Present:
The City Commission of the City of Sanford, Florida met in Work Sessionon Monday,
1992 at 5:00 o'clock P.M. in the City Manager's Conference Room, city Hall,

The Chairman called the meeting to order.
FY 90/91 Audit.
Finance Director Carolyn Small presented a final copy of the FY 90/91 Audit. She
stated that the only change between this document and the draft Audit relates to the Solid
Waste Fund, providing for accrued Art Lane Landfill closure costs in amount of $70,000.00,
which is billed as a long term liability. Also, the estimated cost for said landfill
closeout and long term maintenance is $346,000.00, that it is unlikely that the City will
actually spend that amount, but the Department of Environmental Regulations and Florida
Administrative Code Rule requires the worst case scenario. Further, the City has the option
of establishing an escrow account, or can attempt to meet the test of net worth, which the
City should have no trouble meeting. Also, a comment has been added to the Management
Letter, stating that the City is not in compliance with this rule, and the response is that
the City will be filing with DER to meet the test for financial responsibility, and that
Staff will request City Commission approval within the next two or three weeks.
Anti-Loitering Law/Ordinance.
Police Chief Steve Harriett appeared and reported that the City's anti-loitering
ordinance adopted in 1989, was used, challenged and subsequently overturned by the Circuit
Court. Further, the 5th District Court of Appeals reversed said ruling, stating that the
ordinance was "fascially consitutional. Also, the Orange County ordinance regarding same is
primarily used in the area of prostitution enforcement, and not necessarily to disburse
crowds/groups of people, police Chief recommended that the ordinance be amended to include
a provision which prohibits loitering to engage in other specific forms of criminal activity
such as drug activity, prostitution, gambling, etc. Also, to authorize City Attorney to
continue reviewing Sanford's as well as other jurisdictions' ordinances, and report back to
the Commission with recommended changes/additions. The Commission concurred.
Henry Shelton Sanford Memorial Library-Museum.
City Manager reported that the Design Review Committee and the Library-MuseumBoard
have reviewed the interior floor plans and exterior design plans for the Library-Museum
expansion project, and recommend approval of same. City Manager recommended that the
Commission formally approve said plans, authorize City Manager to direct the architect to
proceed with final contract documents, and refer said item to tonight's Regular Meeting
Agenda for City Commission action. The Commission concurred.

Condemnation Report #89-15, 2018 Mellonville Avenue, Sara Jacobson, owner.
City Manager reported that Building Official Gary Winn has inspected the property
for possible code enforcement action, that he found only minor infractions, which could be
corrected very quickly, that he has discussed this situation with Assistant City Attorney and
City Attorney, and that code enforcement action is not recommended. Also, it appears that
some progress is being made.
The consensus of the Commission was to keep encouraging the owner to continue
making improvements.
Holiday Inn Arrearages.
Finance Director Carolyn Small reported that a check and cashier's check totalling
$41,589.00 were received today from the Holiday Inn, that there are sufficient funds to cover
said check, which brings the account current.
After discussion, the Commission authorized City Manager and City Attorney to meet
with Wallace Schottelkotte, Holiday Inn, and counsel for the Holiday Inn, to discuss payment
situation.
FY 92/93 Contract Renewal with Insurance Servicing & Adjusting Company (ISAC), for Worker's
ComDensation Claims Handling.
The consensus of the Commission was to renew the above-referenced contract.
Redistricting.
Assistant City Attorney reported that March 27, 1992, is the deadline for
comments/questions for any concerned parties, and that according to Plaintiff's attorney's
office no comments/questions have been received. Also, she will meet with Plaintiff's
counsel to prepare final joint stipulation proposed order.
The Commission discussed Staff proposed polling places, and other potential polling
places including: Nazarene Church on Sanford Avenue (District 93), the American Legion Hall
on Sanford Avenue (District %3), Seminole High School (District %4) and Pine Ridge Club
(District %4). City Clerk to gather additional information regarding potential polling
places for Districts 3 and 4, and report back the the Commission at the April 13, 1992 Work
Session.
Request from City of Lake Mary, for financial participation in amount not to exceed
$7,000.00, for legal representation at Public Service Commission Public Hearing on May 12,
1992 at 10:30 A.M., Lake Mary City Hall, regarding expanded toll-free calling area.
City Manager recommended that the Commission financially participate with the City
of Lake Mary and Seminole County, and authorize funding in amount not to exceed $7,000.00,
for legal services associated with the above-referenced hearing, for consideration of request
for rate parity within the Orlando Metropolitan area.
Finance Director Carolyn Small reported that the City could achieve an annual
savings of $4,000.00 to $5,000.00.
The consensus of the Commission was to authorize funding in amount not to exceed
$7,000.00 as requested, and to refer said item to tonight's Regular Meeting for City
Commission action.
Request from Amefika Geuka, GOlden Rule Housing and Development Corporation, for temporary
waiver of Land Development Regulations, authorization to proceed with "WINS Demonstration
Project", while rezoning is in progress, and for waiver of customary rezoning application fee
in amount of $150.00.

City Manager reported that two of the lots previously offered for use in the "WINS
Demonstration Project" are zoned RI-l, Restricted Industrial, which do not permit single-
family homes. Further, City Planner has indicated that the requested zoning from RI-l,
Restricted Industrial-to MR-3, Mulitple-Family Residential is consistent with the City's
Comprehensive Plan. City Manager recommended that the Commission approve said temporary
waiver of Land Development Regulations, authorization for requestor to proceed with project,
subject to submission of rezoning application within seven days of the date hereof, and
approve waiver of customary rezoning application fee, since the City is involved in the
project. The consensus of the Commission was to approve the above-referenced requests, and
referred said item to tonight's Regular Meeting Agenda, for City Commission action.
Request from Sun Bank, for 30 day extension on right.to-cure letter regarding Harbour Place
Lease.
City Attorney reported that the Commission previously granted Sun Bank an extension
on the right-to-cure letter regarding the above-referenced lease, that Sun Bank is currently
in negotiations, and has requested an additional 30 day extension through April 30, 1992, to
resolve the matter. He stated that Sun Bank has exercised good faith in making a payment,
that this is an appropriate request, and recommended that the City Commission authorize said
extension.
The consensus of the Commission was to authorize a 30 day extension through April
30, 1992 as requested.
There being no further business, the meeting was adjourned.
