Special Meeting
December 9~
The City Commission of the City of Sanford, Florida, met in Special Session on
Wednesday, December 9, 1992, at 11:40 o'clock A.M., in the City Commission Room, City Hall,
Sanford, Florida.
Present:

Commissioner Whitey Eckstein
Commissioner Robert B. Thomas
Commissioner Lon Howell
City Attorney William L. Colbert
City Manager William A. Simmons
City Clerk Janet R. Donahoe
Absent: Commissioner A. A. McClanahan
The Chairman called the meeting to order to receive the Certificate of Results of
the Municipal General Election held on December 8, 1992, for the purpose of electing the
Mayor and one Commissioner, District 1, and stated that the absentee ballots were counted at
7:00 o'clock P.M. on December 8, 1992.
The Certificate of Results for the General Election held on December 8, 1992, was
received by the City Clerk and the City Commission and recorded as follows:

Commissioner Eckstein moved that the returns of the election held on December 8,
1992, be accepted and the absentee ballots be approved as recorded, and declared Mayor Bettye
D. Smith as the winner. Also, declared Bill Kirchner and Commissioner Lon Howell, as the two
candidates receiving the highest number of votes, for Commissioner, District 1, and that
there will be a Run-Off Election held on December 22, 1992, between said candidate's.
Seconded by Commissioner Thomas and carried by the vote of the Commission as follows:

The Commission noted that Commissioner Robert B. Thomas, Jr. was unopposed in his
bid for re-election as City Commissioner, District 2, and, therefore, was deemed to be the
winner; and the Commission declared Commissioner Thomas to be the winner.
Commissioner Thomas moved to authorize payment in amount of $90.00 to Inspectors
and Deputies, and $100.00 to the Clerks, plus mileage to deliver the ballot box. Seconded
by Commissioner Eckstein and carried by the vote of the Commission as follows:

Commission Thomas moved to appoint an Election Clerk, Inspectors, and a deputy, and
to authorize the Mayor to issue an Election Proclamation, for the Run-Off Election December
22, 1992, between Bill Kirchner and Commissioner Lon Howell. Seconded by Commissioner
Eckstein and carried by the vote of the Commission as follows:

Commissioner Thomas moved to appoint Commissioner Eckstein to serve on the
Canvassing Board, and to represent said board at the Logic and Accuracy Test at 3:30 P.M. on
December 18, 1992, and to canvass Absentee Ballots on the night of the Election. Seconded
by Commissioner Howell and carried by the vote of the Commission as follows:
