Notice is hereby given that a Public Hearing will be held in the

Planning and Zoning Commission: The Acting City Clerk reported three terms
expire June 30, 1990 (John Morris has served from February 9, 1982, three
full terms, and cannot be re-appointed), (Les Owens has served from February
12, 1990, partial term, and is eligible for re-appointment), and Eddie Keith
has served from January 14, 1985, first full term, and is eligible for re-
appointment) Commissioner Howell moved to appointment Cathryn E. Welch, 801
Park Avenue, to replace John Morris, and to re-appoint Les Owens and Eddie
Keith. Seconded by Commissioner Thomas and carried by the vote of the
Commission as follows:

The Chairman reported that Seminole High School's Boy's Track Team won the State

Resolution No. 1586 was read in full, and Commissioner Howell moved to adopt

The Chairman presented a copy of Resolution No. 1586 to Coach Brauman.
The next item of business was presentation by Thelma Mike regarding minorities, and
the elderly. Ms. Mike reported that she was asked to be a panelist on the East Central
Florida Planning Council, which met May 11, 1990 to discuss various problems involving
minorities and the elderly. She stated that the report is incomplete, and will furnish the
Commission with additional information at a later date. Further, the Council is concerned
with the lack of transportation in minority areas, insufficient senior citizen centers, and
communication problems. Ms. Mike suggested that more written information be provided in
churches, grocery stores and drug stores to accommodate senior citizens, as well as, ethnic
groups. Also, Commissioners should search more diligently when recruiting committee members;
all minority groups should have equal representation.
The Mayor reported that the Metropolitan Planning Organization is presently forming
a Transportation Committee, which will deal with transportation problems of the
disadvantaged, and the chairperson of said Committee will be a member of the MPO.

The next item of business was request from Police Chief to expedite
condemnation/demolition of 613 Sanford Avenue.
Police Chief reported that up until the police department became involved, the
property was easily accessible, there was evidence of occupancy byusers of crack cocaine and
other controlled substances, dwelling has since been boarded up, that said property presents
a fire hazard, and, therefore, requested that the condemnation process be sped up, to insure
the safety of surrounding homeowners and the community.
City Manager reported that the Police Chief is recommending that the Commission
institute emergency proceedings, and approve a request for demolition.
Commissioner Thomas moved to institute emergency proceedings. Seconded by
Commissioner Howell.
Acting City Attorney reported that the City Commission has two options pursuant to
Ordinance No. 2077. The Commission can set public hearing, by posting notice on property,
and delivery of same to owner, or sub-section 6-20 provides for the removal of property, in
cases of emergency, which have been determined to involve "imminent danger" to human life or
health. The dictionary defines "imminent danger" as "immediately pending danger or peril".
Acting City Attorney further stated that, in his opinion, there has been no evidence of
"imminent danger", and therefore, recommended that the Commission notice public hearing.
City Manager suggested that the Commission announce public hearing for Regular
Meeting of June 11, 1990, and advise owner of record, in writing, regarding same.
Police Chief further stated that he is not suggesting that said property be
demolished, but would like the Commission to send a strong message to the owner, to begin
repairs.
Commissioner Thomas withdrew motion to institute emergency proceedings;
Commissioner Howell declined to withdraw his second regarding same. Motion to deClare
emergency proceedings failed by the vote of the Commission as follows:

Appointment/Re-appointment of a citizen representative to Orlando Urban Area Transportation
Study Citizens' Advisory Committee (CAC). The Metropolitan Planning Organization reports the
current representative, Ms. Teri Buratti, has been an active member and has attended meetings
on a fairly regular basis. Commissioner McClanahan moved to re-appoint Ms. Buratti.

Bids were opened 05/15/90 for the purchase of materials and labor
to replace deteriorating steel on the number one clarifier
located at the Wastewater Treatment Facility. This project is
part of our repairs and renovation to this process component at
the plant.

Bid packages were mailed to fifteen (15) contractors with three
(3) responses. Two (2) of the responses were "no bids". This
leaves us with only one (1) actual bid which is from Owens Sheet
Metal, Sanford, for $8,440.
Owens Sheet Metal meets the specifications. This firm also
received the award on the catwalk material replacement on this
same clarifier (Bid #89/90-42). They appear to be a responsible
company that is complimenting City personnel in the emergency
repairs of this clarifier.
It is recommended that this bid be awarded to Owens Sheet Metal,
Sanford, in the amount of $8,440.
This is not a budgeted item. Funds for this emergency work are
available in the Utility Reserve Account No. 481-0000-536-46-09.

Mr. Faison -
On 05/10/90, bids were opened for the purchase of a trash pump
with trailer. This pump will be used in the Sewer Division for
by-pass pumping applications when working on a gravity sewer
line. .
Bid packages were mailed to ten (10) vendors with five (5)
responses. One of the responses was a "no bid". The attached
bid tabulation lists the various bids and their associated
prices.
Only one bidder, Thompson Pump, met all specifications. Two

On Monday, 5/14190, bids to provide a vibrator~ roller and trailer to
transport the roller were opened. There were 11 requests sent with 7 (4 no
bid) responses for the roller and 5 (3 no bid) responses for the trailer
received. There are sufficient funds ($84,000) available in account 9131-
0000-541-66-06, Other Machinery & Equipment Replacement, for the purchase of
this equipment.
We recommend awarding the roller bid (989190-56) to the vendor submitting the
lowest price for a unit meeting specifications (5 ton statical0 ton applied
weight) to Adams Dewind Machinery Co., Orlando, in the smount of $37,125.00.
The other bids submitted were for units that greatly exceeded specifications
(62,800 for a 8 ton]15 ton unit) or did not meet them (25,925 for a 3 toni7
ton unit).
We recommend rejecting all bids for the trailer (%89190-57) as no units meet
specifications. We will re-bid this item and use am expanded vendor list to
obtain the trailer needed.-

requested that the Commission act upon the request for funds for the Bicycle Coordination

The Mayor stated that the County denied request for same because Sheriff's
Department already has a bicycle safety program, and asked Police Chief if the bicycle safety
programs within Seminole County and the City of Sanford are adequate.
Police Chief reported that there has never been a request for that type of service,
however, a plan has been submitted, which would involve bicycle safety by the use of bicycle
identification and voluntary registration whereby the City might be able to trace stolen
bicycles.
Commissioner Howell moved to deny said request. Seconded by Commissioner
McClanahan and carried by the vote of the Commission as follows:
