Present:
The City Commission of the City of Sanford, Florida met in Special Meeting on
1992 at 5:00 o'clock P.M. in the City Commission Room, City Hall,

Commissioner Robert B. Thomas
Commissioner A. A. McClanahan
Commissioner Lon Howell
Assistant City Attorney Donna L. McIntosh
City Manager William A. Simmons

Absent: City Attorney William L. Colbert
Lease Proposal, for Site 10 Citrus Grove Operation.
City Manager reported that although some changes have been made to the initial
proposed lease from George Wallace, said lease is not in a form that he can recommend the
City Commission execute. Further, the issue today is whether there is any direction for
Change Order to Contract III for Site 10 improvements, which includes several hundred
thousand dollars worth of citrus agriculture peculiar type improvements, and that the City
could incur significant administrative costs and overhead charges if the contractor is held
up any longer. Also, in view of the progress made on this particular proposal, and the
other proposal received today from Doudney Investment Co., City Manager requested that the
Commission give direction relative to whether or not Staff should proceed with Change Order
to Contract III of Site 10.
Commissioner Eckstein moved not to proceed with Change Order to Contract III of
Site 10, for Citrus Operation. Seconded by Commissioner Thomas and carried by the vote of
the Commission as follows:

City Manager reported that Staff will further review and refine the proposed lease
from Mr. Wallace (LJG Lease), and conduct a preliminary evaluation on the proposal received
today from Doudney Investment Co.; said evaluation to include a present value analysis of
present cashflow. City Manager recommended that Staff further review and ~e~i':_a .he i.JG
Lease, and perform preliminary review of the Doudney Lease, and that the le~e proposals be
placed on the February 10, 1992 Work Session Agenda. The Commission concurred.
The Commission concurred that Assistant City Attorney should 3ontinue making
changes/revisions to Mr. Wallace's proposed lease.
Designation of Sanford AirDort Authority new Members' Terms.
After discussion, the Commission concurred to have September 30th remain as the
term expiration date for Sanford Airport Authority Members.

COmmissioner Eckstein moved to set September 30, .1992, as the expiration date for
the terms of Gene B. Daniel and Ronald L. Weindruch; said members to be re-appointed at that
time. Seconded by Commissioner Howell and carried by the vote of the Commission as follows:

There being no further business, the meeting was adjourned.
