The Chairman called the meeting to order.
A public hearing was held in accordance with Notice published in the Sanford Herald
on December 31, 1991, as follows:
NOTICE OF PROCEEDING FOR CLOSING VACATING AND
ABANDONING A DRAINAGE EASEMENT
TO WHOM IT MAY CONCERN:
You will take notice that the City Commisison of the City of Sanford,
Florida, at 7:00 o'clock P.M. on January 14, 1991, in the City
Commission Room at the City Hall in the City of Sanford, Florida, will
consider and determine whether or not the City will.close, vacate and
abandon any right of the City and the public in and to that certain
drainage easement lying north of and abutting Live Oak Boulevard and
between Airport Boulevard and Masters Cove Road extended northerly,
further described as follows:
Commence at the intersection of the center line of Airport
Boulevard with the Center line of Live Oak Boulevard, as shown
on the Plat of PLACID LAKE, according to the plat thereof as
recorded in Plat Book 43, Pages 5 through 10 of the Public
Records of Seminole County, Florida, and run N 53~04'39"E
along the Center line of said Live Oak Boulevard and a
Northeasterly extension thereof, 365.78 feet to the Point of
Beginning, thence continue N 53~04'39"E 245.00 feet, thence
run S 36'55'21"E 146.92 feet, thence run S 13'04'39"W 19.29
feet to a point on the Northerly right-of-way line of said
Live Oak Boulevard, said point being on a curve concave
Southeasterly having a radius of 530.00 feet and a chord
bearing of S 87'45'45"W, thence run Southwesterly along said
curve 283.33 feet through a central angle of 30*37'48" to the
point of Beginning. Containing 17077.18 square fee. (0.3920
acre)

City Clerk reported that notice was mailed to owners on. December 18, 1990.
The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed drainage easement vacating. No one
appeared.
On recommendation of Plans Review Committee, Commissioner Eckstein moved to
authorize City Attorney to prepare the proper ordinance to vacate said drainage easement as
advertised. Seconded by Commissioner Thomas and carried by the vote of the Commission as

on December 31, 1990, as follows:
NOTICE OF PROCEEDING FOR CLOSING, VACATING AND
ABANDONING A STREET
TO WHOM IT MAY CONCERN:
You will take notice that the City Commission of the City of Sanford,
Florida, at 7:00 o'clock P.M. on January 14, 1991, in the City
Commission Room at the City Hall in the City of Sanford, Florida, will
consider and determine whether or not the City will close, vacate and
abandon any right of the City and the public in and to a portion of
Woodson Avenue lying between U.S. 17 & 92 (SR 15 & 600) and Cherokee
Circle, further described as follows:
All of that part of WoOdson Avenue, lying North of the East
780 feet of Lot 2, BloCk A, Sunland Estates as recorded in
Plat Book 11, Page 17 of the Public Records of Seminole
County, Florida.
All parties in interest and citizens shall have an opportunity to be
heard at said hearing.

City Clerk reported that Notice was sent to owners on December 13, 1990.
The Chairman announced that the Commission would hear from those persons present
to speak in favor of, or in opposition to, the proposed street closing.
Thomas Deppen, 2411 Oak Avenue, representative for The Namtron Co., Jack Nortram,
owner, appeared in support of said street right-of-way vacating.
Commissioner McClanahan reported that he is opposed to vacating City right-of-way
because the City would be giving up considerable access into Sunland Estates, which would
cause a problem of servicing the area with emergency vehicles, and that there is no access
off of Lake Mary Boulevard.
Director of Engineering and Planning reported that a utility easement should be
retained over the entire right-of-way unless and until the property owner makes arrangements
for the relocation of utilities.
The City Clerk reported that Plans review Committee has determined that a portion
of said property (a 6' strip) immediately to the north of Woodson Avenue is not within the
City limits of Sanford, and declined to make a recommendation until said property is annexed
into the City.
On recommendation of City Manager, Commissioner McClanahan moved to table the
public hearing to consider vacating said property until annexation of same into the City.

