The City Commission met in Work Session on Monday, August 10, 1992 at 5:00 o'clock
P.M. in the City Manager's Conference Room, City Hall, Sanford, Florida.

The Chairman called the meeting to'order.
"Employee of the Month". Mayor Smith announced that Arlene Davison was selected as
"Employee of the Month", presented Ms. Davison with a plaque for same, and commended her
efforts.
Request from New Salem Primitive BaDtist Church, for waiver of building demolition assessment
regarding proDerty located at 1206 Oleander Avenue. Deacon John Knight, Chairman, New Salem
Primitive Baptist Church Trustee Board, was present.
City Manager reported that the church is requesting a waiver of
demolition/condemnation charges in amount of $2,373.33, plus a Code Enforcement fine in
amount of $2,040.00, which will be considered at the Code Enforcement Board hearing tomorrow
night. Further, Constance Dent, owner, is offering to donate this property to the church if
she does not retain responsibility for said charges/fines. Also, this property was initially
considered for the WINS Demonstration Project, however, he and Amefika Geuka do not believe
the location is suitable for a new single-family house.
After discussion, City Manager recommended that this item be tabled until August
24, 1992 Regular Meeting, pending Code Enforcement Board action on August 11, 1992, to
determine total monies involved for possible payment structure. The Commission concurred.
Requests for waiver of Land Development Regulations, Schedule K, Section 2.3, Signs
Prohibited, Paragraph B., Billboards, near the Expressway crossing as follows: A) From
Nathaniel and Carolyn Richburg, and B) From B.J. Simons. No one was present regarding
Item B.
City Manager reported that he and Director of Planning and Development recommend
that the requests for waiver be denied.
Vic Richburg, representative for Nathaniel and Carolyn Richburg, reported that the
billboard would be 14' x 48', with a height not to exceed 50'. Further, surrounding property
owners have been contacted, and have no objection to said sign. Also, if this waiver is
granted, the City could/would be allowed to display any message it desires, free of charge,
for a period up to 90 days, with the possibility of a separate sign for permanent use.
Request from Seminole County Humane Society, for City contribution in amount no less than
$1,711.00 per annum, for animal control services provided.
City Manager reported that it would not be appropriate to fund this from the Solid
Waste Enterprise Fund. Further, this would be a General Fund Budget item, however, no monies
have been set aside, and, therefore, it would be necessary to fund from the special COLA
Contingeqcy Fund ($27,000.00 +), or from the regular General Fund Contingency Fund
($4,145.00). Also, the Humane Society is three months in the arrears for trash services
provided, and that the requested contribution ($1,711.00) is the current annual cost of Solid
Waste at the City's present rate.

Bo Simpson, Seminole County Humane Society, reported that Seminole County
subsidizes the Human Society in-kind ($38,000); he is seeking contributions from all
municipalities; he was not aware of the arrearage; the Humane Society cannot keep operating
without financial assistance; and the City of Casselberry has its own animal control and
budgets $187,900.00 a year for same.
After discussion, the Commission concurred to table this item in order to determine
possible funding sources.
Administrative Procedures for Determining Discontinued Non-Conforming Uses.
After discussion, the Commission concurred with the concept of the proposed
administrative procedures, as described in memo date July 30, 1992, from Director Planning
and Development, and will consider adoption of said procedures subject to
comments/recommendations from City Attorney.
(Commissioner Howell absent from the meeting.)
Police False Alarm~ and Fire False Alarm and Inspection Fee Ordinances.
Fire Chief Tom Hickson reported that the Fire ordinance was derived from several
ordinances in the surrounding areas.
Police Captain Russell reported that this ordinance will force businesses to keep
their alarm systems properly maintained. Also, the fees are on the low side.

City Manager reported that the average cost per run for the Police Department is
$60.00 and $660.00 for the Fire Department.
Yard Waste Recycling Program Proposal.
After discussion, the Commission authorized Staff to proceed with implementation
of the program, as described in memo dated July 24, 1992, from Director of Public Works.
Expressway.
Mayor Smith reported that in 1987, the City passed a resolution opposing the
proposed Expressway routes.
Commissioner Eckstein reported that he spoke with Crystal Lawrence, and that she
is requesting that the City keep a vigilant watch over what the Expressway Authority does,
and that it provide the proper buffers.
Request from Chamber of Commerce, for free use of Civic Center for free concert in Febr,,a~y,
1993. The Commission concurred to consider this request at the August 24, 1992 Regular
Meeting.
There being no further business, the meeting was adjourned.
