The City Commission of the City of Sanford, Florida met in Work Session on Wednesday, June 26, 1991 at 4:00 o'c.lock P.M. in the City Manager's Conference Room, City Hall, Sanford, Florida. Present: Mayor-Commissioner Bettye D. Smith Commissioner. Whitey Eckstein Commissioner Robert B. Thomas Commissioner A. A. McClanahan City Manager William A. Simmons City Clerk Janet R. Donahoe Absent: Commissioner Lon HOwell City Attorney William L. Colbert The Chairman called the meeting to order. The Commission continued to review City Manager's proposed FY 91/92 Budget, Departments, Divisions as follows: DEPARTMENT FIRE PUBLIC WORKS Commissioner Howell joined the meeting. PARKS RECREATION OTHER GENERAL FUNDS UTILITY DIVISION Fire Administration, Fleet Maintenance, Maintenance, Streets Ground Maintenance, Refuse Collection & Disposal, Stormwater Utility, Local Option Gas Tax Parks, Library & Museum Culbural Affairs Special Programs, Contingency Reserves Customer Service, Utility Plant Operators, Water 91 Maintenance & Electric, Water 92 Maintenance & Electric, Well Field, Sewer Plant Maintenance & Electric, Lift Station, Water Distribution, Sewer Collection City Manager reported that he had reviewed the budget for possible funding sources for a COLA, based on City Commission discussion and suggestions, some of which the Commission had identified, and some of which were implicit. These sources included: 1) Engineering and other Professional Services ($15,000.00), 2) Code Enforcement Board Conference/Seminar ($300.00), 3) Police Law Enforcement Trust Fund for Resource Office ($11,800.00), 4) Fire Department Conference ($1,300.00), 5) Public. Works Storage Room ($2,300.00), 6) Public Works Pick-Up Truck ($11,161.00), (7) Contingency Fund ($33,470.00, 8) Police & Fire. Retirement Pension Increase ($66,834.00), and 9) Millage Increase to 6.9999 ($83,700.00). The Commission concurred to place and hold funds from all the above, excluding Contingency Funds, Police & Fire Retirement Pension increase, and the millage increase, in a "COLA Contingency" account, for an approximately 1.22% COLA, to address the COLA issue at mid-FY 91/92, after review of revenues, and to place the proposed budget, including the Personnel actions as submitted, on the July 8, 1991, Agenda for adoption as a tentative, proposed budget.
