The City Commission of the City of Sanford, Florida, met in Regular Session in the
City Hall in the City of sanford, Florida, at 7:00 o'clock P.M~ on July 10, 1989.

Captain Fagan stated that he inspected the. property today before the. meeting and
that it was a filthy mess, that evidence of crack cocaine was present, and that the
dwelling was not boarded up.
Commissioner Thomas requested Mr. Hicks to secure and clean up the property prior
to the next meeting, and to appear at the next regularly scheduled, meeting and provide

The next item on the agenda was consideration of City Manager's Report to the City
Commission on the Recreation Department activities. Commissioner Thomas moved to approve
and adopt City Manager's "Recommendation No.. 3", restructuring the Recreation Department
activities into two departments, to include facility development, facility operation, and
Senior Citizen activities, and a Department of Cultural Affairs to include all youth
activities by especially qualified personnel. . .with such programs being operated by
staff, merged with County programs, or operated by third parties such as Boys-Girls Clubs,
Inc., the YMCA, or combinations thereof.

The Commission set a public hearing on the tentative FY 90 Budget to be held at 7:00 P.M.
on September 11, 1989, in the City Commission Room.
Commissioner Eckstein reported he would like to renew consideration of a Cafeteria
Benefits Plan for City of Sanford employees. The Commissioners authorized the City Manager
to submit information on a proposed plan at the August 21, 1989 Work Session.
Request submitted from Ronald Allman and William Gatchell for occupational license
for game room at 3759 South Orlando Drive. The Commission asked the petitioners to come
forward to answer questions. No one appeared.

The City Manager reported that Seminole County has received a request for Special
Exception submitted from Mervin Martinez for an Adult Video Store to be located at 2546
Orlando Drive. The building is located outside the Sanford City Limits, in Seminole
County, and the parking lot for same is located inside the Sanford City Limits. On
recommendation of the City Manager, Commissioner Thomas moved to authorize the City
Attorney to prepare Resolution stating the City's opposition' to said Adult Video Store.

LOCATION OF AN ADULT VIDEO STORE ADJACENT TO
THE CITY AND REQUESTING THAT THE 'BOARD OF

WHEREAS, the City Commission of the City pf Sanford has
advised that an application for a special exception is

WHEREAS, the City of Sanford objects to the proposed
.~stablishment of an adult video store at 2546 Orlando Drive
~ecause the nature and character of such an establishment is

WHEREAS, the close proximity of the propose6 adult
video store to the existing neighborhood in question plus the
fact that there are two regulatory jurisdictions (City and
County) upon the subject property will make it difficult, if not
~mpossible, to enforce Section 18-10 of the Sanford City Code
which prohibits the exposure or sale of sexually explicit
material to minors.
NOW, THEREFORE, BE IT RESOLVED BY THE PEOPLE OF THE
CITY OF SANFORD, FLORIDA:
SECTION 1: That for the reasons cited above the
5anford City Commission registers its objection to the proposed
location of an adult video store adjacent to the City and
respectfully requests that the Board of County Commissioners deny
~he pending application for a special exception.
SECTION 2: That this resolution be recorded in the
Dfficial minutes of the City and that a copy be presented to each
2ounty Commissioner and the County Administrator.

The Commission extended the term of Ross Roberts, Sanford's appointee on the Seminole
County Road Impact Fee Citizens Advisory Committee., to December 31, 1989; and confirmed
Mayor's previously designated representative, Bill Simmons, on the Municipal Technical
Advisory Committee. for the Seminole County Road Impact Fee Advisory Committee.

stated he was in favor of keeping CDBG operating, even if only in a small way.
Garnett White appeared to speak on behalf of the Sanford Airplane Modelers
Association. Mr. White stated the Association desired to lease part of the City's 2200
Acre Site near Geneva for use as a radio control model airplane site. After some
discussion, it was the consensus of the Commission to receive more information, in writing,
concerning the request. Mr. White stated he would provide the information.

The City Attorney reported that the City had received copies of correspondence
dated June 20, 1989, and July 7, 1989, from Great Souther~ Federal Savings Bank to Seminole
Isle Properties indicating that defaults currently exist under the Note, Mortgage and Loan
Agreement executed by Seminole Isle Properties. He further reported that Seminole Isle
Properties owed the City rent dating back to March 1988.
Upon determination that defaults exist under Article VI and Article III of the
lease, on recommendation of the City Attorney, Commissioner McClanahan moved to direct the
City Attorney to send a notice of default, with a 30 day right to cure, to Seminole Isle
Properties, Inc. pursuant to Article XIV of the Lease.
