The City Commission of the City of Sanford, Florida, met in Work Session on May 14,
1990, at 5:00 P.M. in the City Manager's Conference Room, City Hall, Sanford, Florida.

The first item of business was discussion of report dated April 16, 1990, prepared
by Director of Parks and by Director of Recreation, entitled "Report on Recreation
Facilities, Improvement and Inventory of Sites".
Gene Williams, President, Seminole High School Booster Club, reported that the high
school has the only soccer field in Sanford, and requested that the City consider providing
an additional soccer field at one of the new recreation facilities being developed.
Parks Director reported that McKibbin field is specified as a soccer field, and
could be used as such in the interim.
Commissioner Howell reported that the City should pursue 30 acres for a recreation
complex, or change the Comprehensive Plan. He stated that approximately 10 acres of
Hovnanian Park has been donated, and requested that
approximately 10 acre site to approximately 30 acre site.

Commissioner Eckstein stated that the program he proposed will be implemented
October 1, 1990, and requested that said plan be given the opportunity to succeed before
pursuing alternatives. Also, until more revenues are realized, any monies utilized for
additional recreational facilities will take funds away from his program.
Parks Director reported that the education system has been cooperative in the
past, but their programs come first.
Commissioner Thomas stated that a study of both ideas should be made to determine
which plan is more feasible.
City Manager suggested that the City continue to explore the use~'of school
facilities for after school programs, adding two or three people to the program, and that the
long term goals of the program should be addressed for possible expansion through the
purchase of land, and that he will obtain options and report back to Commission.
Recreation Director reported that he met with Roger Bethard, and all are in
agreement with after school recreation program. Also, Mr. Bethard will be meeting with
representatives of Seminole High School to discuss the possibility of sharing gym space for
same, and will advise.
Mayor Smith suggested that Staff set up, at a mutually convenient time, a meeting
between the School Board and'the City Commission, to discuss recreation programs.
The next item of business was discussion of Building Division Fees and proposed
changes.
that Staff feels significant upward revisions are deemed appropriate,
recommends some changes.
Commissioner Eckstein requested an annual review of said fees.

The next item of business was the continuation of a public hearing, tabled June 13,
1988, pending receipt of letters of approval from utility companies, to consider closing a
portion of a drainage easement between Springview Drive and Sanford Grant Line. The City
Clerk reported said letters have been received, and that all state the proposed vacating will
not affect their service.

City Attorney reported that the City could enact an ordinance thereby establishing
a quota system, limiting the number of sales in certain neighborhoods, which would be proper,
as long as evenly applied. He stated that caution should be used when considering, history
in business as criteria for granting license, as same could be viewed as capricious.

The Conmmission next considered a request to declare two old, non-working diesel
generators located at the French Auenue Water Plant surplus property and donate to Florida
Flywheel Antique Engine Club for restoration and exhibition.
Director of Engineering and Planning recommended that the COlmmission approve the
request with the understanding that engines are being donated "whereis, as is", and that
appropriate removal and transportation arrangements are provided by Florida Flywheel Antique
Engine Club.
On recommendation of the City Manager, Commissioner Thomas moved to declare engines
as surplus, and authorized said engines be donated "whereis, as is", with the provision that
the receivers are responsible for the removal and transportation of same, and that the City

Mr. Faison -
On 04/30/90, bids were opened for the construction of a pre-
engineered steel building. The building will be located at our
Utility Building site, 412 West 14th Street, and will be used to
store sewer system and water line materials.
Bid packages were mailed to fourteen (14) contractors with eleven
(11) responses. This was a very competitive bid. The attached
bid tabulation lists the various bidders and their associated
prices.
The low bid was submitted by Cornerstone Building Systems from
Longwood. Their bid was $15,723 and does meet specifications.
It is recommended that this bid be awarded to Cornerstone
Building Systems in the amount of $15,723. The final cost may be
slightly higher depending on any change orders issued before the
completion of construction.
Funds for this project are available in account
#451-4540-536-62-00. This project was originally budgeted at
$19,200.

RESOLUTION NO. 1585
A RESOLUTION OF THE CITY OF SANFORD, FLORIDA,
RECOGNIZING THE NEED FOR COMMUNITY SERVICES
BLOCK GRANT FUNDING AND AUTHORIZING THE CITY
MANAGER TO ADMINISTRATE THE COMMUNITY SERVICES
BLOCK PROGRAM.
WHEREAS, the State of Florida Department of Community
Affairs is administering a Community Services Block Grant program;
and
WHEREAS, the City of Sanford has identified and developed
programs which are Community Services Block Grant program eligible;
and
WHEREAS, the City of Sanford Community Development Office
for Community Services Block Grant
has prepared application
funding,
NOW, THEREFORE, BE IT RESOLVED that the City of Sanford
City Commission authorizes and directs the City Manager to
administrate the Community Services Block Grant program in
accordance with applicable State, Federal, and local regulations.
BE IT FURTHER RESOLVED that this Resolution shall become
effective immediately upon its passage and adoption.

CoMmissioner Eckstein reported that the Seminole High School Boy's Track Team won
the State championships, and suggested that a letter of congratulations be sent.
Mayor Smith requested that the team be invited to the May 21, 1990, Regular Meeting
for recognition and introduction~
Commissioner Thomas suggested a bounty be offered for the capture, and conviction
of litterers. Police Chief Harriett reported that he would research the matter, and submit
recommendations to be discussed at a Work Session. The Commission concurred.
Mayor Smith instructed Staff to consider summer hours of operation for skateboard
ramps, and report back to the Commission with suggestions at the May 21, 1990, Regular
Meeting.
Commissioner Howell moved to authorize Staff to explore -acquisition, and/or
obtaining options, if appropriate, for expanding Hovnanian Park acreage from approximately
9.9 acres to approximately 30 acres.

Mayor Smith directed Staff to set up a joint meeting between the School Board and City
Commission to discuss the use of school facilities and recreation programs.
Commissioner Howell asked how negotiations with Holiday Inn's attorneys are
progressing with respect to Marina leases. City Attorney stated that he received Mr.
Coover's proposed changes on Friday, and Mr. Bridges has not submitted draft to date.
