wasn't perfect, but he certainly made a difference in the
country - had he not been there, I doubt very seriously
that I would be sitting here in this midst, and there are
a lot of people, who are not of color, benefited from the
things that grew out of his, out of his - ah - out of the
civil rights struggle. There are a lot of white people
who benefited, cause when we took three steps, you took
four or five, and I think it's - it's - it's a shame to -
to mention little frivolous things about the continuity
of the streets, and, of course, there - there - there
cost that - that would occur - ah - to the rich business.
ah - if it were anybody else, and I'll bet you. I don't
have anyway of proving it, but if it had been someone
else like J.C. Hutchinson or someone, it would've never
been a problem, and that's sad, that's very, very sad.
And, I think that - that if this Commission, if it really
wants to do what's right, is to go ahead on, and let it
extend to Sanford Avenue.

Yes. Commissioner Howell, I have the - ah - exact cost
estimate from Public Works - ah - ah - which Jerry
Herman prepared - ah - $568.01. This is for the - ah -

I missed hearing remarks. The opening remarks on that.
Ah - I, I - ah - just said I thought that the, the. I,
think that the contributions that were made as result of
- ah - the struggles, of the (unable to understand) of
Dr. King, and, of course, I'll go back further than that
if - ah - Mrs. Parks had, had refused to give, to give up
her seat, I would not be sitting here today. And, I
think the things that he stood for. He was a loving man,
and I've always said this of many instances, the man - he
was a human being, he loved people, but the things that
he inspires in a lot of others things. I don't think he
realized the depth of racism. He didn't realize it. He
thought that after a few years or so, that we could learn
to talk to each other instead of talkin at each other,
an~ come to a common ground.
Well
And, I feel that, that naming 13th Street all the way to
Sanford Avenue isn't going to hurt anything.
Okay. And, and I believe that there, there's a street in
this City that should be named that, but one of the
things that I did over the last two weeks - is - I did

talk to a lot of black folks, and you know what the
perception and the people is on 13th Street? Do you know
what the majority of the people said to me? That it's a
disgrace to name 13th Street, Bob.
That's their opinion.
Well. I, I feel that, that, and I'm not talking about -
I'm talking about goin into the black community, and
talkin to the black community, and asking them how they
feel about it. You wanna name another street, I'll go
along with it. But, when, when I sit there, and I went
purposely, and talked to the black community, and they
talked about 13th Street, and they talked about the
history of it, the majority of the people talked about
that there's probably somebody in the City of Sanford
that we could have named a street after.

people about it. And, I'll, I'll go along with the
street, but after talking to people about 13th Street.

talkin. I know there are many of them who talked to me,
and said that it was, it was a fine idea. I don't know

because the people that I talked to, told me that they -
they felt it was a disgrace to name 13th Street after
Martin Luther King.
Could you give me one or two names?
I can't give' them off the top of your head, and I
wouldn't give. I wouldn't given them out publicly anyway.

what you want. But, I think, I think it this is one of
the most important things that - that could happen,
because the man made a difference.

Chase Family contribution to the City of Sanford, for Memorial Library an~ Museum addition,
and agreement between City and University of Florida, for cataloging and future access to
Chase Family Papers.
Assistant City Attorney Donna McIntosh reported that the City of Sanford has been
designated as the recipient of 11.5% of Sydney Chase, Jr.'s trust, that the City will receive
$380,000.00, if the City agrees to name the South West Gallery as the "Sydney O. Chase, Jr.
Wing". Further, should the Commission accept said contribution, and execute an Agreement
regarding same, the City will be required to enter into an Agreement with the University of
Florida whereby the City will donate $140,000.00 of said $380,000.00, for indexing and
cataloging of numerous volumes of Chase Family papers.
The consensus of the Commission was to accept said contribution.
Reorganization of Parks and Recreation Departments.
City Manager reported that the timeframe for said reorganization is early October,
1991.

After discussion, the consensus of the Commission was to approve the reorganization
of Parks and Recreation Departments, as described in memo dated August 29, 1991, from City
Manager, to authorize Staff to advertise for the recruitment of the Grounds Maintenance
Coordinator position, and to authorize City Attorney to prepare the proper ordinance
regarding said reorganization.
City Contribution to the "Golden Age Games", for Contract Employee.
City Manager reported that the early retirement of Parks Director Jim Jernigan has
created a problem with time for turnover of knowledge and execution of the "Golden Age Games"
in November, 1991. Also, Jim Adams of the Recreation Department has been selected to
coordinate the "Golden Age Games" in the up-coming years.
After discussion, the consensus of the Commission was to authorize said
contribution to the "Golden Age Games", as described in memo dated August 29, 1991, from City
Manager.
Request for permission to apply to the Planning and Zoning Commission for a Conditional Use
Permit at 420 South Oak Avenue, to operate a Bed and Breakfast.
Walter and Roberta Padgett appeared, distributed an information packet regarding
Bed and Breakfast Inns, and showed pictures regarding same. Mr. Padgett stated that Bed and
Breakfast Inns attract a specific clientele, who are seeking historic lodging, and that they
are proposing a small three room, restored turn of the century victorian home. Further, the
location is close to downtown, which will promote the business district as well as attract
tourism. Also, to his knowledge, there is no opposition from the surrounding neighbors.
Commission Howell stated that he would like a Developer's Agreement with the
stipulation that the property revert back to single-family, should the property be sold.
The consensus of the Commission was to approve said request to apply to Planning
and Zoning Commission for a Conditional Use Permit.
Presentation by City Planner Jay Marder regarding proposed Joint Planning Agreement with
Seminole County.
City Planner Jay Marder reported that the Agreement contains an equivalency chart
("Exhibit B"), which charts the overall land use types such as iow density, residential,
commercial, and industrial, that it equates with both the City's and the County's future land
use plan categories and both respective zoning districts, and that we all agree that even
though they are two different systems and called different things, they all have the same
meaning.
Mayor Smith stated that this might be a good project for the Florida League of
Cities' Innovation Showcase next year.
Commissioner Howell requested that the discussion regarding Agenda Item %3, the
renaming of 13th Street to Martin Luther King Boulevard, be verbatim in the Minutes, and the
Commission concurred.
The Commission discussed additional Agenda items as follows: 1) Item No.23, State
Revolving Fund Loan Agreement, and 2) Item No. 9 A, FY 91/92 proposed millage rate.
There being no further business, the meeting was adjourned.
