020580-Workshop SessionMINUTE S 5 6 3 City Commission, Sanford, Florida February 5, 19 9[3 The City Commission of the City of Sanford, Florida, met in Workshop Session in the City Manager's Conference Room, Second Floor, City Hall, Sanford, Florida, at 4:00 o'clock P. M. on February 5, 1990. Present: Mayor-Commissioner Bettye D. Smith Commissioner Whitey Eckstein Commissioner Robert B. Thomas Commissioner Lon Howell Commissioner A. A. McClanahan City Manager Frank A. Faison City Clerk Janet R. Donahoe Absent: City Attorney William L. Colbert The meeting was called to order by the Chairman. The first item of business was review of milestones for actions required for processing Seminole Mall property, as follows: · Annexation · DRI Development Order/rezoning · Comprehensive Plan Amendment A Schedule of the various activities needed to accomplish the DRI Development Order/rezoning and Comprehensive Plan Amendment was submitted from the City Planner. The City Manager reported that the needs generated by the proposed shopping center will require close attention by City Staff, and discussed a pent chart graphically showing the various activities. He reported that if all goes as scheduled, the developer will be ready to break, ground in'September, 1990. The Commission next discussed a report on Medicare Supplemental Group Health Insurance, as follows: OFFICE OF PERSONNEL MEMORRNDUM JANUARY 31~ 1990 MAYOR AND CITY COMMISSION ~IA: FROM: SUBJECT: ANALYSIS OF ISSUE TO REPLACE EXISTING HEALTH INSURANCE WITH "MEDICARE SUPPLEMENTAL" INSURANCE FOR RETIREES RECEIVING MEDICARE BACKGROUND ISSUE: Several months ago this office was directed to explore the possibility of replacing the existing City's health insurance program with a "medicare supplemental" type insurance for those retirees receiving medicare coverage. This issue was surfaced initially' at a City Commission workshop with direction given to explore the following: Does the City's coverage/care for medicare? current insurance scenario provide the best the retiree once they begin to receive benefits from Does the City's current insurance scenario continue to be cost- effective once the retiree is in receipt of medicare benefits? 3. Is there a "better" system of coverage? 5 6-4 MINUTES City co'mmiSSi°n, Sanford, Florida February 5, 19 90 PURPOSE: Since that time several things transpired regarding this issue: An "Insurance Committee" was formed to discuss the issue. Each Department was represented in addition to Commissioner Eckstein and two (2)~ representatives from the retiree population. After meeting on this issue it was determined by the Committee to solicit proposals from insurance providers to explore exactly what types of supplements were available and get specifics on how supplements actually work. Proposals were solicited via the RFP process and concluded on November 30, 1989. Only one (1) vendor, "Humana" submitted a formal proposal; fourteen (14) vendors did not respond; one (1) vendor "Met Life", submitted a "no bid". Due to the state of chaos created by the repeal of the Medicare Catastrophic Health Act firm premium rates and types of coverage could not be obtained until January 11, 1990. Th~ insurance committee was given a formal presentation by the Humana representative. Ail questions, concerns, and details of the three (3) Humana options were discussed. It was the desire of the committee to apprise the retiree population of the Humana program to solicit input and have all questions and concerns addressed prior to reporting back ~o the City Commission on this issue. On January 26, 1990 all affected retirees met to discuss the possible options. In short, the overwhelming response to this issue from the retirees was negative. Many concerns were voiced such as: A. Lack of "Sanford" doctors and facilities. B. Distance to provider network (South Seminole and Orlando). What will happen to retiree's dependent who is not medicare eligible? What happens to the seventeen (17) retirees currently receiving cash rather than insurance through the city? Why couldn't this whole issue have been addressed in a formal bid package together with regular insurance to allow more time and the possibility of being able to obtain "transition" coverage from non-medicare retiree status to medicare eligible retiree status. RECOMMENDATION/CONCLUSION: It is concluded that the initial issue did warrant consideration. Although the "Humana" plan did present problems in terms of program service area, it also determined that medicare supplements mar offer a more cost-effective approach to the issue. From a pure budgetary standpoint, based on Humana premium options, the cost differential in continuing the current insurance scenario vs. a supplement could save the City as much as $72,000 annually (calculation is based on using the Humana "Value" option). The issues raised by the retiree population have validity. There are "drawbacks" that would require formulating a City "Policy Statement" attempting to cover all aspects of retiree treatment. If it is the wish of the City Commission to pursue this endeavor further, it is recommended that further options be explored during the normal insurance bid process. Attempts could then be made to secure a more centrally located provider network, similar to that provided to regular city employees which addresses the issue of smooth transition from non-medicare eligible status to medicare-eligible status. Commissioner McClanahan reported that although he did ask Staff to look into Group Health Insurance/Medicare Supplemental Group Health Insurance for Retirees, his intent was not to reduce benefits, rather, it was to find out why Blue Cross-Blue Shield Insurance Company charges the same premium for retirees under age 65 as it charges for retirees over age 65. Further, Blue Cross/Blue Shield provides 80% coverage to those retirees under age 65, and only 20% coverage to those retirees over age 65. The City Manager recommended that if further action is desired, the issue be addressed when the group health insurance package is re-bid. Mr. Ariale