112591-Work Session196 MINUTES City Commission, Sanford, Florida . November 25 The City Commission of the City of Sanford, Florida met in Work Session on Monday, November 25, 1991 at 5:00 o'clock P.M. in the City Manager's Conference Room, City Hall, Sanford, Florida. Present: Mayor-Commissioner Bettye D. Smith Commissioner Whitey Eckstein Commissioner Robert B. Thomas Commissioner A. A. McClanahan Commissioner Lon Howell City Manager William A. Simmons City Clerk Janet R. Donahoe Absent: City Attorney William L. Colbert The Chairman called the meeting to order. Citizen Opinion Survey. City Manager reported that the Right Size-Right Function Committee has revised the Citizen Opinion Survey form, as discussed by City Commission at November 11, 1991 Meeting, and that cost information has been provided for three survey alternatives. He stated that utilization of Option 3 (random sample ~ 3,000 surveys) would cost approximately $1,300.00, and suggested funding from contingency fund ($34,000.00), which is separate and apart from contingency fund for possible COLA. Commissioner McClanahan reported that he would not support the survey. Commissioner Eckstein concurred. Commissioner Thomas reported that he is in favor of said survey. Commissioner Howell concurred. Director of Planning and Development distributed "Practice of Local Government Planning" booklet, and stated that the average return on a mail survey is 15%, that a random survey of 3,000 would render approximately 400 useable surveys, which would provide a reasonable statistical sampling. Commissioner Thomas proposed, as a cost saving measure, that a telephone survey be conducted by volunteers. The consensus of the Commission was to mail surveys to registered voters who voted in the 1984 or 1988 general election, should the Commission approve said survey. Affordable Housinq. Amefika Geuka was present. Commissioner Thomas reported that the City of Sanford should commit itself to Affordable Housing, and distributed an Affordable Housing proposal "Demonstration Project ~25", which Amefika Geuka submitted a few years ago. He requested that the Commission consider implementation of said program, with utilization of CDBG funds. The Commission instructed Staff to find out how much CDBG grant monies are available, to review said proposal, and report back to the City Commission with comments and recommendations at the next Work Session. Invoice Approval/Payment Procedures for City Commission approved Consultant Contracts. After discussion, the consensus of the Commission was to approve utilization of the same payment procedures in effect for City Commission approved lump sum contracts, for City Commission approved Consultant Contracts. MINUTES 9 7 City Commission, Sanford, Florida November 25 19 Freezing vacant entry level positions, and converting same to "Temporary" positions upon filling. City Manager proposed a temporary hiring freeze for vacant entry level positions such as maintenance workers, police communication operators, and clerk typist positions. He briefly reviewed considerations for said freeze as follows: 1) The City has experience in dealing with temporary employees in a number of departments, 2) The ability to realize a cost reduction because temporary employees usually do not receive fringe benefits i.e. sick/vacation leave, health/life insurance and personal leave, other than FICA and FRS contributions, said contributions are paid after six months of employment, and that Personnel Director has received written verification from FRS regarding same, and 3) The ability to evaluate people, with potential for permanent position. Further, within any category of positions, there would be no more than 50% temporary employees, with remaining 50% as permanent employees with promotional opportunity. The consensus of the Commission was to authorize City Manager to freeze vacant entry level positions, and convert same to "temporary" positions as vacancies occur, as described in memo dated November 13, 1991, from City Manager. Use of Salvation Army Gym by City Recreation Department. After discussion, the City Commission authorized Staff to negotiate a formal agreement, for utilization of Salvation Army Gym by City Recreation Department, from February 1, 1992 to September 30, 1992, said agreement to include a renewal provision, for presentation to the Salvation Army Board of Directors and the City Commission. Request from Mayor Smith, for waiver of Civic Center rental fees~ for "Mayor's Soup-er Supper", November 27, 1991, with proceeds to go to Rescue Outreach Mission and Christian Sharing Center. Commissioner McClanahan reported that he will donate $84.15 to cover utility charges, custodial overtime and sales tax, for said event. Henry Shelton Sanford Museum/Library Expansion Pro~ect. Sarah Byers appeared and reported that she likes Keith Reeves' revised design plans, that changes to the ground floor are good, that he has included some additional columns, however, the all glass front is very modernistic, and the roof is not traditional. Ms. Byers presented drawings prepared by an architectural student at Seminole Community College, and stated that he has gone one step further by putting cornices on the top of the building, changing the glass front wall to be more traditional with use of stucco, and adding square block columns, and that people who were radically opposed to the revised drawings, thought that this would be a good compromise. Further, in the interest of trying to achieve the greatest possible consensus among the many different groups in Sanford who have expressed their opinions regarding the proposed exterior design, that she and Sydney Chase urge the City Commission to decline the revised design submitted by Mr. Reeves. Sydney Chase appeared and reported that this is a joint statement, and that he believes the intent of his parents was of a more traditional exterior design. Further, they have made some mistakes by not waiting to see the exterior design plans before the agreement was finalized, nor did they consult with the Commissioners. 198 MINUTES City Commission, Sanford, Florida Novamhar 25 19 9SL After discussion, the City Commission instructed City Manager to schedule a meeting for Friday, November 29, 1991, between Commissioner Eckstein, sydney Chase and Keith Reeves, to ask Mr. Reeves if he is willing to change the design to a more traditional design, and, if not, if he is willing to give the plant to the City. (Commissioner McClanahan absent from meeting. ) Condemnation Report #91-18, 1010 West 13th Street, Mary Smith, owner. City Manager recommended that the City Commission authorize City forces to demolish said structure, conditioned upon receipt of written request from owner for City to proceed with said demolition, with the understanding that a lien will be placed against the property to cover all costs associated with said demolition, if not directly paid by the owner. Request for four speed humps on Larkwood Drive. City Manager reported that, with no objections from the City Commission, Staff will install four speed humps on Larkwood Drive, and that the cost for same is $848.00 (materials) and $624.00 (labor), totalling $1,472.00. The Commission had no objections. Condemnation Report %89-15, 2018 Mellonville Avenue, Sara Jacobson, owner. City Manager recommended that the City Commission either set a time certain for the aforesaid property to be demolished, or an alternative is to continue to permit Ms. Jacobson to make repairs as she wishes. Request from Larry Hughes, Florida Citrus Sailfest, to close Sanford Avenue from Seminole Boulevard to Co~,ercial Street on Saturday, December 7, 1991 from 5:00 P.M. to 12 midnight, for "Old Red Lobster Regatta". City Manager recommended appropriate action to approve be taken at tonight's Regular Meeting. There being no further business, the meeting was adjourned. Attest: ~/ City Clerk
