040389-Workshop SessionMINUTES City Commission, Sanford, Florida ~pril 3 89 The City Commission of the City of Sanford, Florida, met in Workshop Session in the City Manager's Conference Room of the City Hall in the City of Sanford, Florida, at 4:00 o'clock P. M. on April 3, 1989. Present: Mayor-Commissioner Bettye D. Smith Commissioner Lon Howell Commissioner John Y. Mercer Commissioner Bob Thomas Commissioner A. A. McClanahan City Manager Frank A. Faison Absent: City Attorney William L. Colbert City Clerk Janet R. Donahoe The meeting was called to order by the Chairman. The Chairman asked if the automatic aluminum recycling machine behind the Wareco Station had been removed. Chief Harriett replied that it had not been removed as yet, but that he would keep apprised of the situation and report back to the Commission. It was the concensus of the Commission that there was no proper place for this type of machine within the City of Sanford. The Commission discussed the Minimum Living Area Requirements for single family dwelling districts. Builders/Developers invited to attend and discuss the above were: Bob McKee, Kay Shoemaker, David Stump, Levi Coleman, Herbert Cherry, Bill Miller, and Bill Corso. Those builders/developers attending were: Kay Shoemaker, David Stump, Levi Coleman, Herbert Cherry, and Bill Miller. The Chairman requested each builder to state his opinion as to whether or not the City needs to lower its minimum square footage requirement below 1,000 square feet in SR1-A zoning classifications. Herbert Cherry stated he thought the requirements were adequate. Levi Coleman stated he agreed with the minimum square footage requirements as they are now. David Stump responded by reading a detailed report of 24 subdivisions all within the SR1-A zoning district, stating the number of units together with the number of square footage contained. Mr. Stump stated that he felt SR1-A minimum square footage requirements should be lowered to 1,000 square feet. Bill of the Florida Home Builders Association, stated he felt it was critical to have 700 square feet requirment in the SR1-A zoning classification. Mr. Miller stated that Seminole County has a 700 square footage requirment, and that Orange County maintained a 600 square footage requirement. After considerable discussion, the Chairman stated she agreed that we needed to have a provision for smaller existing houses remaining in built out SR1-A zones. The City Engineer suggested that instead of a conditional use permit, the City consider taking an average square footage of homes within a certain radius of the vacant lot, then base the criteria for the vacant lot on the surrounding data. Staff was instructed to put together ideas for computing the radius, to leave 700 and 1200 square feet in the ordinance, and to allow room for alternatives. The next item discussed was a request from the Sanford Housing Authority for free refuse pick-up at 480 units of low income conventional public housing. The City Manager reported that if the Commission decided to do so, it would promulgate the need for at least one new refuse truck and additional personnel. The Commission instructed the City Manager City Commission, Sanford, Florida Apr£1 3 19 89 The Commission reviewed a request from Wes Rinker to renew the Stadium Lease for five (5) years, and authorized the City Manager to contact the Seminole County School Board to see if they are interested in the property. The Commission authorized the lease request be placed on the agenda for April 10, 1989. The Recreation Task Force requested a $3,000.00 budget to lease a van to tour recreational facilities and perform a mail out of a questionnaire. The Commission instructed the City Manager to meet with the Recreation Task Force and suggest they place their questionaire in the two local newspapers. Staff was also instructed to pursue the possibility of obtaining a van for touring free of charge, and to place said request on the agenda for April 10, 1989. The Commission reviewed a request from Engineering and Planning for a printing contract for the Reclaimed Water Reuse Promotion Program. The City Engineer explained that the mail out is a 60 day promotion to find out how many people would use the system. The Commission authorized the printing contract to be placed on the April 10, 1989 agenda. The Commission reviewed the proposed agreement with Solin and Associates, Inc. for planning assistance. The City Planner reported the contract amount to be $27,255.00. The Commission authorized this be placed on the agenda for April 10, 1989 authorizing the Mayor to execute the subcontract and modification. The City Engineer submitted a status recommendations as follows: report on Marina Parking, with April 3, 1989 TO: FROM: SUBJECT: MEMORANDUM CITY MANAGER~.