051490-Regular MeetingMINUTES-'- - City Coh~mission, Sanford, Florida MAY 14, 19 90 The next item of business was discussion of information on a conceptual relocation of CSXT Main Line through Sanford. City Manager reported that he spoke with Mayor Frederick's Staff, who advised that the in-house study is being passed on to the Central Florida Rail Commission, which will include the City Commission in its discussions. Also, a Development Order is being drafted at the Regional Planning Council to get the railroad tracks removed from downtown Orlando, and suggested that the City be vigilant over next few years. The Commission next discussed requests for waiver of the 2-hour moving requirement for peddlers selling fireworks. Police Chief reportedthat he has no problem with the sale or use of fireworks, but rather, the procurement of proper licenses and permits. Commissioner Eckstein stated that he would like a cap put on the number of businesses that would be allowed to sell fireworks. Mayor Smith directed Staff to send Sunset Sports Associates a letter of congratulations on a job well done, and the success of the event, commissioner Howell requested an update on the mall. .... City Manager reported that the Development Order has been finalized, signed, and mailed to all parties as required by Florida Statutes, that the developer-is in the process of revising site plans during the appeals procegs, which takes approximately 30-60 days. Director of Engineering reported that approval of site plans, and the issuing of permits will not be granted until final approval of Comprehensive Plan, which is scheduled for July 9, 1990. The Commission confirmed that the ribbon cutting ceremony for the dedication of Sanford Reclaimed Water Facility will be June 11, 1990 at 4:00 P.M., buffet at 5:00 P.M. at City Hall, followed by the Regular Meeting at 7:00 P.M. The Mayor introduced Bobby Lundquist, who presented the Annual Youth Advisory Committee Outstanding Student/Citizenship Award to Heather Schaffer, a senior at Seminole High School. Mr. Lundquist stated that the award exemplifies student leadership in the community, and announced that Ms. SChaffer will major in marketing at the University of Florida.