The next item of business was consideration of a request from Triumph, The Church
of the New Age, to use a portion of Poplar Avenue street right-of-way, which ~ies east and
westerly of Mills Creek, for parking, and to use mulch with stabilized limerock, for said
parking facility. Commissioner Thomas moved to authorize use of street right-of-way as
requested, and the use of mulch with stabilized base instead of an impervious parking area.

The Commission next considered a request to purchase City owned property described
as the east 1/2 of Lot 10, Block 9, Tract D, PB 1, Page 56.
City Manager reported that said property was declared surplus, that an appraisal
was obtained, that no bids were received; recommended that Staff be authorized to negotiate
with Mr. Cherry, and report back to ~he Commission.
Director of Engineering and Planning reported that -on October 31, 1989, the
property was appraised at $875.00.
Commissioner McClanahan moved to authorize the sale of said City owned property for
the appraised Value in amount of $850.00, plus the cost of 'said appraisal. Seconded by

The next item of business was consideration of a request to accept a Grant of
Alleyway Easement, from Seminole County School Board, for public alleyway along a portion of
the east side of Goldsboro School site, just south of 16th Street. On recommendation of City
Manager, Commissioner Thomas moved to authorize acceptance of said Grant Alleyway Easement

Firefighter Pension Boards to limit the total benefits payable to disabled members from all

The next item of business was consideration of a request from Reverend Ings to
extend sewer line to property on 13th Place between Mulberry Avenue extended northerly and
Oleander Avenue. On recommendation of City Manager, Commissioner McClanahan moved to
authorize City crews to extend sewer line to the proposed church site (Lots 18 & 19, Georgia
Acres S/D) as requested, subject to the Baptist Church paying material costs in estimated
amount of $2,974~00. Seconded by Commissioner Eckstein and carried by the vote of the
Commission as follows:

The next item of business was consideration of a request from Greater Sanford
Chamber of Commerce, to waive alcoholic beverage rates, and required two police officers, for
its Annual Banquet on January 17, 1991 at 6:30 P.M. at the Civic Center. On recommendation
of City Manager, Commissioner'Howell moved to waive alcoholic beverage rates, and required
two police officers for said event as requested. Seconded by Commissioner Thomas and carried
by the vote of the Commission as follows:

On 12/11/90, bids were opened for modifications to our storage
area located at the Utility Building (412 West 14th Street).
These modifications involve replacing old wooden wall panels with
metal siding and installing doors on each bay. The wood sections
are in poor condition and need to be replaced.
Bid packages were mailed to twelve (12) contractors with four (4)
responses. The attached bid tabulation lists each of the bidders
and their associated price.
Ail bidders met specifications. It is recommended that the bid
be awarded to the low bidder, Mark Metal Structures, inc., in the
amount of $4,315.00.

On 12./20/90, bids were opened for the purchase of a generator
enclosure. This small metal building (6' x 10') will be used to
house a generator at our Oregon Avenue Wellfietd. The §enerator
is used to provide emergency power for our wells.
This item was part of a lar§er bid package (89/90-50) that was
opened on 05/08/90. At that time, bids were rejected due to the
high amounts. This component of the bid package was restructured
and bid again. The original price of this item on the 05/08/90
bid was $14,400.
Bid packa§es were mailed to eight (8) vendors with three (3)
responses. The attached bid tabulation lists each of the vendors
with their associated prices.
It appears that all three (3) bids submitted meet specifications.
It is recommended that the bid be awarded to the low bidder,
Ringhaver Equipment, in the amount of $6,524, pending
satisfactory review of their shop drawings.

