092292-Special Meeting MINUTES City Commission, Sanford, Florida ~o~eeti~ 405 September 22, 1992 The City Commission of the City of Sanford, Florida met in Special Meeting on Tuesday, September 22, 1992 at 4:00 o'clock P.M. in the City Manager's Conference Room, City Hall, Sanford, Florida. Present: Mayor-Commissioner Bettye D. Smith Commissioner Whitey Eckstein Commissioner Robert B. Thomas Commissioner A. A. McClanahan Commissioner Lon Howell City Manager William A. Simmons City Clerk Janet R. Donahoe Absent: City Attorney William L. Colbert The Chairman called the meeting to order. AMTRAK/Auto Train. Dave Farr, Executive Director, Chamber of Commerce reported that he received a letter last Monday, from the Vice-President of Auto Train, which indicated that the existing AMTRAK/Auto Train terminal in Sanford is too small to accommodate expansion of the operation, and that possible alternatives are being considered for a 1995 expansion project. Said alternatives include: 1) Remain at present location, 2) Move to another site within Sanford; possibly Rand Yard Road, 3) Move to another location in the Orlando area; possibly Taft/Wildwood area, and 4) Split the operation; servicing at present location and passenger terminal at nearby location. Further, the community response/support for maintaining the Auto Train in Sanford has been overwhelming. He reviewed four elements contained in the proposed plan "Operation Auto Train" to maintain the terminal in the Sanford area, as outlined in his memorandum dated September 22, 1992, which included: 1) Determine Auto Train site specific needs, 2) Inventory available sites; City and/or Couhty may want to offer property or long term lease, 3) Community Support letter, for presentation to Graham Claytor, President, Auto Train, and 4) Presentation to Amtrak/Auto Train by Contingency of City, County, Chamber of Commerce and business community representatives. Commissioner McClanahan moved to authorize Mayor Smith and City Manager to travel to Washington D.C., to meet with Auto Train representatives. Seconded by Commissioner Eckstein and carried by the vote of the Commission as follows: Mr.. Farr reported that Senator Graham and Congressman McCollum have been apprised of the situation, and asked to join the coalition. The Mayor called for the vote on the foregoing motion. Said motion passed by the vote of the Commission as follows: Mayor Smith Aye Commissioner Eckstein Aye Commissioner Thomas Aye Commissioner McClanahan Aye Commissioner Howell Aye Head Start Program. City Manager reported receipt of a letter dated September 22, 1992, from Phoebe Carpenter, President, Community Coordinated Child Care for Central Florida, Inc. ("4C"), requesting that the City join and/or support 4C's application to become grantee for the Seminole County Head Start program. Also, 4C is a United Way agency in Seminole, Osceola, and Orange Counties, and has administered the Head Start program in Osceola County for the past five years. Further, there are several issues of concern relative to the City acting as grantee, that he would like to continue exploring the possibility of the Seminole County School Board acting as the educational organization within Seminole County, with Lake Community Action Agency and 4C as alternative grantees, and recommended that this item be 406 MINUTES City Commission, Sanford, Florida Spec±al Meet±rig September 22, 1992 referred to the October 5, 1992 joint Work Session with the Seminole County School Board, for further discussion. Also, that the grant application, previously authorized at the September 14, 1992 Regular Meeting, be held in abeyance pending said discussions. "Hurricane Andrew" Update. City Manager reported that he has authorized two City police officers, with one patrol vehicle, to assist Homestead Police Department Wednesday, October 7, 1992 to Wednesday, October 14, 1992, as requested in letter dated September 15, 1992, from William Liquori, Chief of Police, Altamonte Springs. WeatherizationGrant. On request of Charles Rowe, Community Development Officer, Commissioner McClanahan moved to authorize Mayor Smith to execute an Extension of the Weatherization Grant, to allow the program's continuation from October 1, 1992, to September 30, 1993, in amount of $55,277.00, and to authorize Mr. Rowe to deliver said Extension at the Weatherization Work Session in Tallahassee, Florida. the Commission as follows: Seconded by Commissioner Howell and carried by the vote of Mayor Smith Aye Commissioner Eckstein Aye Commissioner Thomas Aye Commissioner McClanahan Aye Commissioner Howell Aye There being no further business, the meeting was adjourned. ~4 A~Y O R ' - Attest: ~ ~'ity' Clerk '
