Colbert The Chairman called the meeting to order. Commissioner Howell reported that at the 1990 National Soap Box Derby held in Akron, Ohio, Sanford was designated one of five Outstanding Race Cities in the world, and that this was based on various criteria, including how our local Soap Box Derby was run, the publicity for our local race, and the types of cars in our local race. Commissioner Howell presented the Outstanding Race City plaque to Mike Kirby, who accepted it on behalf of the City of Sanford. . A public hearing was held in accordance with Notice published in the Sanford Herald on July 23, and August 2, 1990, as follows: NOTICE OF A PUBLIC HEARING OF PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA Notice is hereby given that a Public Hearing will be held in the City Commission Chambers, City Hall, Sanford, Florida at 7:00 p.m. on August 13, 1990, to consider the following change and amendment to the Zoning Ordinance of the City of Sanford, Florida as follows: A portion of that certain property lying between West 25th Street (CR 46A) and SCL Railroad right-of-way and between Oregon Avenue extended Northerly (Lowe Avenue) and Upsala Road, is proposed to be rezoned from SR-1, Single Family Dwelling Residential to that of PD, Planned Development. Florida /~L!glJSt !3, 1990__ The Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition to, the proposed rezoning. Mr. Sepielli appeared in support of said rezoning, and reported that approval of same would bring all of his properties under planned development, and that he accepted recommendations submitted by staff at the Planning and Zoning Commission meeting, to approve said rezoning subject to specified conditions. Further, there would be no changes on the Upsala Road side, that setback designs pertaining to single family dwellings remain the same, and that the only change to Phase I is that Oregon Avenue would be brought under the umbrella. Recommendation submitted from the City Planner to approve said rezoning, subject to specified conditions and stipulations. On recommendation of the Planning and Zoning Commission, Commissioner McClanahan moved to authorize City Attorney to prepare the proper ordinance to rezone the property as advertised, incorporating said specified conditions and stipulations as outlined in recommendations submitted by City Planner dated August 1, 1990.
