090292-Special MeetingMINUTES. 388 City Commission, Sanford, Florida 19 92_ The City Commission of the .City of Sanford, Florida met in Special Meeting on Wednesday, September 2, 1992 at 4:00 o'clock P.M. in the City Manager's Conference Room, City Hall, Sanford, Florida. Present: Mayor-Commissioner Bettye D. Smith Commissioner Whitey Eckstein Commissioner Robert B. Thomas Commissioner A. A. McClanahan Commissioner Lon Howell City Manager William A. Simmons City Clerk Janet R. Donahoe Absent: City Attorney William L. Colbert The Chairman called the meeting to order. City ~urricane Assistance. City Manager reported that relative to fax dated August 31, 1992, from Michael J. Robert, FCCMA President, requesting assistance in providing construction materials, equipment and volunteers, to repair roofs of approximately 500 City employees through out the Miami area, he was prepared to recommend that the City provide seven to eight individuals for two to three days plus available equipment/supplies, however, said project has fallen by the wayside. Police Chief Steve Harriett reported that the Police Department has been receiving donated items ranging from non-perishable food to tires, that volunteers are scheduled to leave tomorrow for the Miami area, that they will meet with North Miami Beach Police Department representatives and deliver the tires to Homestead, and make four other stops within the south Florida area, to deliver items to areas that have not yet been reached. Further, communication operators are currently being staffed from other jurisdictions around the state, that there will be a need for replacements after September 12, 1992, and that the Seminole County Sheriff's Department has dispatched nine deputies. Chief Harriett recommended that the City provide two communication operators for at least one week. Also, lodging accommodations have been offered for said individuals. Further, due to existing issues and challenges, the City cannot spare any police officers at this time. Additionally, it may be necessary to provide escort services from time-to-time, for delivery of certain items. Fire Chief Tom Hickson reported that Altamonte Springs will be supplying one heavy duty rescue truck, and has requested that the City of Sanford provide a back-up engine and three to four personnel, for a minimum of two weeks. Chief Hickson recommended that the Commission authorize same. Public Works Director Jerry Herman reported that the City could provide two crews, and various types of equipment and construction materials. Further, said crews could probably rebuild two roofs a day, however, a greater impact might be realized if only temporary repairs were done. Commissioner Howell moved to authorize Staff. to proceed with the roof repair initiative; to provide fire/rescue backup as recommended by Fire Chief; two Police Department communication operators as recommended by Police Chief, and/or any additional assistance as deemed necessary/appropriate by City Manager, with the City of Sanford remaining the number one priority. City Manager reported that there are City employees on military leave in the Miami "Hurricane Andrew" area, and to insure that they receive paychecks at the appropriate time, for up to seventeen (17) days, as required by Florida Statutes, absent information to the contrary, said paychecks will be provided to the employee's spouse if designated as beneficiary on their insurance policy. Further, should those employees remain in Miami for longer than seventeen (17) days, the individuals will have the option of receiving full or partial accrued City leave on the books, to supplement their military pay, and that the Commission may want to consider providing supplemental pay. The Commission directed City Manager to send a letter to Mayor Evers, President, Florida League of Cities and to FEMA, advising him of the actions taken by the City Commission today.
