The City Commission of the City of Sanford, Florida, met in Regular Session in
the City Hall in the City of Sanford, Florida, at 7:00 o'clock P. M. on April 10, 1989.

The meeting was called to order by the Chairman.
The Chairman presented Resolutions and plaques to the following: Mildred Carver
for 30 years service in the Finance Department; Billy R. Lee for 25 years service in the
Fire Department; and Charles L. Bose for 25 years in the Fire Department.
On motion of Commissioner McClanahan, seconded by Commissioner Thomas and carried,
Resolution No. 1539, was read and adopted. Said Resolution being in words and figures as
follows:

A major part of our Reclaimed Water Reuse Promotion Program
involves mailing information and subscription forms to all utility
customers. She purpose of this mailing, in con]unction with the
incentives approved by City Commission for prompt affirmative
action by property owners, is to gain best information regarding
prospective future use of reclaimed water for residential irriga-
tion and other appropriate reuse.
Walter Shearin has solicited bids for the printing of i0,000 sets
of material, including envelopes, for the direct mailing, Low bid
as indicated by the attached Bid Tabulation is $1,~15 from Aiken
Printing of Sanford. It is requested that this proposal be pre-
sented to City Commission at the worksession of April 3, 1989 in
order that we may move forward as quickly as possible with the
printing.
Seminole Work Opportunity Program (SWOP) has previously provided a
price guote of $720.00 to collate, fold, insert and affix address
labels. Bulk mailing will be at the rate of $0.132 per envelope or
approximately $1,320 for postage. The objective is to complete the
printing and mailing by April 30, 1989 in order that the 60 day
promotion period will include the months of May and June.
Information to b9 gained from the responses to this mailing will
allow good economic analysis of the various alternatives available
to the City for reclaimed water reuse, and allow us to move forward
with the selected alternative(s).

L',yself. During a "round table" discussion the following' ideas and
concepts were stated:
Some boat trailer parking should be provided on the island at
all time~.
Improper and illegal parking is a significant problem. More
monitoring and enforcement is needed.
Parking violation tow-away should be utilized where posted.
Parking ticket fees should be raised to some effective amount,
perhaps $25.00.
The munic~pa! lot needs to be appropriately signed to direct
boat trailers :o park "diagonally" rather than "perpendicu-
lar''.
Parking spaces set aside for boat trailers should be for
exclusive use of boat trailers.

Where trailer parking is to be prohibited in pairs of parking
spaces, bumper blocks should be installed between the spaces
to further discourage trailer parking.
There appears to be a growing use of Marina parking for over
night parking/camping of motor homes and recreation vehicles.
This should probably be prohibited and enforced.
After considerable discussion, it was the coDcensus of all those
present that all parking spaces south of the Romance Office should
be restricted to car parking only. These spaces will serve those
persons utilizing Marina wet slips, customers of the Romance, and
the general public. The attached drawing of this parking area
(Attachment i) has been annotated %o show the proposed parking
regulation. Chuck Volk and Shawn Briggs requested that bumper
blocks be installed between all spaces, and volunteered to pay the
material costs for the blocks if the City would install them.
The recommended changes north of the boat ramps are a bit more
complicated, but will result in 23 dedicated 40-foot long trailer
parking spaces. Attachment 2 shows the proposed parking spaces to
be reserved for trailers only, with all remaining parking spaces to
be reserved for cars only. This arrangement is proposed on a 365
day per year basis. For your reference, I have attached a copy of
the present parking configuration and pos{ed restrictions for this
area. If/when John Smith builds the other projected building
within his leasehold area, the proposed parking plan will require
revisitation.
The group discussed the idea of creating special parking passes for
periods longer than 48 hours in order to be able to serve the few
boaters who plan longer excursions, and require a place to leave
their boat trailer. It was agreed that this was a valid require-
men=, though of probably limited frequency. Chuck Yolk vulunteered
to be the issuer of such passes, if provided for by the City, with
the understanding that only those spaces reserved for trailers, to
the extent available, could be so utilized.
There was dicussion regarding desirability of extending the length
of the existing boat ramp fin~er piers ~n order ~o allow the
storage of a boat while its owner was parking the trailer, while
allowing the next boater to launch or retrieve his boat along side
the same finger pier. This matter will be reviewed in the field to
determine if there is sufficient space for this to be feasible.
It is recommended that City Commission adopt the parking regula-
tions as proposed in the above paragraphs.

