082791-Joint MeetingMINUTES City Commission, Sanford, Florida 125 1991 The City Commission of the City of Sanford, Florida met in Joint Meeting with Seminole County Board of County Commissioners at 6:00 o'clock P.M. on August 27, 1991 in the County Commission Conference Room N-300, 1101 East First Street, Sanford, Florida. Present: Mayor-Commissioner Bettye D. Smith Commissioner Whitey Eckstein Commissioner Robert B. Thomas Commissioner A. A. McClanahan Commissioner Lon Howell City Manager William A. Simmons City Clerk Janet R. Donahoe Absent: City Attorney William L. Colbert Seminole County Commission Members and Staff present: Commissioner Fred Streetman, Chairman Commissioner Bob Sturm, Vice-Chairman Commissioner Jennifer Kelley Commissioner Pat Warren Commissioner Larry Furlong County Manager Ron Rabun Tony VanDerworp, Planning Director The meeting was called to order by Chairman Streetman. County Manager Ron Rabun reported that the purpose of this meeting is to have conceptual approval of the proposed Joint Planning Agreement. Tony VanDerworp reported that the Joint Planning Agreement addresses land development regulations, annexation provisions, and future land use development. He briefly summarized various items covered in the report, which included: 1) Executive Summary: Describes what is contained in the Agreement and what issues have been addressed; 2) Land Development Regulations: Reviewed and found to be generally consistent. Also, there are provisions for future code updates and general review of higher intensity district standards; 3) Land Use Designations: Reviewed and determined that infill corridors or enclave parcels have equivalent land use designations.. Also, several areas were reviewed and recommendations made for what types of development should occur in the future through the planned development process; 4) Annexations: Will be reviewed with continuity being the primary consideration; 5) Future Coordination: Several areas have been pointed out for future coordination which include right-of-way requirements, base building setbacks, HIP standards, Airport Area Master Plans and Midway Plans, and Silver Lake Drive Extension; 6) Conflict Resolution: Streamline process which will expedite reaching a consensus in resolving disputes. Lonnie Groot, Assistant County Attorney, reported that the CALNO Agreement takes precedence over this Agreement on conflict resolution. Mr. VanDerworp reported that several communities have joint planning agreements, but this one is unique because of its specificity with respect to future development and borders, ease and transfer of regulatory authority to the City of Sanford, and expedient conflict resolution procedures. He stated that the next step is for the City and County to schedule a Public Hearing for adoption of said Joint Planning Agreement. After discussion, both boards concurred to proceed with implementation of the Agreement. There being no further business, the meeting adjourned at 6:25 P.M. Colbert Mayor Smith reported that the City of Sanford received a plaque from the Central Florida Blood Bank congratulating City employees who contributed to the blood supply. Discussion regarding Uncle Nick's Oyster Bar. Nick Pappas, owner of Uncle Nick's Oyster Bar, and Joe Rosier, representative for Mr. Pappas were present. Assistant City Attorney Donna McIntosh reported that the City Commission previously authorized City Attorney to review the City's liquor code, and determine the feasibility of creating a new liquor classification. Further, Joe Rosier has prepared a proposed draft amendment to City Ordinance No. 1590, which creates a new liquor classification (Class 3 A), which would allow a 4COP licensed business containing all the necessary equipment for supplies for serving food regularly, and having a seating capacity of 40 or more patrons, to sell alcoholic beverages on Sundays. Further, from a legal standpoint, the City Commission has the expressed authority to set the hours for the sale of liquor. After discussion, the consensus of the Commission was to authorize City Manager, Police Chief and City Attorney to review the proposed Amendment and make comments and recommendations, for City Commission consideration. Also, Staff to provide a list of all establishments which would be affected by this new category. Presentation by Sue Allbee, Executive Director, Better Living For Seniors. Sue Allbee appeared and reported that Better Living For Seniors is a United Way Agency, which is primarily funded by the federal government, with some donations from private individuals and corporations. Further, government funding was cut by $11,000 last year, and therefore, it has become necessary to seek contributions from local governments. Also, the services provided include: 1) meals on wheels, 2) congregate meal program, and 3) transportation to meal sites, doctor's offices, etc., and that said services are provided at no charge. Ms. Allbee further stated that the City of Sanford has two facilities, one of which is located in Midway and the other at Upsala Presbyterian Church, that the City of Sanford has the largest number of clients in Seminole County, that 32% of the meals delivered are to Sanford residents, and that the raw food cost is $26,000.00 per month. Ms. Allbee requested that the Commission consider said program, if funds become available in the future. Renaming 13th Street to Martin Luther King Boulevard. Commissioner Thomas: When we broke last - ah - when we met last that is, ah - it ah - appears that - ah - Commissioner Howell wants to know the cost, and of course, we really know (unable to understand) Commissioner McClanahan wants it to stop at 17-92, and - ah - I read the letter from Duke Adamson, and - ah - although, I don't agree with it, I think it's - I think it's .another ploy to try to put a dent in something good. ah Dr. King, because, although he
