SERVICES TO THE CITY OF SANFORD, FLORIDA,. AND
ITS CITIZENS AND AWARDING THELMA MIKE THE
FOURTH ANNUAL WARREN E. "PETE" KNOWLES
SERVICE AWARD.
WHEREAS, THELMA MIKE has served the citizens of the
City of Sanford, County of Seminole, and State of Florida in many
capacties, including: the Greater Sanford Chamber of Commerce
Board of Directors; the Greater Sanford Chamber of Commerce
Commercial Committee; the Greater Sanford Chamber of Commerce
Beautlf£cation Committee; the Greater Sanford Chamber of Commerce
Senior Citizen Committee; the Mission Society at New Mt. Calvary
Church; and
WHEREAS, THELMA MIKE has been employed by the Good
Samaritan Home since 1967 and became Administrator of the Good
Samaritan Home in 1986; and
WHEREAS, THELMA MIKE has received an Appreciation Award
from the Wilson Ensemble; and
WHEREAS, THELMA MIKE has performed invaluable services
for the citizens of the City of Sanford, County of Seminole, and
State of Florida;

Mr. Faison;
On April 13, 1989, bids were opened for the abandonment of well
number 7 located at the Mayfair Golf Course. This municipal well
was contaminated by EDB in 1985 and even after redritling this
well it was never able to be utilized. As part of the City's
reclaimed water irrigation program at the golf course this well
needs to be abandoned.
Bid packages were mailed to twelve (12) bidders with four (4)

As a follow-up, to our recent asbestos survey of the Civic Center, a
contract was advertised for abatement (encapsulation) of certain
asbestos materials found to exist in the mechanical room. The pro-
fessionally performed survey did not identify the presence of
asbestos at any other location within the Civic Center.
~he attached bid tabulation indicates that low bidder is Teer
Laboratories of Lake Mary at a price of $2,986. It is recommended
that City Commission approve award of the Asbestos Encapsulation
Contract to Teer Laboratories. _

for the disposal of our treated wastewater plant sludge. The

We have also been approached by Mid Florida Environmental
S. ervices to enter intO an agreement for sludge disposal. This

..~iy lower cost ($14 per ton vs. $15 per ton).

cor:cerning our sludge disposal. If Frenz Enterprises were to go
out of business or stop accepting our sludge for disposal, we
would be in a difficult situation.
The proposal offered by Mid Florida Environmental Services offers
us an alternative. By accepting their proposal the total sludge
disposal fees would not increase. We would plan to alternate
~:i?Z~.osal between Frenz Enterprises and Mid Florida Environmental
: ..... ~z.~es This second disposal option would benefit the City
i'i: i~ recommended that the proposal by Mid Florida Environmental
Services be accepted. This request needs to be presented to the
City Commission for their authorization. The Utility Department

observance of "Law Day" and the Congress of the United States and

WHEREAS, to assure the full protection of an
appreciation for the rights guaranteed to all citizens it is
essential that all citizens be provided access to the judicial
systems of our Great Nation; and
WHEREAS, the Seminole County Bar Association has
engaged in an active program of "Law Day" and "~aw Week" events
to .encourage access to our judicial system by the citizens of
Seminole County and has declared this year's "Law Day" and "Law
Week" celebration in memory of the late Thomas E. (Tommy) Whigham
for his dedication to the principles of law and justice; and
WHEREAS, the theme for this year's "Law Day" is "Access
to Justice".

The City Attorney reported that the election suit filed by James Sweeting had been
dismissed, and the file was now closed. The City Attorney also reported that the necessary
paperwork to dismiss the Sandefuer Annexation Suit was also in the process of being
completed.
