The meeting was called to order by the Chairman.
The City Manager stated that the Recreation Task Force appointed by the City
Commission has been working diligently on recommendations to the Commission, and should be
ready to submit their ideas within the next few weeks. He explained that City Planner Jay
Marder prepared Recreation Impact Fee Studies, in conjunction with Ivey, Bennet, Harris and
Wells. Mr. Faison introduced Dick Wells, who explained that his firm was recommending
recreation impact fees in the range of $411.00 to $602.00. The Chairman asked the City
Planner if he had a recommendation as to what fee he felt best suited this need. Mr.
Marder stated that whatever the fee is, it should be one that we're all comfortable with.
Bob McKee of the Systems Development Fee Committee, voiced concerns in general
regarding population growth, available sites for parks, and use of impact fees. He
reminded the Commission that the impact fees could only be used for new growth.
Commissioner Howell questioned Mr. Wells if the amount of the impact fees could be
successfully defended in court, and Mr. Wells stated his figures and study was based on
information from the tax rolls in conjunction with cost of land and facilities.
Steve Richards, Chairman of the Recreation Task Force, stated that the Task Force
will be presenting its recommendations for a central facility.
Vance Taylor appeared and spoke in opposition to any increase in impact fees,
stating he felt the City should not try to levy on a new homeowner what it can't pay on
its own.
Bob Keith, Systems Advisory Development Fee Committee, stated he felt the City
should take a set figure and work in some discount fee in case we are challenged in court.
Leon Brooks, Planning and Zoning Commission member, spoke in favor of the
recreation impact fees, stating that while he felt that the $602.00 figure was too high, he
felt we definitely needed an impact fee of some kind.
Commissioner Thomas recommended that the City use volunteer craftsmen and perform
such work as community projects, and that the only expense would be the cost of the land
itself.
The Commission instructed the City Manager to
approximate 12 Acres across from Sanford Middle School on a

the concensus of the Commission to wait until the Recreation Task Force has made its
recommendations, to decide on the Recreation Impact Fees. The Commission also felt they
would like the opportunity to review the upcoming Budget before committing money from
sources unknown.
The next item of business Was a review of the Interstate 4 Corridor Study. City
Engineer Bill Simmons stated both he and City Planner Jay Marder share concerns relative to

for consideration of Senior Citizen Center Staffing, per memo dated April 14, 1989, as

The purpose 'of this memorandum is to provide information and make
recommendation .regarding the request from the Parks and
Recreation Department Director to consider the addition of
personnel to provide staff support at the Civic center and
proposed Senior Center scheduled to open on or about June
1989.
The Director's comments regarding current custodial ~equirements
necessitating unusual amounts of overtime is correct. Per
-discussion with the Director, it appears that the funds needed to
.support the addition of a Custodial worker are available from
existing Recreation budget and are ample enough to fund the

The Second aspect of the Director's request involves establishing
the position of "Senior Center Supervisor" to be funded at salary
level 1-26-A. This request will requlre two (2) district actions
in order to implement effective June 1, 1989 (targeted opening
date for the Senior Center) as follows:
1. Necessary Funding - The position cannot be funded with
'Rxisting Parks and Recreation budgeted monies per
discussion with the Director.

structure. Painting, both interior and exterior, was not included. The Senior Center is
also in need of equipment, landscaping, and floor covering.
The City Engineer reported that the groundbreaking for the Cultural Arts Center
would be within the next week; and that he was waiting on the Contract Documents and Bonds,
with a contract time of 120 days.
Mr. Simmons reported that the Civic Center Asbestos Testing was completed; that he
expects the Construction Documents back next week for renovations; and that he would look
into the possibility of underground wiring at the Civic Center.
There being no further business, the meeting was adjourned.
