052493-Work Session MINUTES City Commission, Sanford, Florida Work Session 599 May 24, 1993 difficulty keeping Certified Plant Operators, and that the hourly wage needs to be more competitive. After discussion, the consensus of the Commission was to regrade all "Certified Operator" positions as described in memo dated May 12, 1993. The City Manager reported that at tonight,s Regular Meeting, he will request that the City Commission authorize the City Attorney to prepare the proper ordinances amending Ordinance No. 3075, Classification and Pay Plan, for immediate implementation of items A and B, above. C. FY 93/94 considerations: (1) FY 93/94 Salary Survey Analysis. Personnel DireCtor Tim McCauley reported that the recent salary survey analysis compared all classifications with three different sources including the Florida League of Cities, the Central Florida Government Consortium, and a Local Cities Survey. Further, according to the survey, approximately 12-14 position classifications seem to be at least 5% lower than should be, and recommended that the Commission consider adjusting said position classifications. (Commissioner McClanahan briefly left the Meeting, and returned.) After discussion, the Commission declined to reclass/regrade positions as recommended, with the exception of those included in 2.A and 2.B, above. (2) Proposed Reorganization FY 93/94. After discussion, the Commission concurred that the City Manager's proposed FY 93/94 budget should include the creation of a "Department of Community Development", as described in memo dated May 14, 1993, Tab 2, from Personnel Director, if financially possible. (3) Summary of Departmental Requests for Additional Positions. After discussion, the Commission concurred that the City Manager's proposed FY 93/94 budget should include additional positions as described in memo dated May 14, 1993, Tab 3, from Personnel Director, if financially possible. (4) Summary Df Departmental Requests fo£ Reclassification/Regrades. The Commission concurred that the City Manager should handle this item the same as item (2), above. Guidelines for Reduced Rate of Civic Center Rental Fees. The City Manager reported that this item will be on tonight's Regular Meeting Agenda for City Commission consideration. (Commissioner Howell absent from the Meeting.) Borrow Pit/Mining Regulations. Commissioner Eckstein proposed that the Commission authorize a 90 day moratorium on all borrow pits. The Commission referred this item to tonight's Regular Meeting for City Commission consideration. (Commissioner Howell present at the Meeting.) Interim Financial Re~orts. The Commission referred discussion of this item to the next Work Session. Regular Agenda Items. The Commission discussed Regular Agenda Items as follows: A. Trust Fund Ordinance for Seminole Mall TIF. Jim Willard, Shutts & Bowen, MINUTE S City Commission, Sanford, Florida Work Session May 24, 1993 reported that Randy Hanna, Seminole County Attorney and City Attorney William Colbert have drafted an ordinance creating a trust fund, which needs to be in place by June 30, 1993. The Commission concurred to place this item on first reading at the June 14, 1993, Regular Meeting. B. Request Afrocentricity Day in from First Shiloh M.B. Church, for S~ecial Event Perm4t, for the Park on May 29, 1993. After discussion, the consensus of the Commission was to approve this Special Event Permit, conditioned upon Staff making final determination with the requestor about what part of the park is being requested, and submission of a clean up bond. The City Manager reported that requirements for approval of Special Event Permits need to be tightened up, specifically in areas as follows: a) acceptable sound decibel levels in City parks, b) the Police Chief should have the authority to demand that the event organizers pay up front for off-duty police officers, 3) liability insurance, and 4) clean up charges should be commensurate with the event. The Commission directed Staff to provide recommendations regarding possible revisions to the procedures/approval process of Special Event Permits. (Mayor Smith recessed the Meeting for approximately 10 minutes, then reconvened the Meeting.) C. Request to board up the property at 102 Rabun Court. D. Amendment 34, to Contract with Conklin, Porter & Holmes, in amount of $1,800.00, for development of'Pollution Prevention Plan regarding Site 10. E. HRS Grant Application in amount not to exceed $20,000.00, for Water System Fluoridation Project. F. Amendment to Sanford Housing Rehabilitation Interlocal Service Agreement Program for FY 91/92. E. Request from FloridaLeague of Cities, for City to purchase advertising space in the Florida League of Cities Conference Program. The Commission concurred not to purchase advertising space. Budget Work Sessions. On recommendation of the City Manager, the Commission concurred to begin budget Work Sessions on July 12, 1993, if there is no Regular Work Session, and if there is a Regular Work Session on July 12, to begin budget Work Sessions July 13, 1993, from 4:00 P.M. to 6:00 P.M. each day, and continuing as needed.
