On requested. follows: Request from Bernard Mitchell, representative for recommendation of City Manager, Commissioner Thomas moved to approve said Parade Permit as Seconded by Commissioner Howell and carried by the vote of the Commission as Mayor Smith Aye Commissioner Eckstein Aye Commissioner Thomas Aye Commissioner McClanahan Aye Commissioner Howell Aye residents of Georgetown, for assistance regarding the sale and consumption of drugs, and disposal of waste at corner of Seventh Street at Pine Avenue (Wade's Grocery Store) and between Willow Avenue and Ninth Street. City Manager reported that Staff contacted the owners/operators of Wade's Grocery Store, and caused them to do an area clean-up. Also, the property owner behind Wade's Grocery Store has been cited for over growth and debris, and the citation is in the early stages of being handled through Code Enforcement procedures. Further, the property located at 710 Pine Avenue is being reviewed for condemnation action. Continuation of public hearing to consider adoption of 1991 Revised Comprehensive Plan; continued from October 14, 1991 Regular Meeting. Director of Planning and Development appeared and briefly reviewed recent additions to the 1991 Revised Comprehensive Plan. The Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition to the 1991 Revised Comprehensive Plan, and proposed Ordinance No. 3079, to adopt the Plan. No one appeared. On recommendation of City Manager, Commissioner McClanahan moved on the second reading and adoption of said Ordinance No. 3079. Seconded by Commissioner Thomas and carried by the vote of the Commission as follows: MINUTES City Commission, Sanford, Florida 7:00 P. M. October 28 19 91 Police Chief Steve Harriett appeared and reported that most of the crimes committed in Sanford are drug driven, and occupy most of the Police Department's time. Further, during a 48 hour period the Police Department answered 570 calls. Also, with regard to this specific location, officers have been in this area 400 times since September 16, 1991, that 13 arrests were made relative to trespassing, open containers, drugs, and loitering, and that said area has been identified as a problem area, and is one of the Police Department's priority areas. Also, the drug issue is a community problem, that community involvement is needed, and that he is looking into enhancing the Neighborhood Watch in this area. Further, mobil patrol participants would receive "Mini-Police Academy" type training, and their continual presence on the street, as law-abiding citizens, would help deter criminal activity, and would displace said criminal activity. Bernard Mitchell, 1327 Douglas Street, appeared and reported that he appreciates what the City has done to clean up the area, and thanked Police Chief Harriett, Commissioner Howell and Commissioner Thomas for the steps they have taken to aid the community. Further, the trash problem that exists at the 600 block of Pine Avenue was caused by the patrons of Wade's Grocery Store, and requested that the City Commission take further steps to make Wade's responsible for clean up in the area. Liz Williams, President, Northwest Area Neighborhood Watch, appeared and reported that Commissioner Howell is working for the community, and that she supports Commissioner Howell's position regarding the Neighborhood Watch program. Alfred DeLattibeaudiere appeared and reported that District I is well represented, and commended Commissioner Howell for the representation he is giving to the people of Sanford. Also, he commended Police Chief Steve Harriett and the Police Department for the able and efficient manner in which they conduct themselves. Further, in order to curb the dr~g situation in Sanford, the Police Department should deputize the citizens of Sanford. Leon Brooks, 1405 Valencia Court East, appeared and commended everyone for the positive approach that is being taken. Further, the problem can be solved by providing the youth a positive alternative. Mayor Smith reported that there is an interesting program "Sentenced to Read", which is an alternative provided to youth ages 14-21, instead of going to jail, and requested that information regarding same be passed on to Judge Sloop, with a recommendation to implement said program. Albert Fryer, 1805 Madiera Avenue, appeared and reported that he is a member of COMA (Concerned Organized Men in Action), that he met with Commissioner Howell, Police Chief Harriett, and Commissioner Thomas, and asked if the entire Commission is going to support said organization. Mayor Smith reported that she will support anything that is coordinated through the Police Department, and that no one has tried to reach her regarding the program. Commissioner Howell reported that Georgetown and the downtown area will be used as a pilot program, and that he believes everyone on the Commission is supportive of the the program as presented by Police Chief at tonight's Work Session. MINUTES 1 ? 