030893-Work Session MINUTES City Commission, Sanford, Florida Work Session March 8 19 93 The City Commission of the City of Sanford, Florida met in Work Session on Monday, March 8, 1993 at 5:00 o'clock P.M. in the City Manager's Conference Room, City Hall, Sanford, Florida. Present: Mayor-Commissioner Bettye D. Smith Commissioner Whitey Eckstein Commissioner Robert B. Thomas, Jr. Commissioner A. A. McClanahan Commissioner Lon K. Howell City Attorney William L. Colbert City Manager William A. Simmons City Clerk Janet R. Donahoe The Chairman called the meeting to order. Contracts with Conklin, Porter & Holmes, for various Water System R~tensions/Im~rov~ments. A. Amendment No. 6, to original Contract dated December 17, 1987, in amount of $11,557.00 for preliminary engineering work. (1) Water Line Extension - SR 46 to Old Lake Monroe Post Office. (2) Water Line Extension to Oregon Avenue from SR 46 to SR 46A. (3) Water Line Extension - Sanford Avenue from Railroad to Oak Way. (4) Emergency Generator at French Avenue Water Booster Plant. City Manager reported that the above referenced water system extensions/improvements are included in the City's overall master plan, that some are required as part of the Water System Agreement with Seminole County, and that said extensions/improvements will be funded from the proceeds of the 1991 Water & Sewer Bond Sale. B. Proposal for Utility Relocation work along Sanford Avenue, from the Expressway to Airport Boulevard, in estimated amount of $25,521.00. City Manager reported that this relocation work is a result of Seminole County four-laning Sanford Avenue between Airport Boulevard and Silver Lake Drive. Requests from Central Florida Regional Airport regarding DroDosed Aircraft Manufactur4n~ Facility and Airport Industr~ Incentive. Steve Cook, Director of Aviation, Sanford Airport Authority, reported that the Central Florida Regional Airport is one of approximately twelve airports throughout the United States being considered as the site for a 260,000 square foot aircraft manufacturing facility (Northrop). Further, this facility will produce approximately 800 military turbo prop trainer aircraft over a fifteen (15) year period, and that said production would begin in about two years. Further, this project will provide approximately 300 to 400 jobs, with an average salary of $30,000.00 per year. Mr. Cook requested a waiver of all applicable fees, as a stimulus for this type of development. City Manager read a proposed resolution supporting the location of this aircraft facility in Sanford and pledging approximately $79,500.0D in public funds, to pay City impact fees for water, sewer, fire and police, the State radon fee, and waiver of City development and building permit fees, with funding from general fund reserves, and repayment of said monies over a fifteen (15) year period. City Manager reported that this is a win-win situation based on the fact that this facility, which has an estimated construction cost of 15 million dollars, will generate over $110,000.00 in ad valorem receipts per year at the present millage rate, without consideration of employment benefits, additional utility taxes or franchise fees, etc.; and recommended adoption of said resolution. Further, tomorrow, the Seminole County Commission will be considering a similar resolution for waiver of transportation impact fees. 5 4 2 MINUTES City Commission, Sanford, Florida Work Session March 8 19 93 City Manager recommended that the Commission consider establishing an economic development policy to include industry, warehousing, and non-retail commercial. Further, Dave Farr will be meeting with AT & T representatives, to present four (4) alternative sites along I-4 including Northgate, Southridge, and Phase 2 and 3 of the Mall DRI, which are located in the City of Sanford, for a 600,000 square foot high rise building. He proposed that the Commission consider extending a similar incentive to AT & T to encourage its relocation to Sanford. After discussion, the Commission concurred to consider incentives similar to those offered to Northrop, and authorized the City Manager and Mayor Smith to discuss same with AT & T, to encourage its relocation to the City of Sanford. Occupational License for St. Johns River Festival Arts and Crafts Show. After discussion, the consensus of the Commission was to establish a "Blanket" License Fee for Special Events vendors, and fee schedule for same, as described in memo dated March 3, 1993, from City Manager. Civil Service Board Action regarding proposed Position Description Revisions for Police Chief and Fire Chief. Personnel Director Tim McCauley reported that the Civil Service Board voted 5/0 not to approve the proposed position description revisions for Police Chief and Fire Chief. Further, an extraordinary vote (at least 4/1) is required to change the Civil Service Ordinance. City Attorney reported that pursuant to the City Charter and the Civil Service law, the City Commission and the Civil Service Board have shared authority. Further, with a positive recommendation from said board, it takes three votes on the City Commission to make an appointment. Further, if the City Commission wishes to amend the Civil Service law, an extraordinary vote (at least 4/1) of the City Commission is required. Further, any amendment to the City Charter would require action by the City Commission and most likely a referendum. After discussion, the Commission concurred to refer this item to the beginning of tonight's Regular Meeting, for further discussion. Request from Jeff Murray dba J & S Snack Shop, for Open-Air Restaurant at 2425 South French Avenue (Highway Oil Co). City Manager recommended approval of the Open-Air Restaurant at 2425 South French Avenue, with shell parking area in lieu of paved parking requirement, conditioned upon requestor installing a driveway ramp between 24th Street and the parking area, to accommodate the lunch wagon without creating any traffic problems around the gas pump aisles. The consensus of the Commission