City Hall in the City of Sanford, Florida, at 7:00 o'clock P.M. on June 26, 1989.

You will take notice that the City Commission of the City of Sanford, Florida, at 7:00

Sanford, Florida, will consider and determine whether or not the City will close, vacate
and abandon any right of the City and the public in and to a portion of Tamarind Avenue
lying between Second Street and Third Street and lying between Pomegranite Avenue and

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed rezoning. Barbara Lee, 322 S.
Maple Avenue, appeared and submitted a petition signed by neighboring property owners
against the proposed rezoning. Mrs. Lee stated that the owner of the property does not
keep it up now, and felt that it would be unsafe for children if the property was rezoned
to allow a boat storage facility.
On recommendation of the Planning and Zoning Commission, Commissioner Eckstein
moved to deny said rezoning request. Seconded by Commissioner Howell and carried by the

The Chairman announced that the Commission would hear from those person present to
speak in favor of, or in opposition to, the proposed rezoning request.
Alex McKenna, Attorney, First State Tower, Suite 850, Orlando, appeared to speak
in favor of the rezoning. He stated that at the May 8th meeting, the Planning and Zoning
Commission had recommended denial based on a misunderstanding of the proposed land use, and
that on June 15, 1989, he reappeared before the Planning and Zoning Commission and cleared
up the misunderstanding, and that the Planning and Zoning Commission now recommends the
rezoning request be granted.
On recommendation of the Planning and Zoning Commission, Commissioner Thomas moved
to authorize the City Attorney to prepare the proper ordinance to rezone said pro,ertl.

Mr. Faison -
A Mr. Robert Jackson, Jr. who lives at 1895 West 18th Street, is
planning to build a day-care facility on vacant property next to
his house. His property was annexed into the City approximately
six (6) years ago.
He is preparing his site plan for approval. Under current City
requirements this commercial project will require the
installation of a hydrant for fire service. To accomplish this a
six (6") inch water line would need to be extended approximately
640 feet from 16th Street to 18th Street alon~ Mulberry. The
total cost for the City to install this line and fire hydrant,
excluding engineering and permitting fees, is $5,680.

The City does not have any fire hydrants in this vicinity. (see
attached map) The installation of this six (6") inch line and
hydrant would greatly improve the fire protection service in this
area.
-It is recommended that the City install this line and hydrant as
a benefit to all Sanford residents in this area. I feel it would
be unfair to burden Mr. Jackson with the entire cost of this. work
when it will also benefit other residents.
This is not a budgeted item project. However, funds are
available from the current budget to complete this project.
It is requested that this project be submitted to the City
Commission for approval.

Sewer Line Renovation - Bid #88/89-57

On ~/~5/89, bids were opened for the renovation of a sanitary
sewer !~ne. The line is located in an easement between Cypress
Avenue and Pine Avenue from 6th to 7th Street. The line is in
poor condition and needs to be repaired. Conventional sewer line
replacement work canno~ be performed on this line segment due ~o
~he clone proximity of several homes. Two homes actually exist
over the sewer line. An internal repair of the line is
necessary.
Bids were mailed ~o nine (9) con=rectors with ~wo (2) responses,
There are few contractors who perform this type of specialty
re]/~il' work. The attached bid tabulation lists the two
contractors with their associated unit costs. The bid sheet was
d~vel,3~e~ with a~rojec~ length of 300 ft., but the actual
projec'>, length is% approximately 365 ft.

specifications. ~owever, the construction methods outlined by
G.~..[~e,v s Inc. appear satisfactory. The lowest unit cost and
