021191-Work Session MINUTES City Commission, Sanford, Florida FEBRUARY 11, 457 The City Commission of the City of Sanford, Florida, met in Work Session on Monday, 11, 1991 at 5:00 P.M. in the City Manager's Conference Room, City Hall, Sanford, Present: Mayor-Commissioner Bettye D. Simmons City Clerk Janet R. Donahoe The Chairman called the meeting to order. The first item of business was a presentation by City Planner Jay Marder regarding 391 Revised Comprehensive Plan. City Planner Jay Marder appeared and reported that the City of Sanford established Comprehensive Plan in 1979, that a new Plan was adopted in 1987, that the Revised Plan is scheduled to be transmitted to the Department of Community Affairs in , 1991, that Staff has met with the Department of Community Affairs representatives and .scussed aspects needed to create a Comprehensive Plan in compliance with the new planning contained in Florida Statutes Chapter 163 and Florida Administrative Code 9 (j) 5. , at today's meeting he will be placing emphasis on the basic elements regarding land , traffic circulation, and water and sewage, that the first part of these planning areas the type of growth anticipated for every neighborhood in the City of Sanford, that the State requires that the City show land uses for areas adjacent to the City, the focuses on just land within the City limits of Sanford. Further, Staff met with County representatives to discuss differences between the City's proposal and the 's proposal, most of which have been narrowed down, that Seminole County and the City Sanford entered into a Joint Planning/Urban Services Resolution, which has been Further, pursuant to the Growth Management Act, the City of Sanford is required to an analysis for vacant/undeveloped areas, of which there are 3,500 acres out of 11,500 in the City, that existing industrial land use is out of proportion in comparison to other municipalities because the Airport encompasses 1,700 acres of said industrial , and that residential land use is in line with other small municipalities. Further, City has basic control over establishing its park level standards, as well as industrial residential, and that parks/recreation is one of the elements that the consultants are y working on. Also, projected land use is divided into two planning periods, that tier approach is being taken to the level of service standards, that the City will propose level of service standard for the first planning period in 1997, and raise the acreage person in the second planning period in 2005, which will enable the City to purchase land and build a recreational facility in the next period. Additionally, as a result of g annual development trends since 1987, it is projected that 230 acres will be lized per year, which are broken down into the following areas: approximately 10 acres residential, 17 acres for multi-family, 60-70 for commercial use, 35 acres for industrial 7 acres for public use, and that the City will use up available residential lands by the 2005. Commissioner Eckstein asked what direction the City needs to drive as far as growth keep up with our level of service. 458 MINUTES City Commission, Sanford, Florida FEBRLIgR !!. 19 91 plan, however, the State wants to see areas reserved with no development, which is hard to do in the City of Sanford, that the plan is heavily oriented towards commercial and industrial use, that residential and multi-family use is pretty flat, and that most of the projects built in the past 10 years have been multi-family. City Manager reported that the City is being forced to plan only land which is presently under the jurisdiction of City of Sanford, that to the extent the City is successful in encouraging commercial and industrial use, residential will follow either on land which is already in the City or on land which is just outside the City limits, awaiting annexation. Further, that it is his position to encourage land use which yields jobs and tax base, and that the rest will follow. Commissioner Thomas proposed that a promotional video tape be made of the City of Sanford for the Mayor to distribute, to encourage manufacturing firms to locate their companies in the City of Sanford, to provide jobs and help the City grow. City Planner reported that according to the City's goals, objectives and policies, by 1992 the City will adopt land development regulations, that some of those provisions are already in place, and that other considerations will be brought into the City's land development regulations by the concurrency management system to make sure that the City's level of service standards are complied with at the time of impact of development. Further, the City of Sanford does not 'have very much direct control over the transportation system because much of the City's transportation system is controlled by the State road system and SeminOle County. Also, that the transportation consultant group who has done studies for Seminole County has prepared a traffic circulation element for the City, and that said plan recognizes there will be major deficiencies in 1997 and 2005. Particular care was taken to revise the existing level of standards for 17-92, and the consultants did a study of 17-92 called travel time and delay study, which was used to verify information such as traffic volumes between points, and number of Signals, that all goes through the modeling process, to come up with a revised level of service that is different the generalized tables that are promulgated by the Department of Transportation. Commissioner McClanahan asked if the City Planner foresees a concurrency problem based on the transportation network. Further, the City never established impact fees based on the fact that the City could not justify spending the money, however, if there is a concurrency problem on the roadways, there should be justification for adopting impact fees on new construction. City Manager reported that there is nothing to keep the City Commission from adopting impact fees for roads which are not in the City's jurisdiction, that there would be a prefunding requirement in advance until the County or State got around to fixing the roads, that there would be a relatively large demand for money to fix these road deficiencies thrown against a relatively small base, namely, construction with the City of Sanford to make a meaningful impact. Further the City would be providing a service, that the City would need to determine how much traffic on the road is City of Sanford traffic vs traffic which has an origin or destination outside of the City, and does the City want to, as a matter of policy, load up the cost of construction within the City by enough of an added impact fee to have any kind of a significant benefit. MINUTES City Commission, Sanford, Florida commissioner EcKstein reported t~at stall 459 FEBRUARY 11, ~as peen reluctant to establish transportation impact fees, and asked if the City needs to address the issue in the 1990's. City Manager reported that if it is the consensus of the Commission to pursue treating transportation impact fees, Staff will prepare a preliminary proposal outlining what impact fees would accomplish and what roads said impact fees would be applied to. The consensus of the Commission was to have Staff prepare a proposal regarding ~ame, and report back to the Commission. Mayor Smith asked how the City's transportation part of the plan fits in with what .he Orlando Metropolitan Planning Organization is doing. City Planner reported that the Transportation Technical Committee is going to ecommend a road prioritization program, and that he has been active with Central Florida Regional Planning Council regarding a transit transitional study, which is a document that ~ddresses the entire Orlando urban area and the transition into a mass transit. In =onclusion, Staff is in the process of compiling additional elements regarding the Revised Eomprehensive Plan to be presented at the March 11, 1991 public hearing, that the affordable housing index and data inventory analysis had to be redone, and that Staff is working closely ~ith the Finance Department regarding capital improvement projections. Also, pursuant to State public participation procedures, the City has prepared a one page questionnaire, which ~ill be provided to the citizens of Sanford for written comment regarding the plan, and that notices of Planning and Zoning Commission workshops were sent to all City of Sanford utility asers. Mayor Smith suggested that Winifred "Bill" Gielow be the recipient of the Pete %nowles Award for 1991. The Commission concurred. The Commission directed City Clerk to ~chedule the presentation of said award at a Regular Meeting in March, to purchase a plaque, ~nd compile information for a bio, and provide same to the newspaper. Commissioner Howell reported that recently the Holiday Inn had a regatta, that :here was a parking problem, and, therefore, proposed that the parking lot be restriped, and :hat applicants for "special event" permits be required to have two off-duty officers. City Manager reported that a "special event" permit was not requested regarding ~aid regatta, that Mike Kirby is in the process of preparing a more specific definition of ~hat constitutes a "special event", and proposed that the Commission consider adopting an ordinance regarding same.