SUBJECT: Recommended Police and Fire Protection Impact Fees
The Committee met four times over the past four months to consider
Impact fees for police, fire and recreation. In addition ~o
reviewing initial studies prepared by Ivey Bennett Harris & walls,
the Committee requested and reviewed various additional materials
prepared by City staff and consultants. At its April 4th meeting
the Committee agreed to the following recommendations to the City
Commission:.
1. Adopt Police and Fire Protection Impact Fees Based on a
"Standards-Driven" Approach as Originally Prepared by Ivey,
Bennett, Harris & walls - The underlying assumption of this
approach is that, a~ a minimum, the existing and committed
level of service and accompanying capital facilities should
be maintained and supported by new deveiopmen=.
2. Adopt Impact Fee Ordinances That Incorporate Automatic Update
Features For Committed Capital Facilities: The systems
Development Fee Advisory Commlttee recommends that, as
additional capital facility commitments are made by the City
Commission, such commitments should be incorporated into the
impact fee calculation. This recommendation reflects
considerations explained in Recommendation ~3, below.
Updating should be reflected in a formula incorporated into
the ordinance.
3. Improved Communications and Other systems - At the present
tlme, the Police Department's communications system provides
adequate service for the existing population and development.
However, the City of sanford's Police Department evidences an
unusually high number of responses per officer when compared
~o other comparably sized cities and departments. At some as-
yet-to-be-determined time in the foreseeable future,
additional growth will cause the system to be overburdened.
The Systems Development Fee Advisory'Committee strongly
supports a new communications system for the Police Department
based on the need for such a system expressed by Chief
Harriett. At the date of this writing, the estimated cost of
connecting Sanford to Seminc!e County's Communication System
is $1.4M. As stated by Chief Harriett per preliminary cost
estimates provided by Motorola, the cost of the City "going
it alone" with a stand-alone 800 MHz system via an independent
system including ~owers and other additional hardware is
estimated ~o cost of $3.0M.
In terms of updating the fees, once the City Commission
obligates itself to purchase communications hardware, the
cost of the new communications system would be considered a
part of the "existin~ facilities inventory" and incorporated
into the fee calculation. The attached figure summarizes the
standards-driven impact fee as recommended above 'and the fee
if $1.4M is added =o the capital facility, inventory.
The impac~ of adding the communications system to the fee
includes two ma)or considerations as follows:
a. Refined cos~ figures, justification and documentation to
be compiled by the Police Department in a form sufficient
to meet legal requirements.

A case study that reviewed curbside recycling, mandatory participation and
franchised districts has been completed. Fha preliminary conclusions point out
that franchised districts appear to be more cost efficient, mandatory collection
merits consideration with exemptions on a case-by-case basis, start up costs
will be hlgt~ with the purctmse of containers at $5.00 or more each, onE1 a
county wide anti-scavenging ordinance, would be required.

SPECIAL WAST['$
Used oil. paint, and Iraqi-acid,batteries are accepted at a special depo~itory at
all three county locations free to the public. After duly !, 1989 tires will no
longer be accepted et the landfill co-mingled with household or commercial
garbage. A specific area is being set aside at the landfill tar the collection and
stora.~c of tires until they can be shredded or sold. This will comply with the
new state regulations.

every single-family, and multi-family housing unit. A 5peeLer's Bureau is
being prepared. A radio end television campaign is in the planning stages. And
an education program for elementary schools is also under way. All will be

This intertocal agreement between the county and the citic~ has been written and
is now being reviewed by each city's attorney. This agreement must be included
in the EduCation and Recycling Grant application to the state.

Dick Barnett appeared and reported concerns about the Sanford
Airport Authority, and noise and potential problems with increased air traffic, and
questioned if the City of Sanford had any "control" over the Airport
Authority. Commisisoner McClanahan stated the Airport Authority was an entity on its own.
John Mercer and Joe Dennison, both members of the Airport Authority, were present in the
audience and invited Mr. Barnett to attend Airport Authority meetings.
Commissioner Thomas requested Police Chief to research noise ordinance pertaining
to vehicles with loud. radios, and staff to research posting of open and closed times at
City Parks., and both to report back to the Commission.
