The City Commission of the City of Sanford, Florida met in Work Session on Monday,
January 25, 1993 at 5:00 o'clock P.M. in the City Manager's Conference Room, City Hall,
Sanford, Florida.

The Chairman called the meeting to order.
Mayor-Commissioner Bettye D. Smith
Access 93 - A Proposed Neighborhood Outreach Program.
Director of Planning and Development Jay Marder reported that the proposed
Neighborhood Outreach Program is a community service approach between City officials and the
general citizenry, to educate, exchange information, and target concerns within
neighborhoods.
(Commissioner McClanahan joined the meeting.)
After discussion, the consensus of the Commission was to authorize Staff to proceed
with the Neighborhood Outreach Program as described in memo dated January 5, 1993, from
Director of Planning and Development, and to hold one meeting in each City Commission
District to determine whether such a program has merit.
Agreements with Conklin, Porter & Holmes.
A. Request for Fee Increase from $493,421.04 to $602,756.01 ($109,334.97)
regarding Site i0, Contracts I, II and III.
(Commissioner Howell and Commissioner McClanahan absent from the meeting.)
B. Request for Fee Increase in amount of $5,500.00, regarding Amendment No. 32,
to original Contract dated December 7, 1983, for Westerly Interceptor and
Reclaimed Water Transmission Mains, Contract I and II.
After discussion, and on recommendation of City Manager, the consensus of the
Commission was to approve fee increases for A and B, above.

State of Florida Worker's Compensation Self-Insurer Assessment for FY92/93 and Underpayment
for FY 91/92.
After discussion, the Commission concurred to pay Worker's Compensation Self-
Insurer Assessment for FY 92/93 in amount of $45,484.82, and Underpayment for FY 91/92 in
amount of $22,047.65, from General Fund Reserves.
Police Department/Personnel Request Proposal.
After discussion, the consensus of the Commission was to approve the requested
proposal to abolish one Police Captain position, and to establish one additional Police
Officer position and one Data Processing Operator/Programmer position, which will require
amending Ordinance No. 3075, Classification and Pay Plan.
Request for City participation in funding Airport Access Road at Central Florida Regional
Airport.
City Manager reported that he has been working with Seminole County and the Sanford
Airport Authority to fast track the funding of an access road around the Central Florida
Regional Airport. Further, the concept for funding both design and construction is to
prefund with Local Option Gas Tax funds with repayment from the one cent sales tax. Further,

the total estimated cost of the project ranges from $700,000.00 to $980,000.00.
On recommendation of City Manager, the consensus of the Commission was to approve
a resolution of support for the establishment of the terminal access road, and to commit to
providing accelerated funding in amount of $10,000.00 from LOGT funds, for the design of said
road.
Local Area (Com~uter) Network, for Department of Engineering and Plannlng.
After discussion, the consensus of the Commission was to authorize the purchase and
installation of the LAN system, and to accept proposal from Uptime Computers, as described
in memo dated January 6, 1993, from Director of Planning and Development.
ProDosal for Surveying Services regarding Cloud Branch/Mill Creek Drainage Bas4n~.
City Manager reported that this contract will provide for the gathering of data and
the preparation of maintenance maps, where the City has acquired prescriptive rights.
The consensus of the Commission was to accept proposal from Hartman and Associates,
Inc., in amount of $7,800.00, for surveying services as described in memo dated January 14,
1993, from Civil Engineer I.
Request from Martin Luther King Committee, for free use of the Civic Center, for
Martin Luther King, Jr. celebration events, from February 15 through 20, 1993.
on recommendation of Mayor Smith, the consensus of the Commission was to deny the
request for free use, and to charge the reduced "Class B" rates in amount of $300.00. Also,
to deny request to use the Civic Center on February 17, 1993, which has already been set
aside for the Senior Dance.
The Commission referred this item to tonight's Regular Meeting, for City Commission
action.
Request from Habitat for Humanityt for City Assistance in demolishing Margaret S~eed's house
on Railroad Street.
City Manager reported that labor, equipment and overhead for the City to demolish
the property is estimated to be $1,700.00, and recommended approval for use of City equipment
and labor, subject to requestor funding dump fees in amount of $550.00.
After discussion, the Commission instructed Staff to find out whether County and/or
City CDBG funds can be used to demolish said property, and report back to the Commission.
Recommendations from Planning and Zoning Commission Meeting of January 21, 1993.
City Manager reported that the Planning and Zoning Commission recommends approval
of two plats: 1) Monroe Meadows, Sanford Avenue, and 2) Indian Trace Phase I, Oregon Avenue.
The Commission referred this item to tonight's Regular Meeting for City Commission
consideration.
Request from Seminole Countyt for City to A~point a representative to serve on the Seminole
County Road Impact Fee Citizen .A~visory C~u,ittee.
On recommendation of City Manager, the Commission concurred to appoint Bobby
VonHerbulis, as City representative, to the Seminole County Road Impact Fee Citizen Advisory
Committee.
Police and Fire False Alarm Fees.
City Manager requested clarification whether it was the intent of the Commission
to wipe clean/refund all police and fire false alarm charges/fees incurred prior to January
25, 1993. The Commission concurred to void all charges incurred to date, and to refund any
monies already collected for same.

City Manager reported that Seminole County has requested City assistance for
obtaining road right-of-way.
Requests from Building Official to board up proDerties at 1012 West 9th Street, and 1407
Valencia Court.
On recommendation of City Manager, the consensus of the Commission was to authorize
the Public Works Department to board up properties as requested, and referred this item to
tonight's Regular Meeting for City Commission action.
Central Examining Board Vacancy.
City Manager reported that Elmer Smith has been recommended to replace Joe Spalding
on the Central Examining Board. The Commission concurred to consider the appointment at a
Regular Meeting.
There being no further business, the meeting was adjourned.