9 City Commission, Sanford, Florida 7:00 P. M. October 28 1991 Commisstoner McClanahan reported that Commissioner Howell was appointed Liaison Commissioner to the Police Department, as such, he is to coordinate with the Police Department and make presentations/recommendations to the Commission, and that he is only doing the job he was appointed to do. Also, he was not aware of the program until Police Chief explained at tonight's Work Session, and that no one has contacted him regarding same. On recommendation of City Manager, Commissioner McClanahan moved to authorize Public Works Department to board up said property as requested. Moore Park), and along the westerly line of same. On recommendation of City Manager, Commissioner Thomas moved to conceptually approve said exclusive perpetual access easement and utility easement, subject to changes which may be recommended by City Attorney. Seconded by Commissioner Howell and carried by the vote of the Commission as follows: Amendment No. 36, to Consulting Engineering Services Contract with Conklin, Porter & Holmes, for N.P.D.E.S. Permitting. On recommendation of City Manager, Commissioner Howell moved to authorize the execution of said Amendment No. 36, to Consulting Services Contract with Conklin, Porter & Holmes, in amount of $500.00, for N.P.D.E.S. Permitting, funding to come from Stormwater Utility. On recommendation of City Manager, Commissioner Thomas moved to authorize the execution of said Soap Box Derby Agreement with Seminole County for an amount not to exceed $5,800.00, to be funded from Tourist Development Tax Revenues; term of Agreement to be from October 1, 1991 through September 30, 1992. Orr, Cornerstone Real Estate Group, Inc., for perpetual non-exclusive ingress-egress easement for "Site 10" out parcel. City Manager reported that "Site 10" contains two parcels which are not owned by the City, but are surrounded by City property, that Cornerstone Real Estate Group, Inc. is requesting that the City agree in concept to grant an ingress-egress easement for one of the "Site 10" out parcels, which is approximately seven acres, and is waiting for a farm road to be completed, which the City currently has under contract. Also, requestor would like assurances that the City is willing to grant said easement because they would like to sell the property for use as a single family dwelling. Further, City Attorney has advised that the City has the ability to require benefactor of easement to cover all costs associated with preparation of said easement, and could require a minor payment for granting same. Commissioner Thomas reported that the citiZens of Sanford would be more appreciative if the entire Commission "leads the pack" to get rid of drugs in the community. Commissioner Howell requested Police Chief to investigate how other Cities handle false alarms of burglar alarm systems. Police Chief reported that he is looking into charging for false burglar alarms, that each situation is identified and addressed one-on-one, and that he would encourage more installation of alarms in single-family residences. Request from Assistant City Attorney for authorization to obtain appraisal regarding property located at 407 East 9th Street. Commissioner McClanahan moved to authorize Staff to obtain an appraisal for approximate value of said property, and approximate value of same with improvements, had they not been demolished. M. October 28 1991 City Clerk reported that there is still one vacancy on the Henry Shelton Sanford Library-Museum Board. The Commission instructed City Clerk to place said item on the November 11, 1991 Regular Meeting Agenda, for City Commission consideration, and to provide Juanita Papino with information regarding said board. Bernard Mitchell reported that he will provide the Commission with a copy of COMA's bylaws, and that he would like to meet one-on-one with each Commissioner to find out their feelings and ideas about the City of Sanford. Garfield Walker, owner of properties at 710, 714, 716 West First Street, appeared and reported that the occupants at 718 First Street are hurting his properties, that tenants at 710 and 716 suffer from loud noise at 718 West First Street, that there have been complaints regarding large open bonfires, tiki lights, and loud music, and requested that a letter be sent to Mrs. Williams, owner of property at 718 West First Street, requesting that she get new/better tenants.