The bid for Cypress Mulch was sent to four vendors, we
reCeived four responses. This bid was to provide materials for
use in planted areas'on an annual unit price basis. Our average
annual usage is normally about 400 cu. yds.
Recommend awarding the contract for delivered mulch to the
vendor with the lowest price, meeting specifications, Bolling
Forest Products, Longwood, at the price of $11.50/per cubic yard
in 100 yd. quantities, F.O.B. our yard. Funds for these
materials are available in Grounds Maintenance, account number
001-4048-541-52-08.
The lowest bid for delivered mulch ($11.00/cu. yd.) from AAA
Tree Service was for unsuitable material that does not meet our
specifications, it is recommended that this bid be rejected.
Recommend rejecting all bids for picked up materials due to
the insignificant price difference and our having enough storage
for large quantity deliveries.

Mayor Smith reported that the City of Casselbery will be holding a Work Session on
January 21, 1991 at 7:30 P.M. regarding Adult Entertainment, and stated that she believes the
City of Sanford has sufficient ordinances regarding same. The Consensus of the Commission
was to send a City representative to said Work Session to obtain additional information, and
report back to the Commission.
The Mayor announced that the fourth Monday in May falls on Memorial Day, and,
therefore, the Commission needs to schedule an alternative meeting date. The Consensus of
the Commission was to hold said meeting on May 20, 1991.
Commissioner Eckstein reported that tonight is Frank A. Faison's last City
Commission Meeting, that one of the legacies he will leave the City of Sanford is the
westerly annexation, which increased the City's tax base, that he will leave a second legacy
when the mall is completed, and the other commercial property is developed. Also, a problem
that went very much un-noticed was the massive wastewater project, which Mr. Faison spent
many hours conferring with-the DER and other environmental agencies to help solve.
Commissioner Eckstein further stated that Mr. Faison has been involved in a number of other
projects such as the Fire Station, and concluded by thanking Mr. Faison for the positive
things he has done to help the City of Sanford to insure the City's future growth.
Commissioner Thomas concurred with Commissioner Eckstein's comments.
Commission Thomas stated that war seems to be inevitable in the Persian Gulf, and
proposed that perhaps the citizens of Sanford assemble in the Park tomorrow for a massive
prayer service.
Commissioner Howell thanked Mr. Faison for his help, and invited him to attend the
Seminole Mall Towne Center Ribbon Cutting Ceremony.
Mr. Faison stated that he would like to be present for said ribbon cutting
ceremony.
City Attorney reported that relative to a Complaint filed byPatti Wierzbowski with
the EEOC, the City was requested to pay unspecified compensation, and to provide a letter of
reference; that pursuant to a conversation between himself and Mr. James Baldwin,
investigator for the EEOC, and a follow-up letter from Mr. Baldwin, which was received last
week, the EEOC has agreed to cancel said Complaint in exchange for the City providing a
letter of reference.
Commissioner Eckstein moved to authorize the Mayor to execute negotiated settlement
agreement with the EEOC, and to authorize the Mayor to execute a letter of reference for Ms.

first things he was challenged to do as City Attorney for the City of Sanford was to try and
handle a problem the City was having with the DER, which revolved around wastewater disposal,
that approximately five years later he accompanied Mr. Faison to Tallahassee to try and
resolve the same problem, that the matter is now behind the City, and that not only has the
relationship changed with the DER, but the City of Sanford has obtained some good grants for
rehabilitating the sewers, that the City has been able to eliminate the combined sewer in the
older section of town, and that wastewater effluent has gone to advanced treatment even
beyond that which was going on ten years ago. Further, the City has expanded its City limits
westward to allow for growth in the future, and that it has set the stage for the location
of a Regional Shopping Mall. Further, about three to four years ago, he and Mr. Faison
attended the Osceola Mall opening, that they both reflected that it would be nice if Sanford
had a mall, and that is in the stage of coming forward. Lastly, over the last several years,
Mr. Faison has treated him with courtesy, professionalism, and cordiality, that those are the
things he will remember when he thinks of Mr. Faison, and thanked him and wished him well.
City Manager, Frank A. Faison reported that he has prepared a last report to the
City Commission, which is a parting message with highlights of some of the things that have
been mentioned tonight, that he thought he would like to put into focus the challenges.and
progress that Staff and the City Commission working together for the last five years have
accomplished, that it is a positive report,' that most, if not all, of those goals and
objectives have been tackled, and/or are very well on the way, and that he would like to
leave said report with the City Clerk for inclusion in the minutes.

