The City Commission of the City of Sanford, Florida met in Work Session on Monday,
May 11, 1992 at 5:00 o'clock P.M. in the City Manager's Conference Room, City Hall, Sanford,
Florida.

The Chairman called the meeting to order.
Presentation regarding Chamber of Commerce Encouragement of Commercial Development within
Sanford.
(Commissioner Eckstein present.)
Dave Farr, Executive Director, Chamber of Commerce ("Chamber"), appeared and
reported that the Chamber's sole function is economic development, which is done through
economic retention of- existing businesses and outreach for new business, and community
enhancement through programs, activities, seminars, etc., to improve community recruiting
efforts. Further, the Chamber recognizes that cuts may be necessary, but asked the City not
to cut back in economic development funding (FY 91-92: $10,500.00), to maintain the operating
budgeting (FY 91-92: $10,000.00) for the remainder of 1992, and that cuts be done on a
gradual basis should they be deemed necessary.
The consensus of the Commission was to reduce the Chamber's budget by 5% as
Departments Heads have been instructed to do for each department within the City.
FY 92/93 Personnel Consideration.
After review and discussion of Reclassification/Regrade Requests/Recommendations,
as described in memo dated May 6,-1992, from Personnel Director, the Commission authorized
City Manager to incorporate said reclassifications/regrades as recommended into the FY 92/93
Budget, with the exception of reclassification for Building Inspector to Code Enforcement
Inspector, which request was withdrawn.
After review and discussion of proposed Pay Pla~ Revision, as described in memo
dated May 6, 1992, from personnel Director, the Commission authorized City Manager to include
said proposed revision into the budgetary process for FY 92/93 implementation.
After discussion, the consensus of the Commission was not to discontinue the
Employee Assistance Program (EAP).
FY 92/93 Budget Preparation Guidelines.
After review and discussion of Department Heads' recommended cost saving measures
and possible funding sources, as described in memos dated March 30, 1992, from City Manager;
May 4 and 5, 1992, from Police Chief; April 29, 1992, from Fire Chief; April 24, 1992, from
Director of Planning and Development; and. April 21, 1992, from Utility Director, the
consensus of the Commission was to instruct Staff to proceed to: 1) Establish an Interim
Proprietary and General Services Fee, False Alarm Response Fee, and Fire Prevention
Inspection Fee; and to 2) Increase Cemetery Space Fees, Civic Center and Cultural Arts Center
Rental Fees, Land Development, Building and Licensing Fees, and 3) adopt Utility Billing
Changes.

Request from the City of Winter Park, for contribution to "Coalition for the Homeless".
The consensus of the Commission was to have City Manager send a letter advising
that the City does not have aVailable funds to donate for same, and to respond the same for
any and all other requests for contributions/donations.
Stormwater and Solid Waste Equipment Purchases.
City Manager recommended that the Commission authorize loan in amount of $69,679.00
at interest rate of 4.59%, from General Fund Reserves to Solid Waste Fund, for purchase of
the aforesaid equipment. Said item was referred to tonight's Regular Meeting Agenda for City
Commission action.
Request from Department of Health & Human Services, for authorization to disburse funds for
Anti-Drug Abuse Program.
After discussion, the consensus of the Commission was to authorize the Mayor to
execute four letters authorizing disbursement of said funds.
Condemnation Hearings, Agenda Item 4 (C).
City Manager reported that there is no necessity to immediately demolish pool
structure as previously recommended by City Manager and Building Official; said structure
does not present an immediate hazard.
Special Meeting May 28, 1992.
City Manager reported that there will be a Special Meeting_on May 28, 1992 at 4:00
o'clock P.M. in the City Commission Room, to consider the Award of Water and Sewer Revenue
Bonds, Series 1992, and the Mayor and Commissioners acknowledged receipt of written Notices
regarding said Special Meeting.
May 18, 1992 Regular Meeting/Holiday.
City Manager reported that the May 25, 1992 City Commission Meeting has been
rescheduled to May 18, 1992.
There being no further business, the meeting was adjourned.
