The proposed change of land use regards a proposed development
undergoing development of regional impact review. The development's
general location is identified on the map in this advertisement as
Seminole Properties Development of Regional Impact (Site).
A public hearing on the proposal will be held on Monday, March 12, 1990
at 7:00 P.M. or as soon thereafter as possible, by the City Commission
of Sanford, Florida, in the City Commission Room, City Hall, Sanford,
Florida. The City Commission, acting as the City of Sanford's elected
body, will consider an amendment to the Future Land Use Plan Element of
the Comprehensive Plan.
Interested parties may appear at the meeting and be heard regarding the
transmittal of the proposed plan amendment to the State of Florida
Department of Community Affairs.
Copies of the proposed amendment to the Future Land Use Plan Element of
the Comprehensive Plan are available at the Office of the City Clerk or
the Department of Engineering and Planning at City Hall, Sanford,
Florida and may be inspected by the public.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed amendment to the Comprehensive Plan.
Harry Ellis, 2410 South Key Avenue, appeared and reported that he is not opposed
to the proposed amendment, requested that safeguards be taken to preserve gopher turtles, and
stated if a problem occurred with the bonds, the City's millage would be raised to pay the
bill.

The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed rezoning.
Those persons appearing in favor were as follows:
Robert S. Seigler, 2530 South French Avenue, appeared to support the rezoning, and
stated he represents the owner, Bryan S. Seigler, Trustee.
Howard Lay, 195 Lakeside Drive, appeared to support the rezoning.
Those persons appearing in opposition were as follows:
Ed Kennedy, 2820 Jewett Lane, appeared and presented a petition and pictures, and
a letter from Patrick Talley, in opposition to the rezoning.
Wendy Ashton, Bevier Road, appeared and reported that Mr. Seigler's property is
directly behind hers, a drainage problem exists, and a commercial property would be
beneficial to her day care center, but she is opposed to rezoning.
Marian Kennedy, 2820 Jewett Lane, appeared and asked who is going to pay to upgrade
Jewett Lane, which is a county road.
Director of Engineering and Planning reported that drainage occurs along the canal,
flows East along the bOundary on the North side of Mr. Seigler's property into Mill Creek.
The City is working on designs to improve the drainage, City and County property abut the
ditch, and the City has not been able to acquire the Right-of-Way. The City has commitments
from Mr. Seigler to donate a maintenance easement, however, it does not take care of the
downstream area, and rezoning action does not change the property characteristics. Also,
Jewett Lane was transferred to City jurisdiction last year, and any development would require
upgrading that part of Jewett Lane to effect passage to Airport Blvd.
Recommendation submitted from the City Planner to rezone the property as
advertised.
On recommendation of the Planning and Zoning Commission, Commissioner Thomas moved
to authorize the City Attorney to prepare the proper ordinance to rezone the property as

Human Relations Advisory Board. The Commission took no action.

Mitchell and Bette Gramkow expire March, 1990. Commissioner McClanahan moved

Bids for supplying construction materials were opened on Thursday
2/1/90. Bids were received for the following materials; #89/90-
26 - Portland Cement Bags, ~89/90-27 - Transit Concrete Mix
(Readi-Mix), #89/90-28 - #57 Rock Gravel (Pipe Bedding), #89/90-
29 - Regular Coarse Sand (Builder's Sand), 089/90-32 - Back Up
Brick. The prices bid are for unit pricing as needed for 1 year,
not for specific quantities.
All bidders met specifications. We recommend awarding contracts
to supply materials to the bidders'with the lowest prices as
follows:
089/90-26 - Cement, award to Boral Brick, Sanford for Type I and
Type II at a unit price of $5.10/100 lbs. delivered and 94 lb.
bags at $4.80 bag. (Award for pick up only due to price differ-
ence for delivery and our normal usage is picked up).
089/90-27 - Concrete, reject bids for 2500 and 3000 PSI Concrete.
Recommend continuing to use Seminole Counties Contract A'~R 170.
~neir unit price of $39.85 for 3000 PSI is $1.65 less than our
lowest bid price of $41.50. Recommend awarding contract for I000
PSI additional strength at a unit price of $2.50/¥d for each
additional I000 PSI strength, and for Hi-Early fast setting

The Commission next considered a Tax Increment Financing District for the Seminole
Mall Project, discussed at March 5, 1990 Work Session.
On recommendation of the City Manager, Commissioner Howell moved to approve the
concept of implementation of Tax Increment Financing, and to direct the City Staff, the City
Attorney, and Bond Council to coordinate with Seminole County, other governmental entities,
and the developer, the mechanism for said implementation. Seconded by Commissioner Thomas.

Commissioner McClanahan referred to the Outline of Creation of a Community Redevelopment
Agency "blighted area", and asked how the area can ethically be considered blighted.
Further, he asked what entity or expense has priority for TIF monies. Also, if further
development does not take the pressure off, creating additional pressure, the City will have
defeated what the City is trying to create. Money can be used for acquisition of real
property, but is restricted to that district. He stated that if revenues remaining in the
trust funds fall short the first year, the debt reduction would require 1/2 million dollars
to meet said debt, and asked if it carries over. Further, payment of the bonds would be
first priority, and if there is any revenue left after said payment, the City would receive
it.
City Attorney reported there are two definitions of "blighted area", one of which
appears to fit the case, and he believes is sustainable from a legal standpoint. Any
increment funds expended by the Board would be used for one of the five items in 9V within
the district, excess monies realized would be available on a prorata basis to be used outside
of the district. The proposal initially provides for reserves and capitalized interest for
the first few years, and said funds would be utilized first if revenues in the trust funds
fall short the first year. Further, the foregoing would depend on how the bond documents
were structured, and we are not to that point yet.
Commissioner Howell reported that he supports the project, the growth would be
incredible, without the mall, millage will go up significantly in the next several years,
Sanford needs commercial development, and he would like "Sanford" to be included in the name
of the mall.
City Manager reported that the City Commission, as the Board of Directors, would
determine what entity has top priority for TIF monies. There is no "fail safe" mechanism for
revenues, the project stands on its own merit, the properly structured bond issue stands on
its own merits, and reserves in first few y~ars would take care of any shortfalls.
Commissioner Howell withdrew the motion to approve the concept.