A Parting Message from
FRANK A. FAISON
CITY MANAGER, SANFORD, FLORIDA
As of this approaching April 1991, I would have been in
Sanford six (6) years. I will be vacating the City Manager job
just short of that six (6) years. We tend to forget our history.
Six (6) years ago a largely new City Commission was elected. In
that atmosphere some months before and after, the election, many
staff changes occurred --- a new police chief and fire chief took
command, the city engineer resigned, a new utility director had
just been hired, the assistant city manager position was vacated
and a new personnel director assumed that job - it was in that'
atmosphere that the then City Manager retired as did his executive
secretary and I was hired with the admonition from the new City
Commission that Sanford wanted to move forward.
I moved to stabilize the Department Head level by'recruiting
top professionals in openings available and developed a strong
teamwork style of operation. Later, a twenty-two (22) page
"Mission Statement with goals and objectives" was developed to
guide staff actions and budget development over the ensuing years.
Virtually all of those goals and objectives have moved successfully
along ... the most important being (1) commercial annexation along
Route 46 west to I-4, (2) major economic development (the regional-
mall at I-4), (3) rebuild and update the wastewater treatment
plant, (4) modernize the city accounting and computer systems, and
(5) expansion of the police and fire services of the City.
The attachments explain those happenings in more detail.

YEARS OF CHALLENGES AND PROGRESS
Over the past few years a new atmosphere at Sanford City Hall has
resulted in unsurpassed progress and accomplishments. The
highlights listed below reflect a .hardworking organization
dedicated to serving the public's best interests.
Wastewater Facilities - Surely the greatest single challenge
experienced by Sanford City Government regards the City's efforts
to comply with the Florida Department of Environmental
Regulations's mandate to discontinue discharge into Lake Monroe.
The City's solution, a reclaimed water system, is presently under
construction. The system will irrigate City parks with public-
access quality recycled water. The highly treated reclaimed water
will soon be available to homeowners and private development for
inexpensive lawn and garden irrigation. Another creative
problemsolving technique has resulted in Sanford receiving a
multimillion dollar technology innovation grant from the federal
Environmental Protection Agency for the vacuum sewer system that
will replace the wastewater collection lines in the DoWntown Area.
New and Better Recreation and Parks - As the City's premier
recreation facility, Fort Mellon Park is undergoing a multifaceted
facelift. Special state grants for a Senior center and renovation
of the Civic Center are complete. Several new parks such as the
brand new 15-acre Lee P. Moore Park in the Hidden Lake area,
Academy Manor Park and Groveview Park have been completed.
Cultural Arts Center - Historic Renovation - Once the City's
library, the City Commission's funding commitment is being
amplified by a special historic renovation grant from the
State of Florida. Located south of Centennial Park,
contractors transformed the spanish style building with
hardwood balconies and stucco exterior into a multiple-use
activity center.
After-School Recreation - The Recreation and Parks Department,
in cooperation with the Seminole County School Board, .now
provides after-school recreation programs at elementary
schools. This program has .proven highly beneficial for
working parents.
~lann!ng For Future Orowth - Adopted in December of 1987, the
City's completely revised Comprehensive Plan Document, 1987-2005
establishes level of service standards as well as a capital
improvements plan in compliance with the State's Growth Management
Act. The Plan is based on extensive studies including a
transportation model applied to the Sanford Urban Area. Almost a
year later to the day later, the City adopted integrated Land
Development Regulations that replaced and modernized outdated
ordinances covering zoning, site planning, subdivisions, landscape,
tree protection, environmental protection, signs and construction
standards for streets, drainage and utilities.

