The City Commission of the City of Sanford, Florida met in Work Session on Monday,
June 8, 1992 at 5:00 o'clock P.M. in the City Manager's Conference Room, City Hall, Sanford,
Florida.

The Chairman called the meeting to order.
Review of 1992 Revised Land Development Regulations.
Director of Planning and Development appeared and reviewed highlights of the
proposed 1992 Revisions to the Land Development Regulations, primarily Section VIII,
Concurrency Management. He recommended that reservation fees be adopted byresolution rather
than ordinance.
Russ Gibson, Planning Technician, appeared and reviewed Concurrency Management
System Booklet dated June 8, 1992, which included Master Project Inventory; Impact Tables for
Potable Water, Wastewater Solid Waste, Recreation, Transportation and Road LOS Map. He
stated that transportation needs the most review.
Proposed Revised Facility User Fees.
City Manager recommended that fees for various recreation facilities be
adjusted/increased, as described in memo dated May 18, 1992, from Recreation and Parks
Director, for implementation on July 1, 1992. The Commission concurred.
Showcase and/or sign to recognize Youth Athletic Accomplishments.
After discussion, the consensus of the Commission was to not only recognize youth
athletic accomplishments, but other youth achievements as well, which will be determined by
the Commission, and to utilize Alternative B sign design for same. Staff to provide cost
information and possible sites for signs at a future Work Session.
Personnel Related Items, Agenda Item No. 24.
Tim McCauley, Personnel Director, appeared and reviewed the proposed revisions to
the Personnel Rules and Regulations, as described in memo dated May 29, 1992, from Personnel
Director, and request from Public Works Director for reclassification/regrade of "Equipment
Operator II" to "Field Supervisor", as described in memo dated June 1, 1992, from Personnel
Director. The consensus of the Commission was to approve the aforesaid revisions.
1992 Florida Urban Forestry Council Award Application.
After discussion, the consensus of the Commission was to execute said award
application supporting the nomination of the Sanford Scenic Improvement Board for said award,
and referred said item to tonight's Regular Meeting, for City Commission action.
Series 1992 Water and Sewer Revenue Bonds, Agenda Item No. 25. ~
Carolyn Small, Finance Director, appeared and reported that the refinancing of said
bonds represents a savings of $328,000.00, and 3.2% of the bonds are being refunded. Further,
Art Diamond, Financial Advisor for the City, the Underwriter, and the Underwriter's Counsel
will be present at tonight's Regular Meeting.

Affordable Housing/Bill Miller.
Director of Planning and Development reported that Staff continues to proceed with
working out details regarding said project, and will present same for City Commission
approval.
Resolution No. 1633 regarding Composition of Orlando Urban Transportation Study Metropolitan
Planning Organization, Agenda Item No. 23.
After discussion, the consensus of the Commission was to adopt said resolution.
Hearing to consider Appeal of Denial of City Class Five (5) Alcoholic Beverage Registration,
Agenda Item No. 22.
City Manager reported that applicant is requeSting a Class Five (5) Certificate of
Registration in addition to the Class Three (3) Registration he currently holds. Further,
City Code does not prohibit dual licenses, but the City has always granted only one
Certificate of Registration for each location, and that City Attorney recommends that the
City continue with said practice.
There being no further business, the meeting was adjourned.