was to approve the Open-Air Restaurant, with conditions as presented by City Manager. Transient Rental Standards/Inspections. City Attorney reported that the transient rental standards/inspections need to be City-wide in scope. Further, the definition of transient housing could be tied to six months, as recommended by Staff, but other cities seem to be addressing daily and weekly rentals as transient housing. City Attorney reviewed possible options regarding transient standards/inspections. After considerable discussion, the Commission concurred to require an Occupational License for three or more rental units, and to include a provision in said Occupational License whereby the City will have the right, upon request, to inspect the premises. MINUTES City Commission, Sanford, Florida Work Session 543 March 8 1993 City Attorney reported that he will draft an ordinance regarding same for first reading at the next meeting. Agreement with Sanford Housing Authority regarding Co-~mm~t¥ Policing Te~m, a~ fun4edbyHUD grant. City Manager reported that this Agreement will provide four (4) police officers, that said police officers will be hired as regular City employees, with an identification of special funding, that they will accrue sick leave and vacation leave, and that they will have the ability to move into a regular position if a vacancy occurs. Further, to facilitate the hiring of these police offices, an ordinance will need to be placed on first reading at 'tonight's Regular Meeting. Acting Police Chief Russell reported that two seasoned police officers, already working in the program, will be placed with two new officers thereby providing four officers on the east and west side of town. Interlocal Agreement with Seminole County regarding TIF. City Manager repOrted that the Seminole County Staff Attorney has requested that he have further opportunity to work with City Manager and Jim Willard regarding some language in the proposed resolution, and recommended that both the City Commission and the Seminole Towne Center Community Redevelopment Agency continue consideration of said Agreement. Possible Connection to Seminole County Property ADDraiser's Computer. The Commission concurred to have Staff proceed with the project as described in memo dated February 18, 1993, from Director of Planning and Development. Request for replacement of six (6) Motorcycles with six (6) Police Vehicles. Acting Police Chief Russell reviewed the disadvantages/advantages of motorcycles versus patrol vehicles. He stated that by replacing the motorcycles with patrol vehicles at this time, the City will realize a savings of $24,000.00, because the existing radio units will be transferred, with one small conversion, from said motorcycles to the replacement vehicles. (Mayor Smith recessed the meeting for approximately 10 minutes, then reconvened the meeting.) Waterfront Master Plan. City Manager r.eported that the first Waterfront Master Planning Steering Committee Meeting will be held at the Holiday Inn Conference Center on Wednesday, March 10, 1993, from 9:00 A.M. to 12:00 noon, and that the public participation program will be held at the Civic Center on Saturday, March 27, 1993, from 9:00 A.M. and 12:00 noon. Further, there should be no charge for use of the Civic Center because this is a City sponsored activity. The Commission concurred with free use of the Civic Center for this program. ~ "The Party Machine". City Manager reported that according to the Minutes of the Meeting when the Commission approved the conditional use permit for the sale of beer and wine at this location, Mr. Mungen indicated that "The Party Machine" would be an adult only club, and that no teenagers would be permitted on the premises. Further, while Florida Statutes prohibits the sale or service of alcoholic beverages to anyone under the age of 21, it does not prohibit persons between the ages of 18 and 21 years of age from being allowed on the premises. Further, the operator needs to insure that people entering the establishment meet the age 21 requirement. 544 MINUTE'S' City Commission, Sanford. Florida Work Session March 8 19__ 93 Acting Police Chief reported that on Friday, March 5, 1993, the alcoholic beverage department conducted an inspection of the premises and found a plastic bag in the bathroom containing cocaine residue, and detected the odor of marijuana. Further, on Saturday, March 6, 1993, two undercover police officers returned to the establishment, and found several individuals on the premises who could not produce identification, and that minors were present, but were not consuming alcohol. Complaint from Mildred Godfrey, regarding vacant properties on West 12th Street. Acting Police Chief Russell reported that surveillance of the area was conducted over a two week period, with no indication of violations as previously described by Ms. Godfrey, which included loud noise, loitering, and drug transactions. Further, according to the Building Inspector, notice was served on Margaret Jones relative to complaints of loud noises, high grass, weeds and debris at her vacant properties. Also, between February 23, 1993 and March 6, 1993, the SIU arrested over 38 people in the area of 13th Street for gambling, controlled substance, and disorderly conduct. (Commissioner McClanahan absent from the meeting.) Commissioner Howell recommended that these vacant homes be boarded up. City Attorney reported that there has to be some factual basis for the Police Chief to recommend that these properties be boarded up. (Commissioner McClanahan present at the meeting.) Acting Police Chief Russell reported that Ms. Jones has been cooperative in the past, and that he would like to give her the opportunity to rectify the problem. Request from Gold's Gym for a temporary Mobile Trailer Sign at 500 East Lake Mary Boulevard. City Manager recommended denial of this request, and the Commission concurred. Request from United Arts Council of the Greater Orlando Area, to conduct a fund-raising campaign among City emDloyees.
