The City Commission met in Special Joint Work Session with Seminole County School
Board on Tuesday, July 17, 1990 at 4:00 P.M., in the City Manager's Conference Room, City
Hall, Sanford, Florida.

The Chairman called the meeting to order.
The first item of business was discussion of after school recreation program.
Director of Recreation appeared and reported that after school recreation programs
presently exist at three elementary schools in the City of Sanford, that Staff is currently
meeting with teachers and coaches to determine the academic and recreational needs of
children for an after school program at Seminole High School, to be implemented October 1,
1990, that the City will pay teachers and coaches to run said program, which would be jointly
controlled by the City of Sanford and Seminole High School.
Wayne Epps, Principal, Seminole High School, appeared and reported that he is
supportive of the program, and that the success of same will depend upon the demand of the
students.
Commissioner Howell reported that he would like dates of availability for use of
Seminole High School facilities because there have been conflicts regarding same in the past.
Mr. Epps stated that dates for said facilities are scheduled well in advance.
Willie Holt, Assistant Principal at Seminole High School, asked whether students
or teachers will determine the academic and recreational needs of the students.
Roger Beathard, Coordinator, Physical Education, Health, and Driver Education,
appeared and reported that a committee consisting of Mike Kirby, Jeff Munson, himself, Coach
Blake, and Coach Register, will determine criteria for said program, that drug prevention
classes will be conducted on rainy days, and that the hours will be from 3:00 P.M. to 6:00
P.M. Also, facilities at Seminole High School are limited.
Director of Recreation reported that the program will be three hours a day, five
days a week for a period of 180 days, and will be composed of City of Sanford employees and
teachers paid by the City of Sanford at an hourly rate of $5.65, and who would be City of
Sanford employees during those hours, that the budget does not allow for a year round
but that he is hopeful there will be adequate funds for a summer program in the
program,
future.
Joe Williams, Seminole County School Board,-~asked if Saturdays will be included in
the program, and stated that such a program is needed more in the summer months than during
the school year.
Doreen Freeman, Sanford citizen, asked what the current budget is for after school
programs at Seminole High School and the three elementary schools.
Director of Recreation reported that $15,000.00 is budgeted for the high school
program, and that dollar figures were not available for today's meeting regarding the three
elementary schools.

Mr. Beathard reported that the $15,000.00 figure covers supplies and staffing for
the following schools: Seminole High School, Lakeview Middle and Sanford Middle, and that it
is anticipated there will be monies left over for possible summer program.
Commissioner Eckstein stated that said after school program will expose kids to a
number of activities, promote the over-all quality of life, and make school more enjoyable.
Commissioner McClanahan stated that the School Board and the City are breaking new
ground, trying to accomplish a common goal of maximum utilization of available personnel and
physical plants. Also, he is interested in summers being involved, and that he has a
positive feeling about the program.
Mr. Holt stated that if an after school program could be developed, which would
enhance academics, such as homework assistance and tutoring as well as recreational
activities, said program would be worthwhile.
Mr. Beathard stated that general study skills assistance and drug prevention
classes can be implemented on October 1, 1990, and that he is hopeful there will be enough
teachers and funds to tutor in math, science and english in the not-too-distant future.
Commissioner Eckstein reported that Seminole High School currently has a tutorial
program, which has minimal attendance, however, if students knew they had to complete
academic studies before participating in sports, it would provide extra incentive to stay for
tutoring. Also, transportation will need to be provided.
Commissioner Thomas stated that he welcomes the program.
Mr. Williams reported that marketing strategies will play an important part in
gaining youngster's interest and participation, and that the total child needs to be
addressed, not just the sports aspect.
Mr. Beathard stated that marketing and promotional aspects will be addressed after
the committee enlists the services of a coordinator.
Ann Neiswender, Chairman, Seminole County School Board, reported that recreation
will be the "hook", as well as food, that there needs to be a balance of activities to
develop the total student, that such a program would be good for the citizens of Sanford, and
that she expects Seminole County School Board will be supportive of said program.
Bob Hughes, Superintendent, reported that the program poses an exciting concept,
and that he fully supports same.
The next item of business was discussion regarding two surplus properties for
possible use as a recreational facility.
Mr. Hughes reported that the School Board has two surplus properties, namely,
Little Red School House, and Hopper School, that the Board has been approached by a group
interested in a long term lease regarding same. Further, if the City of Sanford is
interested in either property, for possible community use, said properties could be
transferred for $1.00, and proposed that consideration be given regarding same.
Richard Wells, Assistant Superintendent for Facilities & Transportation, reported
that long term leases cause problems because the School Board has to send to Tallahassee for
approval, so the School Board would rather transfer title to City, rather than enter into a
long-term lease. Also, if the City is interested in said properties, a Work Session could
be scheduled for discussion of same.
Commissioner Howell reported that the Hopper facility is covered with asbestos, and
renovation of same would be costly.

Mr. Wells reported that said facility has not been tested for asbestos, but it does
have so-called asbestos shingles.
Commissioner McClanahan reported that he did an appraisal on the Little Red School
House about ten to twelve years ago for the School Board, that said property should have been
condemned at that time, that extensive restoration would be necessary, and suggested that the
School Board allow the City's Building Department to help with the inspection of said
property.
The consensus of the Commission was to obtain more information regarding said
properties.
Ms. Neiswender reported that during the 89/90 school year, the School Board,
through the comprehensive planning process focused emphasis on a couple of schools that
needed help.
Mr. Hughes reported that the Private Industry Council funded a computer lab.at
Seminole High School, that implementation of same has improved test scores, that the School
Board funded additional teachers, and building program. Also, the Private Industry Council
continues to support Crooms School of Choice, which deals with the special needs of
approximately 200 to 250 students. Further, through use of innovative federal funds,
additional teachers were provided, and a computer lab was created at Midway Elementary
School. Also, bid award for Sanford Middle School is scheduled for next School Board
meeting.
Ms. Neiswender reported that through the coordination of Seminole Community College
and Seminole County School Board an adult walk-in program has been deVeloped, which provides
assistance for students and parents to obtain their G.E.D., that citizens of Sanford
participated in said program, and that they are trying to provide childcare.
Dr. Marion Dailey reported that the Private Industry Council will.be putting in a
second computer lab at Seminole High School next year. Also, a compact program will be
offered whereby students at risk will be allowed computer time, assistance with study skills,
and that scholarships will be available for students who remain in school for four years.
The next item of business was discussion of possible joint grant for swimming pool
facility.
Mr. Hughes reported that Seminole County School Board would be agreeable to
applying for PECO grant for possible joint utilization of a swimming pool facility, if the
City of Sanford Commission is interested, that the School Board would be the petitioner for
said grant, and would provide property for same, that utilization of said facility for after
school program would be negotiable, and that insurance coverage would be provided by the
School Board.
Mayor Smith reported that Commissioner Kelley had indicated that Seminole County
might be interested in pursuing same, and suggested that Staff for all three entities meet
to determine requirements to pursue said grant application.
Ms. Neiswender reported that City Commissioners, School Board representatives, and
Seminole County Commissioners need to work together to establish a legislative delation to
have some advocacy in Tallahassee.

City Manager suggested that Bob Hughes start crafting PECO grant application,
designate site plan location, start deliberation on County side, that the City work on
funding sources, and report back to Board for further discussion.