Neighborhood Improvement and Preservation - With the use of Federal
Community Development Block Grant Funds (CDBG), the City's
impressive record in the area of housing renovation and
rehabilitation includes over 40 renovated homes in the Georgetown
Area, more than any other similar sized community in the State of
Florida. Sanford's recognition of the need to protect older
neighborhoods is furthter reflected in the City's code enforcement
initiative.
Community Beautification - Recognizing the Lake Monroe Waterfront
as Sanford's visual and spiritual focal point, extensive landscape
efforts have vastly enhanced this natural asset. In addition, the
past four years saw a revitalized downtown, spurred in part by the
City"s First Street Streetscape. A second streetscape phase was
also accomplished. The barren Courthouse Parking Lot owned by the
City was transformed with trees, landscaped areas, new pavement and
irrigation plus a realigned and improved traffic circulation across
from the Post Office.'
New Fire Station - At long last, the City's efforts to establish a
third fire station to serve the burgeoning industrial and
residential growth on the West side between West First Street (SR-
46) and West 25th Street (CR-46A) has come to fruition, located in
Sanford Central Park next to Upsala Road.
Intergovernmental Cooperation and Agreements - Sanford and Lake
Mary signed a landmark agreement that provides a cost effective
alternative to Sanford's wastewater disposal program via irrigation
of a golf course in Lake Mary with Sanford's reclaimed water.
Furthermore, Sanford and Seminole County signed an interlocal
agreement whereby Sanford will provide water and sewer services to
the General Sanford Estates Development, established a utility
service area for the City of Sanford and put to rest the annexation
problems. This resulted in annexations all the way to I-4 with the
start of a Regional Mall.
Computerization - Internally, the City modernized with a new IBM
mainframe plus IBM's highly regarded Personal System 2 Desktop
PC's. Key finance and budget personnels' PS/2's link to the
mainframe. Standardized wordprocessing, spreadsheet and data base
programs increase capabilities, productivity and efficiency as new
mainframe functions for utility billings, payroll, licensing,
permitting and budget are phased in. This efficient transition
resulted in the MFOA award of excellence - a certificate highly
regarded in accounting circles.
SUMMARY - In conclusion, City Government in Sanford is moving
forward to meet the continuing challenge of providing adequate and
high quality services to City residents. The past few years have
seen many positive strides that have contributed to an improved
attitude and image plus increased pride in Sanford. It has taken
a forward looking City Commission plus a capable City
administration to do this. In .short, Sanford is on a roll and
should keep it that way!

video tape presentations to insure thorough
presentations are made in a timely manner.
OBJECTIVES
To continue providing administrative coordination of
merit, promotion, job classifications, pay schedules,
and salary surveys, maintaining the City' s
competitiveness in the job market.
Develop an information package, consisting of written
descriptions of health and education benefits
available to City employees. This information will be
both written (brochures) and verbal (video tape).
To conduct four (4) new employee orientations during FY
1988-89.
To visit each division on an informal basis at least
once per month.
To coordinate appropriate supervisory training, and
regularly scheduled informative meetings.
City Manager further reported that the City of Sanford was awarded the Certificate of
Achievement for Excellence in Financial Reporting from the Municipal Financial Officers
Association, and that the person responsible for managing that turn around of the accounts
according to the standard system of accounting is Director of Finance Carolyn Small, and that
said achievement was one of the goals he started working on when he became City Manager.
City Clerk Secretary, Linda Brace stated that she has enjoyed working with Mr.
Faison for the short period of time she has been with the City, and wished him the best of
luck.
City Clerk, Janet R. Donahoe reported that during the time she has worked with Mr.
Faison, she has witnessed his empathy and respect for everyone he comes in contact with, no
matter their job or station in life, that he has conducted his job with honesty, integrity
and intelligence; that he has set a standard for all of us to follow, that it has been a real
pleasure and honor to work with him, and wished him the best in his future endeavors.