advises that the GAO is no longer involved in the type of investigation requested by the City but that the Inspector General of HUD is the agency which performs that function now. Mr. Ariale spoke to the congressional liaison of HUD and has been advised that to begin an investigation the Inspector General needs to know two things: (1) the specific allegations that have been made against the. SHA, and (2) an overview of the problems at SHA. A report on the SHA detailing both the specific allegations that have been made against the SHA and the general problems of the SHA needs to be prepared and forwarded to Mr. Ariale. Either the Staff or the City Commission need to provide the details that will form the basis of the inquiry. The City Manager reported that Staff has no specific allegations against the Sanford Housing Authority as referred to in paragraph 3 of the foregoing letter. Further, in open, regular meetings, the City Commission has heard allegations against the Sanford Housing Authority, but those allegations would be heresay if the City Commission were to provide them to HUD for inquiry, instead of the persons making the allegations. Commissioner McClanahan reported he would encourage the Sanford Housing Authority to get the contract for a management company approved by HUD. b-66 MINUTES City C6mmission, Sanford, Florida February 5, regarding the possibility of the City Commission taking over the responsibility and the running of the Sanford Housing Authority, Before further considering the Eoregoing letter· The Commission next considered Recreational (SkateBoard) Ramp Regulations, referred from the January 8, 1990 Regular Meeting. The Mayor expressed disappointment that despite the Commission's suggestion that private citizens organize to construct and operate a skateboard ramp, possibly on City-owned property, no one has come forward with any organization or proposal· The City Manager reported that one citizen had submitted information on publicly- owned and operated skateboard ramps in Honolulu, Hawaii, and in Virginia Beach, Virginia. Further, a ramp such as these would cost approximately $18,000.00 to Build, and he did not recommend the City do so. Commissioner Thomas reported that Tom Hood had called him several times to report that the kids using the ramp next door to his house are harassing him. The. Director of Engineering and Planning reported that he Believed any skateboard ramp Ban or set-Back requirements would not apply to ramps already existing, Because they would Be "grandfathered". The City Manager reported that Sanford's City Code does not regulate skateboard ramps, and recommended they not Be allowed in side yards, and not allowed closer than 100 feet or so to any other house. The Commission authorized the City Manager to review with the City Attorney, possible legislation to define "puBlic nuisance" to include skateboard ramps, and to place reported he now closed same on the February 12, 1990 Late Agenda. The writer requested City support of the clean-up effort and permission to hold a reception with food and beverages after the tour, in the Cultural Arts Center. The Commission designated the City Manager as liaison with the Historic Preservation Board for this event, and concurred that the reception, with food and beverages, would Arts Center. Further, the letter also states the Greater Sanford Chamber of Commerce and the Sanford Herald are jointly sponsoring this free concert, and there will be no charge for admission and no collection will be taken. The Commission concurred this would be a worthwhile contribution to the community, and asked that Agenda. The Chairman reported the request be placed receipt, today, of Association of Mid-Florida, regarding size, placement, on the February 12, 1990, Late a letter from the Home Builders and the timely removal of signs informing the public of the location of homes in the 1990 Parade of Homes. The Commission authorized the City Manager to respond. The Chairman congratulated City Planner Jay Marder on his being elected President of the Central Florida Chapter of the Florida Planning and Zoning Association. The City Manager reported that at the Legislative Delegation Meeting on February 13th, Lee Vorhees, representing Geneva, is to present Geneva's request for incorporation to the Legislative Delegation, and that the proposed incorporation includes City of Sanford property commonly known as the "2200 Acre Site". The City Manager recommended the City ask the Legislative Delegation to remove Sanford's "2200 Acre Site" from the proposed incorporation, further he has asked the City Attorney to prepare a letter requesting same. The City Manager further recommended that a member of the City Commission attend the Legislative Delegation Meeting in Winter Springs City Hall and present the letter. The Mayor reported she would do so, and if unable, Commissioner McClanahan would do so. Commissioner Eckstein reported that the nightly traffic back-ups at the Deltona exit from I-4 are examples of Volusia County residents' use of Seminole County roads, which will continue after the construction of the proposed Expressway, and that the Volusia Countians will benefit from the Expressway by reduced traffic on I-4, even though they are not being charged Expressway construction costs. Further, Volusia County should join and pay its share of the Expressway. The Chairman reported she would bring this up at the next Expressway Authority Meeting. The City Manager reported he will meet tomorrow with Bob Hughes, Seminole County School Board Superintendent, to discuss the possibility of exchanging school board property near Seminole High School and school board property across from Sanford Middle School for City (Hovnanian Park) property, Chase Park, and possibly the 568 MINU S City Commission, Sanford, Flora ,, _ ~'~:;' February 5, Stadium. The Mayor reported receipt of a just received telephone message from Patri¢ia Hood, that the boys using the skateboard ramp next to her house threw Crisco Oil on her dog, and they are throwing litter into her yard.
