070290-Work SessionMINUTES 1131 City Commission, Sanford, Florida July 2, mhe City Commission of the City of Sanford, Florida, met in Work Session on Monday, July 2, 1990 at 4:00 P.M. in the City Manager's Conference Room, City Hall, Sanford, Florida. Present: Mayor-Commissioner Bettye D. Smith Commissioner White¥'Eckstein Commissioner Robert B. Thomas Commissioner A. A. McClanahan Commissioner Lon Howell City Manager Frank A. Faison City Clerk Janet R. Donahoe Absent: City Attorney William L. Colbert The meeting was called to order by the Chairman. The Commission considered the Proposed FY 90-91 Budget. The Mayor stated that she would not support a millage increase, and asked if anyone else would like to comment regarding same. Commissioner Howell and Commissioner McClanahan concurred. Commissioner Thomas stated that he was concerned about cutting "fat", and asked what is proposed to be cut. Also, Commissioner Thomas proposed that each department act as its own Purchasing Aqent, and questioned whether a Budget Analyst was crucial .to the City. City Manager reported that if the proposed millage increase is not approved, the only other alternative to a balanced general fund budget would be a reduction in the workforce, based on less than critical need, and the elimination of COLA, and that he could provide a new trial 'balance at the July 3, 1990 Work Session. City Manager reported that the City previously tried to have purchasing duties handled on a departmental basis, however, discounts were overlooked, there was not the level of expegtise throughout the departments as we now have with a Purchasing Agent, City Hall did not have a handle on incumbrances, and stated that a single Purchasing Agent brings good purchasing techniques, and provides better control. Commissioner McClanahan stated that the shortfall needs tO be addressed now as opposed to next year. Commissioner Howell stated that he was opposed to cutting employees, but felt there was no other alternative. Commissioner Eckstein stated that he was in favor of COLA, effective October 1, 1990, and no increase in the millage. The Commission considered the Proposed Budget, pages 1 through 111. City Manager reported that City Attorney's fees are customarily increased by COLA percentages. The consensus of the Commission was to deny COLA based increase for City Attorney's fees.
