043090-Special SessionMINUTES 0 9 t City Commission, Sanford, Florida APRIL 30, 1990___ The City Commission of the City of Sanford, Florida, met in Special Session on April 30, 1990, at 5:00 P.M. in the City Manager's Conference Room, City Hall, Sanford, Present: Mayor Bettye D. Smith Commissioner Whitey Eckstein Commissioner Robert B. Thomas Commissioner A. A. McClanahan City Manager Frank A. Faison City Attorney William L. Colbert City Clerk Janet R. Donahoe Absent: Commissioner Lon Howell The meeting was called to order by the Chairman. The first item of business was consideration of a request from Holiday Inn-Lake Monroe to sell and serve alcoholic beverages on Marina Isle on May 11, 12, and 13, 1990. City Attorney reported that the City Code contemplates circumstances whereby the City Commission may choose to permit the consumption of alcoholic beverages in the open, and said request is properly before the Commission today. Further, the City should be listed as an additional party on the insurance certificate because of the risk factor when dealing with a large gathering of this type. Jeff Blackstone appeared and reported that said request is for May 12, and 13, 1990 within the confines of Marina Isles, in conjunction with food sales, and submitted Certificates of Insurance for alcoholic beverages and fireworks display. Mr. Blackstone further stated that 22-24 police officers are scheduled to cover the event, that there will be people stationed at the gates, and that no one will be permitted to bring containers on or off the premises. Also, Seagrams is one of the sponsors, and, therefore, some blended frozen drinks will be available, as well as, wine, Coors beer, and possibly some non- alcoholic fruit drinks, however, there will be no full-service bars outside. John Johnson, President, Sunset Sports Associates, appeared and reported that he has been involved with several events of this magnitude such as, Light Up Orlando, the Bay Hill Classic, Citrus Bowls, and the Disney Classic, and stated that he has experience in dealing with crowd control; it is his livelihood. Police Chief £eported that the Bat Mobile will be the command post, which will send a message, and stated that Coors should advertise sensible use when promoting the event. Commissioner Eckstein stated that the City Commission could be setting a precedent if said request is approved. City Attorney reported that should the Commission grant the request, the event could be used as an example when considering future requests, because there has been only one prior similar request, which was approved. Jeff Blackstone submitted a check in amount of $7,500.00, which represents the estimated cost deposit. On recommendation of the City Manager, Commissioner Thomas moved to approve request for sale and consumption of alcoholic beverages on May 12, and May 13, 1990 on Marina Isle, under Holiday Inn's existing license and oonditions, provided Holiday Inn assumes all responsibility to keep the alcoholic beverages on Marina Isle, for clean-up, and provides a special liquor liability insurance policy in amount of $1,000,000.00 listing the City as an additional insured. On recommendation of the City Manager, Commissioner McClanahan moved to approve same. Seconded by Commissioner Eckstein and carried bythe vote of the Commission as follows: Mayor Smith Aye Commissioner Eckstein Aye Commissioner Thomas Aye Commissioner McClanahan Aye Jeff Blackstone stated that the appropriate April 1990 payment was made through his attorney.
