The C'[ty Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P.M. on May 8, 1989.

The meeting was called to order by the Chairman.
The Chairman, assisted by Director of Recreation and Parks James R. Jernigan,
congratulated and presented Youth Advisory Council Good Student Awards in recognition of
most improved student, to the following: Todd Schwartz and April Yates, Pinecrest
Elementary; David Savage and Angela Oglesby, Sanford Middle School; Emory Green and Dicena
Wheeler, Lakeview Middle School; Tamara Armstrong and Cedric Church, Goldsboro Elementary
School; Tawanda Bryant and Ronald Moore, Idyllwilde Elementary; Brooke Wagner and Brad
Davidson, Wilson Elementary School; Stermon Williams, Jr. and Victoria Scott, Midway
Elementary School. Nancy Terwilliger was presented the Most Outstanding Senior Award.

Notice is hereby given that a Public Hearing will be held in the Commission Room at the
City Hall in the City of Sanford, Florida, at 7:00 o'clock P.M. on May 8, 1989, to consider
changes and amendlnents to the Zoning Ordinance of the City of Sanford, Florida, as follows:
A portion of the property lying between U.S. 17 & 92 (St. Rd. 15 & 600) and Parkview Drive
and lying South of and abutting Collins Drive, is proposed to be rezoned from MR-2,
Multiple Family Residential, to GC-2, General Commercial. Said property being more
particularly described as follows:
Begin at the Northwest corner of Lot 1, Block F, Sunland Estates, as recorded in
Plat Book 11, page 20, Public Records of Seminole County, Florida, thence run
South 08Q36'23'' Wes~ through the Southeast corner of said Lot 1, 265.54 feet;
thence run West 94.76 feet; thence run North 60Q57'35'' West 311.4 feet; thence run
North 38"27'29'' East 273.95 feet to a point on the arc of a curve lying concave
Northeasterly having a radius of 499.3 feet, also being the Southerly right-of-way
line of Collins Drive; thence run Southeasterly along the arc of said curve a
distance of 260.82 feet to the Point of Beginning, being a part of Block G of said
Sunland Estates.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed rezoning request.
Alex McKenna, Attorney representing Lee Ling, prospective owner, appeared to speak
in favor of the rezoning. Mr. McKenna stated that his client wished to utilize the
property for general retail/office'space. Further, that he believed Planning and Zoning's
Recommendation to deny was basedon their anticipated mini-warehouse construction, which.

if pursued, would require not only GC-2 zoning, but also a Conditional Use approval.
The Planning and Zoning Commission submitted a recommendation to deny the
rezoning.
Commissioner Thomas moved to refer the request back to Planning and Zoning
COmmission. Seconded by Commissioner Howell.
Commissioner McClanahan moved to table said request.

Mack Cleveland, Attorney and representative for Lennar Homes, appeared and spoke
in favor of the rezoning.
Planning and Zoning Commission submitted a recommendation to rezone the portion
from SR-2 to MR-3, and to deny to rezone the portion from SR-2 to GC-2.
Commissioner McClanahan moved to authorize City Attorney to prepare proper
6rdinance to rezone Parcel 1 from SR-2 to MR-3.

applied for is $1,906,859 at an interest rate of 4.66 per cent
with amortization over a t~rm of 20 years. The funds are to be
used for master wastewater pump station replacement.
2. The City of Sanford water and Sewer Systems
Subordinated Debt Service Fund established by Resolution No. 1425
passed and adopted on October 7, 1985, is pledged to the extent
necessary to provide debt service on the loan.
3. The City Manager is designated as the Authorized
Representative to file the loan application, to provide assurance
of compliance with laws, rules, regulations, policles and
conditions relating to the loan, and to execute the loan
agreement and any other necessary documents on behalf of the
City.

SECTION 2: Within seven calendar days of the protest,

hearing. The City Manager shall, within fourteen calendar days
of receipt of the protest, set a hearing location and date to be
held no earlier than fourteen calendar days and no later than
thirty calendar days after receipt of the protest. At the
hearing the protestor shall present evidence and testimony and
may ask questions of witnesses. The City of Sanford, Florida
representatives, consultants, and witnesses may present testimony
about the disputed action. Within ten calendar days of the
conclusion of the hearing, the City Manager shall render a
written decision along with the justification for the decision.
SECTION 4: If the protester does nct accept the
propriety of the City Manager decision, it may appeal for
reconsideration by the City of Sanford, Florida. The appeal must
be received at the office of the City Clerk within five calendar
days after the decision is rendered. The appeal must contain the
information provided in (a) through (f) and the justification for
requesting reconsideration. The Mayor shall, within five days,
designate a time and place for a public meeting cf the City
Commission of the City of Sanford, Florida at which the appeal is
to take place. A copy of the appeal documentation must be
provided to any party which potentially wculd be directly and
adversely affected by the relief sought. At the meeting, the
justification for the City Manager decision shall be presented,
and the petitioner shall have the opportunity to present evidence
and testimony. Decisions of the City Commission of the City of
Sanford, Florida shall be final, subject to remedies at law.

(Twin Lakes Site)
Mr. Faison:
Bids were opened for the subject well installation on April
13, 1989. This will be the first well installed on the new Twin
Lakes site. Installation is critical to establish the presence of
a public water supply well zone of influence in that area.
The bid tabulation is attached. It is recommended that the
contract be awarded to the low bidder, Merddith Corporation, at a
contract amount of $73,000.

Bid Number 88/89-47 - Manhole Renovation
Mr. Faison:
On May 2, 1989, bids were opened for the renovation of a manhole
located on East 25th Street between Orange Avenue and Willow
Avenue. The manhole and sewer line connection to the manhole are
in need of repair/replacement. This is a deep line located in
the middle of a heavily traveled State Road. The manhole is in
very poor condition. The repair work is needed as soon as
possible to insure proper sewage flow and to avoid any vehicle
accidents due to the manhole shifting.
Bid packages were mailed to eight (8) contractors with two (2)
responses. Listed below is a summary of the bid.

We received only one (1) bid, which was from Central Florida
Underground, in the amount of thirty-two thousand two hundred
ninety-one dollars and ninety-eight cents ($32,291.98). My
original estimate for the project was thirty thousand dollars

Normally after receiving only one bid we would rebid the project.
However, due to the urgency of the project, I recommend awarding
it to Central Florida Underground. Their bid meets
specifications.
This project was not specifically budgeted but funds are
available under Account #451-4540-536-46-05 for sewer line
repair/replacement. Total budgeted amount in this account is
$169,157 with $79,308 remaining.
