A Public Hearing was held in accordance with Notice published in the Evening Herald on May 17, 1989, as follows: Ordinance No. 2026, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NO. 1893 OF SAID CITY; SAID ORDINANCE BEING THE COMPREHENSIVE PLAN AND THE EVALUATION AND APPP~AISAL REPORT; AMENDING THE FUTURE LAND USE CONCEPT MAP OF THE FUTURE LAND USE PLAN ELEMENT; PROVIDING FOR SEVERABILITY, CONFLICTS AND EFFECTIVE DATE. ~ntroduced and placed on first reading at meeting of May 8, 1989 was next placed on final reading. After being read by titie, the Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition to, the proposed adoption of Ordinance No. 2026. The study entitled "Amendment No. 2 to the Sanford 201 Facilities Plan", based funding of certain capital improvements on the receipt of Federal grants. The Federal Grant Program has been revised and now consists of a State Revolving Loan Program. The purpose of this Public Hearing is to present the new funding system based on that program. The projects being considered for inclusion in the Revolving Loan Fund Program are as follows: Master Wastewater Pump Station for the Wastewater Treatment Plan, esti- mated cost $1,890,000; new Effluent Force Main Outfall for seasonal discharge to the St. Johns River, estimated cost $1,447,000; Reclaimed Water Distribution System Expansion to deliver reclaimed water to the area west of the City where growth is anticipated, estimated cost $1,502,000; Westerly Interceptor Sewer System to provide sewer service to the area west of the City where major growt~ is anticipated, estimated cost $2,385,000; Wastewater Treatment Plant Expansion to increase treatment plant capacity to 7.3 MGD, estimated cost $1,781,000. Sewer user charges will be dedicated to repaying the State loans received. Sewer system impact fee funds will also be utilized for eligible loan repayment. Financial impacts on utility users will be presented at the hearing. The hearing will provide interested parties an oppor- tunity to better understand the projects and the loan program, and afford interested citizens, environmental groups, and represen- tatives from local and State agencies the opportunity to ask questions and express opinions regarding the funding change. A copy of Amendment No. 2 to the 201 Facilities Plan and other per- tinent documents are available for public review at the Public Information Depository located adjacent to the Utility Director's Office in Sanford City Hall. City Commission, Sanford, Florida May 22 _19 80 WHEREAS, the Florida Department of Transportation has commissioned a study of Interstate 4 (I-4), which study provides recommendations for improvements in the northern area of Seminole County; and WHEREAS, City of Sanford and Seminole County, in planning this area for higher intensity land uses have recogniz'ed the need to provide adequate access for future development while maintaining the interstate function of I-4; and WHEREAS, Seminole County is designing and constructing two (2) collector roadways which parallel I-4, one east of I-4 and one west of I-4, which will provide traffic circulation between Lake Mary Boulevard and State Road 46 without utilizing I-4, thereby assisting the maintenance of the Interstate for through traffic; and WHEREAS, the study proposes to eliminate direct access on%o I-4 main line from State Road 46 and County Road 46-A by pro- posing a network of collector/distributor lanes (C/D lanes) to serve all traffic accessing I-4 from either State Road 46 or County Road 46-A by proposing the C/D lanes extend from north of State Road 46 to south of County Road 46-A, having no direct access to or from ~he Seminole County Eastern Beltway or the Northwest Beltway; and WHEREAS, the lack of direct access to the I-4 main line from State Road 46 and County Road 46-A will therefore preclude reasonable and convenient access from these roadways to the Seminole County Eastern Beltway and the Northwest Beltway; and WHEREAS, this lack of direc5 access between State Road 46 and County Road 46-A and the Expressway by means of the I-4 Corridor will force traffic %o take circuitous routes through resi- dential neighborhoods and non-r~sidential areas to access the Seminole County Eastern Bei%way and the Northwest Beltway; and WHEREAS, such routing, especially of State Road 46 traf- fic, is not only disruptive to the community but also has the potential ~o adversely effect the ridership on the Seminole County Eastern Beltway and Northwest Beltway~ and " WHEREAS, such routing, especially with respect to State Road 46 traffic will doubtlessly generate addition'al traffic on numerous local roads~ requiring future expenditure of additional local funds to maintain established levels of servi~e on those roads; and MINUTES 1 5 9 City Commission, Sanford, Florida May 22 19 89 WHEREAS, much of the adverse impact on adjacent property and funding requirements to maintain established leve>s of service can be avoided by a re-study of all alternatives related to the interfacing of traffic on I-4, major local roads, the Seminole County Eastern Beltway, and the Northwest Beltway. One alternative which ~ could provide the requested relief is the relocation of the origin/ termination of proposed C/D lanes to a location south of the intersection of State Road 46 and I-4. Reverend Seminole Garden Apartments, was that a youth recreation center could provide. submit additional information, such as the renting or leasing, to him at his convenience. Commissioner Thomas stated he'd like to see Mr. Grose be able to continue to keep his birds. The City Manager suggested that the issue be put on "hold" until staff can submit fact findings to the Commission.