~-- DIRECTOR OF ENGINEERING AND PLANNING MARINA PARKING Mr. Faison: In response to City Commission direction, I held a meeting of 9'interested parties" on March 31, 1989. Those in attendance included Chuck Volk, Shawn Briggs, John Smith, Ron Neal, and myself. During a "round table" discussion the following ideas and concepts were stated: Some boat trailer parking should be provided on the island at all times. Improper and illegal parking is a significant problem. More monitoring and enforcement is needed. Parking violation tow-away should be utilized where posted. Parking ticket fees should be raised to some effective amount, perhaps $25.00. The municipal lot needs to be appropriately signed to direct boat trailers to park "diagonally" rather than "perpendicu- lar''. Parking spaces set aside for boat trailers should be for exclusive use of boat trailers. Different parking rules on weekends and weekdays create con- fusion. Rules should be consistent for all days. Where trailer parkigg is to be prohibited in pairs of parking spaces, bumper blocks should be installed between the spaces MINUTES City Commission, Sanford, Florida April 3 19 89 There appears to be a growing use of Marina parking for over night parking/camping of motor homes and recreation vehicles. This should probably be prohibited and enforced. After considerable discussion, it was the concensus of all those present that all parking spaces south of the Romance Office should be restricted to car parking only. These spaces will serve those persons utilizing Marina wet slips, customers of the Romance, and the general public. The attached drawing of this parking area (Attachment 1) has been annotated to show the proposed parking regulation. Chuck Volk and Shawn Briggs requested that bumper blocks be installed between all spaces, and volunteered to pay the material costs for the blocks if the City would install them. The recommended changes north of the boat ramps are a bit more complicated, but will result in 23 dedicated 40-foot long trailer parking spaces. Attachment 2 shows the proposed parking spaces to be reserved for trailers only, with all remaining parking spaces to be reserved for cars only. This arrangement is proposed on a 365 day per year basis. For your reference, I have attached a copy of the present parking configuration and pos{ed restrictions for this area. If/when John Smith builds the other projected building within his leasehold area, the proposed parking plan will require revisitation. The group discussed the idea of creating special parking passes for periods longer than 48 hours in order to be able to serve the few beaters who plan longer excursions, ~nd require a place to leave their boat trailer. It was agreed that this was a valid require- ment~ though of probably limited frequency. Chuck Volk vglunteered to be the issuer of such passes, if provided for by the City, with the understanding that only those spaces reserved for trailers, to the extent available, could be so utilized. There was dicussion regarding desirability of extending the length of the existing boat ramp finger piers in order to allow the storage of a boat while its owner was parking the trailer, while allowing the next boater to launch or retrieve his boat along side the same finger pier. This matter will be reviewed in the field to determine if there is sufficient space for this to be feasible. It is recommended that City Commission adopt the parking regula- tions as proposed in the above paragraphs. ~tf5t f City Commission, Sanford, Florida AprLl 3 19 89 MINUTES City Commission, Sanford, Florida April 3 89 The Commission set Saturday, April 15, 1989, as their annual clean-up day. The Commissioners are to decide what site they'd like to clean up and report back at the regular meeting April 10, 1989. The Commission nominated Thelma Mike to receive the Pete Knowles Award to be presented at the last meeting in April (April 24, 1989). The Commission requested the City Attorney give a presentation on Government in the Sunshine Law for all committees, boards and staff interested in attending. It was suggested that it possibly be given at 6:00 P.M. on a regular meeting date. Commissioner McClana~an advised the Commission that something needed to be done to clean up the Southeast Corner of Airport Blvd. and 20th Street. He stated that there is solid growth over 15' high, and visibility was zero at the intersection. Commissioner McClanahan stated that the Commission needed to concurrency/infrastructure in place.
