits.
The City Attorney reviewed the condemnation/demolition/Code Enforcement processes
currently utilized by the City. He stated that the biggest problem is getting the Notice
served on the Owner. He suggested that a possible solution would be to publish the Notice
in a local newspaper if all other methods fail. He proposed that the City amend the
current Ordinance, include the notification in local papers, then proceed with
condemnation/demolition. The Commission authorized the City Attorney to meet with staff
and prepare draft changes and submit same to the Commission.
The Building Official submitted a list entitled:
"Clarification/Suggestions/Questions" for the Commission's consideration. After a brief
review, the Commission requested these items be placed on the Work Session Agenda of April
17, 1989, for further discussion.
The Commission reviewed the
moratorium on same. After discussion,
prepare the proper ordinance for the
Impact Fee Program, and authorized the
implementing the fees now, and not
County's Transportation Impact Fee, and the Cityrs
the Commission authorized the City Attorney to
City to participate in the County's Transportation
City Manager to speak with Ken Hooper regarding
going back and assessing those who have already
purchased building permits, and to report back to the Commission at the next Regular
Meeting.
The Commission reviewed a request from Utilities, Inc. for an interconnection to
provide emergency water supply backup, at no cost to the City. The Commission authorized
same to be placed on the March 27, 1989 Late Agenda.
The Commission considered a request from
Association for adoption of a resolution to request
Florida Government Finance Officers
the Florida League to pass laws
providing sources of funding for mandated actions/services which create a financial burden
on units of local government. The Commission authorized same to be placed on the March 27,

The Commission reviewed the Planning Study for the Westerly Interceptor Sewer and
authorized it to be placed on the late agenda for the March 27, 1989 meeting.
The Commission reviewed preliminary recommendations by Schweizer, Inc. for Civic
Center remodeling and renovation, and authorized City Engineer to request architect to
prepare Phase II Contract Proposal for Commission approval at a later date.
The Commission reviewed the status of compliance with Mandates, and authorized
same to be placed on the Mar~h 27, 1989 Late Agenda to authorize preparation of a Request
for Proposals for a consultant to ensure that the City's benefits meet the Section 89
Requirements.
The Commission authorized to review the status of the Annexation Outreach Program
at a future meeting.
The Commission reviewed a request from Scenic Improvement Board to purchase
benches and trash receptacles for the downtown area. Martha Yancey, Chairman, Scenic
Improvement Board, appeared and amended the request to include purchase of one trash
receptacle and 12 benches, to be constructed of Alaskan yellow cedar. She reported there
~s no maintenance required on Alaskan yellow cedar. The Commission authorized the purchase
of twelve (12) benches and one (1) trash receptacle be placed on the March 27, 1989 Late
Agenda, and to see if Staff could construct similar trash receptacles.
The Commission reviewed the Marina Island boat trailer parking, ordinance
referred from the March 13, 1989 meeting.
Development Regulations to the Island and
remaining spaces to be utilized on a
Commissioner Eckstein recommended to apply Land
reserve the required number of spaces, with
first come first serve basis. The Commission
authorized Ordinance No. 2023 be added to the March 27, 1989 Late Agenda.
The Commission reviewed a grant application for a Tourist Development Council
Grant being submitted by the Director of Parks and Recreation for funding the Fiscal Year
89 operational budget of the Senior Center.
