McIntosh City Manager William A. Simmons City Clerk Janet R. Donahoe The Chairman called the meeting, to order. Recognition of Seminole High School Boy'sTrack Team, State Champions. Commissioner Eckstein introduced Ken Brauman, Coach, Seminole High School Boy's Track Team, and member of the Coach's Hall of Fame and former Seminole County Coach of the Year, who introduced six members of the Seminole High School Boy's Track Team, as follows: Gary Rowe, Andre Scott, Derrick Swain, Bret Deas, Answald Dougal, and Bryant Moore. Commissioner Thomas moved to adopt Resolution No. 1661, entitled: A RESOLUTION OF THE CITY OF SANFORD, FLORIDA, COMMENDING AND EXPRESSING PRIDE IN THE SEMINOLE HIGH SCHOOL BOYS TRACK TEAM FOR THEIR OUTSTANDING PERFORMANCE AND ACCOMPLISHMENTS THROUGHOUT THE PAST TEN YEARS. Recognition of Pace-Jackson Cemetery clean-up volunteers. Mayor Smith read two proclamations recognizing individuals in the Winter Park Work Release Program, andlocal citizens for their efforts in cleaning up the Pace-Jackson Cemetery, and presented copies of same to'Marcus Kendrick, Winter Park Work Release Program and Sandra Gaines. Presentation of Award byDoug Guetzloa, Chairman, Axe the Tax C~,mittee, Orlandot to the City of Sanford for holding down taxes. Mr. Guetzloa was not present. Public Hearing to consider closing, vacating and abandoning a fourteen (14) foot wide north- south alley between Oak Avenue and Myrtle Avenue and between 9th Street and 10th Street, as advertised in the SanfordHerald on May 31, 1993, All Souls Catholic Church, Petitioner. The Chairman announced that the Commission would hear from those persons present to speak in favor of, or in opposition to, the street vacating. Dr. Margaret Curran, Principal, Ail Souls Catholic Church, was present to answer questions regarding this item. Recommendation submitted from the Plans Review Committee to approve the vacating, subject to retention of a utility easement over the existing right-of-way, and stipulation that no structures be erected in said easement. On recommendation of City Manager, Commissioner Howell moved to authorize the City Attorney to prepare the proper ordinance to vacate the alley as recommended by the Plans Review Committee. Public Hearing to consider rezoning a Dortion of proDerty lying between North Street and East 24th Street and between S~m,~rlin Avenue and Burrows Lane extended southerlyt from SR-1, Single-Famil~Dwelling Residential, to PD, Planned Develo~_nt, as advertised inthe Sanford Herald on June 4, 1993t Dewitt Excavating, Inc., Applicant. The Chairman announced that the Commission just placed Ordinance No. 3157 on first reading, said ordinance creating a sixty (60) day moratorium on "borrow pits" in the City of Sanford, and asked if there was anyone present to speak in favor of, or in opposition to, the rezoning. Also, the applicant has requested that this item be tabled after the public hearing is held. James Davis, 126 Drew Ave, appeared and requested that the Commission adopt an ordinance which would prohibit borrow pits in the City of Sanford. Assistant City Attorney Donna McIntosh reported that, from legal standpoint, it would be difficult if not impossible, to ban borrow pits in the City of Sanford. Janet Bell, 134 Drew Avenue, appeared and requested that the City clean the drainage ditch behind this property. Director of Planning and Development Jay Marder reported that Code Enforcement will check into this matter. Director of Public Works Jerry Herman to report back to the Commission with comments/recommendation on how to resolve this situation. Recommendation submitted from the Planning and Zoning Commission and the Director of Planning and Development to deny the request to rezone. Commissioner Thomas moved to table consideration of the requested rezoning.
